Because Catholic Charities is not in a position to finance the predevelopment costs of the proposal the buaget presented ls a rough estimate based upon square footage and current . industry costs. ( ( ( ; ( SUMMARY Casa de Campensinos at La Posada de Guadalupe Proposal Proposed Project: Catholic Charities proposes to build a new permanent facility to provide housing for farm workers actively employed in agriculture within the City limits of Carlsbad. The facility will be located on the existing site of La Posada de Guadalupe, located at 2476-78 Impala Street in the City of Carlsbad. The proposed site is zoned industrial and is approximately 3.6 acres. Due to the site's size constraints, it will be necessary to remove the existing but aging La Posada buildings in order to provide room for the new farm worker housing. The new facility is envisioned to be a rustic two-story hacienda-style building with a wrap around walkway surrounding a courtyard. The building will be approximately 15,000 sq. ft. and will provide 50-72 beds exclusively for employed farm workers, wtiile _ .:~~~ also replacing the existing 50 beds at La Posada for farm workers and homeless· men. The La Posada program will continue to operate as it does today. The Department Director will continue to manage and be involved in all phases of this project. His wealth of experience, knowledge of the population and the respect and trust he has gained from the community wlll be invaluable to the success of the program.

Project Description, Scope and Benefits Proposed Project: Catholic Charities proposes to build a new permanent facility to accommodate 50-72 farm workers who are employed in agriculture within the City limits of Carlsbad. The new facility will be located on the current 3.6-acre site of La Posada de Guadalupe Shelter for Men, 2476-78 Impala Drive in Carlsbad. The site will be on property owned by Catholic Charities (Attachment 1) and is located in an industrial area with the Safety Center being one of the closest neighbors. The proposed facility will include a new kitchen, dining/community room, dormitory, and rooms to accommodate two to four men, two bathroom facilities with showers, laundry room and offices. Background: La Posada de Guadalupe Men's Shelter has provided shelter for farm workers and homeless men since 1992. La Posada was built in response to the need for farm worker housing in the City of Carlsbad. Catholic Charities accepted an invitation from Caring Residents of Carlsbad to partner with them to create a facility that would meet the . . . ... :"~~ pressing need for shelter. Once opened, Catholic Charities assumed responsibHity.for the day-tooday operation of La Posada. Located in an industrial area away from mainstream activities, it has low visibility and low neighborhood impact. La Posada consists of three modular units, which are arranged in a hacienda-type setting with trees and plants surrounding the property (Attachment 2). It offers shelter for 50 men 365 days a year (up to 75 men in the winter months). In addition to shelter and provision ofthree meals per day, case managers work with the men to help them find permanent housing, health referrals, substance abuse information and job counseling/referrals. La Posada has a 14-year history of strong community support. In addition to the continued support of Caring Residents of Carlsbad, La Posada receives support from local civic and church groups. La Posada collaborates with local service providers to enhance services available to men and hosts two community awareness events each year. Current funding for La Posada comes from State FESG Grants, State EHAP, ESFP, Catholic Charities, The City of Carlsbad CDBG and Caring Residents of Carlsbad. 1. Project Description: Catholic Charities recognizes the tremendous opportunity the Agricultural Conversion Mitigation Fee Program Grant provides. This funding will allow Catholic Charities to provide much needed housing in the City of Carlsbad for employed farm workers, while at the same time upgrading its La Posada facility for farm workers seeking employment. Catholic Charities proposes to build a permanent facility to accommodate an additional 50-72 farm workers on its existing site. In order to make room for the new farm worker housing at Casa de Campensinos (and maximize use of the limited land area), it will be necessary to remove the existing La Posada buildings. This will allow Catholic Charities
( ( ( ( ( ( to replace the existing Las Posada housing and create the new space for the new farm worker housing for Casa de Campensinos. Catholic Charities has been working with the Caring Residents of Carlsbad and the Carlsbad Farm Worker Housing Task Force for almost two years now in attempts to create farm worker housing. The Carlsbad Farm Worker Housing Task Force has been trying to identify a location since its inception in early 2003. Both organizations are convinced that the La Posada location is the only viable site for farm worker housing within the City of Carlsbad. The proposed project will create a rustic two story, u-shaped hacienda-style facility with a wrap-around walkway surrounding a courtyard. The main floor of the building, especially the walls facing north, will feature large glass windows that allow the beauty of the