THIS PERMIT IS VALID FOR A SIX (6) MONTH PERIOD
I PROJECT DESCRIPTION 14
The 18-acre project site. is located within the city of Carlsbad (Figures 1
and 2). It is a squareshaped, separate-recorded lot bounded on the south by El
Camino Real and on the east by the proposed College Boulevard. The site is
vacant and covered in disturbed . grassland. Until five years ' ago it was in
agriculture
The 4Costa Real Water District will be laying a 20-inch water line, in the El
Camino Real right-of-way. It is proposed that the extra material from this
project; estimated, at approximately 10,000 cubic yards, be stockpiled in the
,southeast corner of the project site. (Figure 3) This stockpile will be spread
to a depth of three feet with a 2:1 slope at the El Camino Real, Boulevard and
,: College Boulevard boundaries . and following existing contours, be graded to day--
light over approximately 20 percent of the project site. A grading permit from
the City of Carlsbad is required. The, distribution of fill on-site would be
done in conformance with the grading standards of the City of Carlsbad

II. STATEMENT OF•-SIGNIF!CANT ENVIRONMENTAL EF•S
If you have answered yes.to .an'' of the-.questions -in 'Sectlon.I but think
• . the activity will have no significant environmental effects, indicate your
reasons below: -.
Thc Th&projeôt. site. is primarily made up of. Salinas clay which is rated by
the USDA Soil Conservation Service and u.s: Forest Service, aS Class II
Capability and by the Stone Index at 59 It has a high fertility rating
and is used for citrus, truck crops, tomatoes, flowers, and small pasture
lots It is considered good to prime agricultural land The proposal
would cover approximately four acres of this land, but because the land
. ..•'has not been in agriculture use for five years, this project would not
have a significant environmental impact
