Adopt a Resolution appointing one member to the Planning Commission.

Commissioner Lisa Rodman resigned on March 22, 2018 leaving an unexpired term to be filled
through April 2021. Commissioner Rodman was initially appointed in March 2017 to fill the
expired term of Commissioner L'Heureux. The City Clerk's office received applications from the
following residents wishing to serve on the Planning Commission (Exhibit 2):

Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.

Carlsbad Municipal Code Chapter 2.24 states that the Planning Commission shall consist of seven
members to be appointed by a majority vote of the Council, and of four ex officio members who
shall be the Community and Economic Development Director, the City Engineer, the City Attorney
and the City Planner.
Other members of the Planning Commission are: Velyn Anderson, Neil Black, Carolyn Luna, Roy
Meenes, Marty Montgomery and Jeff Segall. Members of the Planning Commission are subject
to the provisions of the Political Reform Act, and must file a Statement of Economic Interests.
Fiscal Analysis
None.
Next Steps
The City Clerk's office will update the Commission roster and coordinate the Oath of Office and
filing of the appointees Statement of Economic Interest.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Officer for the NROTC Unit (1979), and as Executive Officer and Commanding Officer
of the summer OCS Bulldog companies. He was promoted to major in October 1978.
From August 1980 to June 1981, he was a student at the Marine Corps Command and
Staff College at Quantico. The following month, he reported to the 1st Marine Division,
Camp Pendleton, CA, where he served as the Battalion S-4 for the 2d Battalion, 11th
Marines; Executive Officer of 3d Battalion, 11th Marines; and Division Staff Secretary.
In October 1983 , he was promoted to lieutenant colonel.
General Hanlon was then ordered in May 1984 to the 3d Marine Division for duty as
Commanding Officer, 3d Battalion, 12th Marines. The following May, he returned to
Marine Corps Recruit Depot, San Diego, for duty as the Director of Personal Services.
From August 1986 through June 1987, he was a student at the Industrial College of the
Armed Forces in Washington, D.C.
Returning overseas in July 1987, General Hanlon was assigned to Headquarters FMF
Europe in London, United Kingdom, for duty as the Assistant Chief of Staff for Plans (G-
5) and for Operations (G-3). He was promoted to colonel in August 1989. In September
1990, he reported to the U.S. Atlantic Fleet for duty as the Fleet Marine Officer. General
Hanlon was assigned duty as Commanding Officer of the 10th Marines, 2d Marine
Division in April 1992. While serving in this capacity, he was selected in March 1993 for
promotion to brigadier general. He was advanced to brigadier general on July 8, 1993,
and was assigned as the Deputy Commander, Naval Striking and Support Forces,
Southern Europe, Naples, Italy, where he served until July 1996.
He was promoted to Major General on July 1, 1996, and was assigned duty as the
Director, Expeditionary Warfare Division (N85) where he served until August 1998. On
August 21, 1998 to June 15, 2001, Major General Hanlon served as the Commanding
General of Marine Corps Base, Camp Pendleton. He was promoted to Lieutenant General
on 11 July 2001 and assumed command of Marine Corps Combat Development
Command, Quantico, VA. He most recently served as the U.S. Military Representative to
the NATO Military Committee in Brussels, Belguim from October 2004 through
November 2006.

I am a San Diego County native and moved to Carlsbad in 1989 where l raised my family. I have
keen interest in what is happening in the city. My background in city pfanning and real· estate should
be of benefit to the City ,of Carlsbad. I am retired now and want to give back to Carlsbad by
volunteering on the Planning Commission.