region and courtyard to be viewed from the dining room. It is envisioned the facility will be low profile and complimentary to the surrounding neighborhood. Drawing on our experience, we will recreate an environment that is esthetically pleasing and functional. Recognizing that the City of Carlsbad has always desired La Posada to maintain a low visibility and low profile within the neighborhood, the proposed project will adhere to these requirements while adding improved. · · .:}~~:s--functionality and safety. Prior Construction Experience/Ancillary Proposal Information:. Catholic Charities recently completed construction on a 24 unit four-story housing project for special needs homeless women. The project, The Leah Residence, is located in dow_ntown San Diego and was a development partnership of Oliver McMillan (olivermcmillan.com) and Catholic Charities. The architect for The Leah Residence was Studio E (studioearchitects.com). · · The target population of Casa de Campensinos will be single male farm workers. The proposed facility will house two programs: Casa de Campensinos and La Posada de Guadalupe. The second floor, Casa de Campensinos, will be reserved for employed . farm workers who will pay a minimal fee for their housing. The first floor dormitory, La Posada, will be reserved for farm workers and homeless men seeking employment. Qnce employed, the men will be eligible for residence in Casa de Campensinos. The two programs will share the kitchen/cafeteria dining room and laundry facilities along with the outdoor amenities, such as a courtyard and exercise area. A very rough sketch of the' building has been prepared for your review (Attachment 3.) Scope of Service: The day-to-day operations for both Casa de Campensinos and La Posada will be the responsibility of the La Posada Homeless Men's Department Director. The Director will manage and be involved in all phases of this project. His wealth of experience leading two shelters, his fourteen-year tenure, knowledge of the population and the respect and trust he has gained from the community will be invaluable to the success of the program. . .:"*"J?. Casa de Campensinos This new program will provide housing for employed farm workers. Although under -common management, Casa de Campensinos will be run separately from La Posada. Employment for occupants of Casa de Campensinos will be verified with surrounding farms and the opportunity given to farmers to fund a portion of the housing cost that workers will pay: Men will be charged a minimal weekly fee for meals and housing. They will have access to all social services, dining, laundry, self-help and recreational · activities. There will be no curfew for Casa de Campensinos residents; however, the housing will be an alcohol and drug free environment. Additionally there will be no overnight guests allowed. We also hope to provide transportation to the fields for employed farm workers. La Posada de Guadalupe: As it does currently, Catholic Charities will provide case management, health screening, and educational programs for La Posada residents. Current operational guidelines will remain in place, including curfew, no alcohol and/or drugs. Catholic Charities initial plan calls for the creation of a job-training program in culinary arts for La Posada residents. The improved and enlarged industrial kitchen offers an excellent opportunity for a training site for men who are interested in a career in the culinary arts. With the increased demand for meals, the kitchen must increase its capacity. Men can be trained on site on various skills required to run an efficient and effective kitchen. These skills would include menu planning, ordering of supplies, food display and serving. The proposed hours of operation for the kitchen will be 3am to 9pm. A cafeteria-style food delivery will allow residents both from La Posada and Casa de Campensinos to not only have a larger selection of food, but also the ability to serve it in an expedient
( ( manner. This new improved kitchen and dining area will allow us to offer lunch to local businesses. Whether food is catered or local business come to the dining room, the kitchen will provide a small revenue stream for operations while training men in a profession where work is always available. Catholic Charities will also establish a hiring office where businesses can call La Posada with a request for workers. The office will operate from 4am to 12 noon. Case managers will assign workers. A sniall finders fee will be charged to companies for identifying workers and sending them to work sites. All men in the La Posada program will be eligible to participate after the completion of a work readiness program. Men who successfully complete the program will be presented with a certificate of completion. Local companies can then be assured that workers coming from La Posada have been interviewed, oriented to appropriate work place activities/behaviors and are job ready. Again, a small revenue stream will be created along with an assurance to the business community about the capabilities of those being hired for short-term employment. 