Subject: Hoehn Porsche Trip Generation Memorandum
Michael Baker International has completed the trip generation assessment for the proposed
Hoehn Porsche expansion project located at 6800 Avenida Encinas in the City of Carlsbad.
The primary purpose of this analysis is to determine the significance of the net increase in project
trips, and if the net trip increase warrants a Traffic kiipact Analysis. The City of Carlsbad has
adopted the SAN TEC/ITE Guidelines for Traffic lmact Studies in the San Diego Region to
determine the need for a traffic study. According to these guidelines, a study would be required
for any project that would generate greater than 1,003 net new average daily trips (ADT) or 100
net new peak hour trips. It is understood that the Cy has the discretion to request a focused
traffic study if the project trip generation is approaching the threshold and there are nearby
intersections that are approaching capacity.
The existing car dealership has approximately 12,000 square feet (SF) total of
showroom/sales/parts area, and 18 service stalls on site. The existing condition site plan, with
corresponding area calculations, is provided in Exhibit 1.
The proposed development will increase the showroom/sales/parts area to 19,480 SF. The
proposed repair center will maintain the existing number of service stalls (18). The proposed site
plan, with corresponding area calculations, is provided in Exhibit 2.
When calculating the traffic generated by a land use, trip generation rates are provided in terms
of an independent variable, i.e. floor area, employees, rooms, seats, or dwelling units. These
alternative independent variables are equivalents for different unit types and the choice of which
independent variable to use is primarily based on the land use which would be the most direct
cause for variations in trip ends. It should be noted that when calculating trip generation, the use
of alternative rates in differing independent variables is a situation of "either/or" and not "both/and".
This has been verified with SANDAG staff.
This analysis compares the trip generation of the existing car dealership and the proposed
expansion based on two independent variables 1) shDwroom/sales/parts square footage and 2)
service stalls. As shown in Table 1, trip generation rates for this project were taken from
SAN DAG's (Not So) Brief Guide of Vehicular Traffic Generation Rates for the San Diego Region

(April 2002). Generation rates shown in the Carlsbad Municipal Code Table 18.42.020 were also
considered, but are less conservative than the SANDAG rates and, therefore, are not being used
for this calculation.
Table 2 includes a summary of the trip generation for the proposed project based on the square
footage of the showroom/sales/parts area. It should be noted that for conservativeness, the floor
area dedicated to the storage of auto parts has been included in this total area even though this
storage area is not directly related to the showroom and auto sales activity. As shown, the
proposed project is expected to generate 974 daily trips with 49 AM peak hour trips (34 in / 15
out) and 78 PM peak hour trips (31 in / 47 out). This represents a net increase of 374 daily trips
with 19 AM peak hour trips (13 in / 6 out) and 30 PM peak hour trips (12 in /18 out). This equates
to 37% of the daily threshold and 30% of the peak hour threshold according to SANTEC/ITE
guidelines.
Table 3 includes a summary of the trip generation for the proposed project based on service
stalls. As shown, both the existing and proposed site plans provide 18 service stalls. Both
scenarios result in 1,080 daily trips, 54 AM peak hour trips, and 86 PM peak hour trips. Therefore,
this method shows that the project generates no net increase in daily or peak hour trips.
The results of the trip generation analysis for the proposed Hoehn Porsche expansion show that
the proposed project would result in a net increase that is significantly less than 1,000 daily trips
and well less than 100 peak hour trips. Although the trip generation for the project based on
square footage is forecast to generate the most traffic (374 net new daily trips), this only
represents 37% of the 1,000 trip thresholds that would require a traffic study according to
SANTEC/ITE guidelines adopted by the City of Carlsbad. In addition, this small increase in peak
hour trips will have insignificant impact on nearby freeway on/off ramps. Therefore common
practice would dictate that a traffic study would not likely be required for a project of this size.
