SUBJECT: CD 2018-0011 (PUB2018-0016) -FLEET MAINTENANCE BUILDING REFURBISHMENT
(CUP 01-02)
The City Planner has completed a review of your application for a Consistency Determination, (APN: 209-
050-2600) which is a modification to CUP 01-02, which superseded CUP 262 for interior and exterior
modifications to the existing fleet maintenance building. The proposed interior and exterior modifications
include:
Site Additions
• Construct approximately 528 square feet of new floor area, located at the southeast corner of the
building, to accommodate a new service window, entryway and three office/work areas. The
height ofthis addition will be 26 feet.
• · Increase the height of approximately 1,073 square feet of roof area, located at the northeast
corner of the building, 8 feet 8 inches to match the height of the building. The increase in height
and relocation of the parts room will create two additional service bays.
Interior Renovations
• Relocate the parts and tool.storage rooms, rotary lift, locker rooms, bathrooms and lounge.
Infrastructure Improvements
• Install new energy efficient heating, ventilating and air conditioning equipment (HVAC) and
exhaust fans;
• Upgrade interior lighting to LED lights;
• Install water efficient plumbing fixtures in the restrooms;
• Refurbish and replace roof material and roof access hatch; and
• Install OSHA compliant railings at sky lights and at the new roof hatch.

In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered ·
essential to the project's design, quality, safety or function in that the relocation of the vehicle
parts and storage rooms and offices will improve security as these rooms will be located closer
to the offices. The increase in the roof height, along with the relocation of the rooms, will create
two additional bay areas, which will increase operational efficiency.
2} The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the outside building
materials will match the existing fa~ade materials and color. The infrastructure improvements
will be an upgrade and will be more energy efficient and in compliance with the city's CAP.
3) The proposed revision does not change the density or boundary of the svbject property in that
density is not applicable to the fleet maintenance facility and the property boundary remains
the same as previously approved.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit in that the uses at the fleet maintenance facility will not change. The improvements
merely improve vehicle parts and tool security, employee safety and operational efficiency.
5) The proposed revision does not rearrange the major land uses within the development in that no
land uses will be rearranged.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the 528 square-foot proposed new service window and three office/work
areas will represent 5.4 percent increase from what was originally approved.
7} The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the proposed additions will be constructed over existing
hardscaped areas and therefore will not have any significant environmental impacts nor require
any additional mitigation.
8} The proposed change would not result in any health, safety or welfare impacts in that the new
addition and increase in roof height would not result in any impacts to the health, safety or
welfare of the public.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change in that there were no major issues or controversies·
associated with the original approval (CUP 262).
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that adding a 528 square-foot
addition and increasin~ the roof height to match the existing roof height of the rest of the
building would not be substantially different from the original project.

After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
Please submit one (1) blueline copies (24" X 36") of all applicable-exhibits for the project file of the
amended site plan. The copies must be submitted, stamped "Consistency Determination," and signed by
the City Planner prior to issuance of any grading or building permits for the project. The Consistency
Determination Title Block stamp, and other Title Block stamps, can be downloaded from the city1s website
at http://www.carlsbadca.gov/services/depts/planning/applications.asp. The Title Block (stamp) is
located at the bottom qf the page.