2. Benefit to the citizens of Carlsbad: The City of Carlsbad has the challenge and opportunity to provide a viable permanent solution to the need fo{housing of men working in the fields within the City limits. Relying on our record of good service to the City, and our 14 years experience with this target population, Catholic Charities is confident we can once again provide a positive response to the need for farm worker housing. Catholic Charities has an 88-year history of providing quality social services to a variety of populations within our diocese. The City of Carlsbad knows that Catholic Charities will create and deliver a program that will enhance the community by reducing or eliminating the problem of migrant · encampments in canyons and other isolated areas. In addition, farm workers are identified as a "special needs" group within the City of ] Carlsbad's Housing Element (a document required by State Housing !.:aw). One of the W°'41t1 objectives within the City's Housing Element indicates that the City will implement a -program to "provide shelter for both the permanent and migrant farm worker." Thus, approval of this grant will assist the City in fulfilling its obligations under State Housing Law. Ill. Project Feasibility and Planning: 3. Timeline for implementation of the Project: We estimate completion time of 1 to 2 years to implement the project depending on when the contract is awarded. 5. How will the project be implemented? Include specific milestones to measure the progress and who will be responsible for implementation. If awarded, Catholic Charities will engage Studio E as the architects with Oliver McMillan as our developer. In addition, the Carlsbad Farm Worker Task Force has found a local geotechnical and environmental consulting firm that has volunteered to . provide services for this project. A construction oversight committee will be established · ::"~~ from our corporate board. This committee will monitor the preconstruction and construction work of the architects and developer. Regular meetings will be scheduled with the committee ancfthe construction team to review the project.·The specific milestones that would be used to measure the progress of project implementation are included in ATTACHMENT 4. Catholic Charities will assign Nye Robertson as the project manager. Mr. Robertson will report directly to the oversight committee. Funding will be requested from the Agricultural Conversion Mitigation Fee Program Grant on a progress basis as work is completed. · IV. Applicant Information and Experience: 6. At this point, the Carlsbad Farm Worker Housing Task Force has raised $25,000 in donations from individuals and local businesses, If we are awarded the Agricultural Conversion Mitigation Fee Program Grant, we will also pursue funding from state, federal and private sources. Based upon our experience we believe that the proposed gap in funding is achievable through combining a variety of sources. These sources may include the CARE Coalition, the Federal RCAC Agricultural Worker Health and Housing Program, the City of Carlsbad Housing Trust Fund and local foundations. 12. Describe funding from any other source that has been requested. As mentioned above, the Carlsbad Farm worker Housing Task Force raised $25,000 for farm worker housing, e_yen before a viable site was located. They expect that their fundraising efforts will be even more successful once this grant is approved. Once awarded, Catholic Charities will also seek funding from all viable sources. 13. Previous City funding requested or received for any project in the past five years. Catholic Charities has received $19,500 in CDBG social services funding, VI. GENERAL COMMENTS/INFORMATION 14.. Additional information about our organization or proposed project. ' Catholic Charities is once again ready to partner with the community to meet the critical need of providing additional shelter for farm workers. We are confident in our ability to provide quality service, accountability, program competence and good stewardship. We will pursue additional funding that will ensure that the construction and operational costs are met. Members of the Agricultural Mitigation Fee Citizen's Committee will undoubtedly note that the replacement of the La Posada Homeless Men's Shelter is an integral part of this proposal. As mentioned above, this is necessary because the only way to construct new farm worker housing at this site is to remove the existing structures and build a new two-story building. The 72 beds on the second story of the building will be devoted exclusively to housing for employed farm workers. In addition, the 50 beds on the first level will also be available for homeless farm workers seeking employment in agriculture. Considering only the 72 beds at Casa de Campensinos, 60% of the total of 122 beds from both facilities will be devoted to farm worker housing. Assuming that
J ( ( ( ( ( unemployed farm workers occupy 20 of the 50 beds from the first level, 75% of the total beds will be devoted to farm worker housing. Based upon an anticipated budget of $3.5 Million for construction costs, the $2 Million grant requested in this proposal equals 57% of the total cost of the combined project. These numbers (plus the fact that Catholic Charities will be donating the land), show that every dollar of the $2 Million requested grant will go directly to the creation of farm worker housing in the City of Carlsbad.
