Recommended Action
Adoption of a Resolution approving new job classifications, revising current job classifications,
and amending the Carlsbad City Employees' Association Salary Schedule and the Management
Salary Schedule.
Executive Summary
Throughout the year, the Human Resources Department works with city departments to
conduct job studies to ensure that job classifications reflect current job duties. Job
classifications may be added, revised or deleted to align with operational changes or changes to
service delivery. This report recommends approving new and revised job classifications and
amending the affected salary schedules for select Management and Carlsbad City Employees'
Association (CCEA) personnel.
Discussion
Section 3.1 of the City of Carlsbad's Personnel Rules and Regulations states that the Human
Resources Department will be responsible for preparing and maintaining job classifications for
all positions. Each job classification will include a list of typical duties and a statement of the
minimum qualifications required for appointment. All job classifications will describe duties
which employees occupying the job classification may be required to perform.
Pursuant to Section 3.3 of the City of Carlsbad's Personnel Rules and Regulations, new and
revised job classifications and associated salary schedules must be approved by resolution of
the City Council at a public meeting. Prior to submission of the classification additions and
revisions to the City Council for consideration, the affected employee organizations must be
provided with written notice of the changes being proposed and an opportunity to meet and
confer as to those matters that are within the scope of representation.
To meet the changing needs of departments, job classification studies were performed for
several positions. These studies analyzed both the duties and responsibilities of the positions,
as well as compared the positions to outside agencies for salary information.

Per the Personnel Rules, the city has met and conferred with CCEA concerning the changes
affecting represented employees. The CCEA and Management Salary Schedules have been
revised accordingly.
Fiscal Analysis
There is no fiscal impact as the recommended changes are reflected in the FY 2017-18 budget
and the proposed FY 2018-2019 budget. There is no direct change in the number of full time
employees as a result of these recommended changes.
Next Steps
Staff will revise the current job classifications as proposed and amend the affected salary
schedules.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonable foreseeable indirect physical change in the environment; and
therefore, does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for viewing
at least 72 hours prior to the meeting date.

CALIFORNIA, APPROVING NEW JOB CLASSIFICATIONS, REVISING
CURRENT JOB CLASSIFICATIONS, AND AMENDING THE CARLSBAD CITY
EMPLOYEES' ASSOCIATION SALARY SCHEDULE AND THE
MANAGEMENT SALARY SCHEDULE
WHEREAS, the City Council of the City of Carlsbad, California has determined the need to
adopt or revise job classifications as necessary.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That Attachment A, which includes the new job classifications of Parks
Superintendent, Records Technician, Senior Deputy City Clerk, Systems
Administrator, Senior Systems Administrator, and Zoning Enforcement Officer and
the revised job classifications of the Code Enforcement Job Family, the Electrician
Job Family, and GIS Manager, attached hereto is hereby adopted.
3. That Attachment B, the Carlsbad City Employees' Association Salary Schedule,
attached hereto is amended to include the positions of Records Technician, Senior
Deputy City Clerk, Systems Administrator, Senior Systems Administrator, and
Zoning Enforcement Officer.
4. That Attachment C, the Management Salary Schedule, attached hereto is
amended to include the job classification of Parks Superintendent at salary range
5 and to move GIS Manager to salary range 6.

Under general supervision perform field investigation and office work to enforce and ensure
compliance of occupancy, sign, vehicle abatement, building and housing codes and/or quality
standards and other municipal codes and ordinances.
DISTINGUISHING CHARACTERISTICS:
Code Enforcement Officer I is the entry level class of the Code Enforcement series. Positions
at this level typically have limited experience and perform the more routine activities and are
generally in training. An incumbent's work is reviewed in progress and/or upon completion for
accuracy and completeness.
Code Enforcement Officer II is the journey level in the series. This class is assigned the full
range of code enforcement and other neighborhood services related duties. Incumbents work
independently, scheduling their own work within required time frames to meet objectives, under
general supervision. Problems are resolved in keeping with codes and city policies; assistance
or direction from supervision may be requested when sensitive issues are involved. The Code
Enforcement Officer II assists in the training of lower-level officers and assists with higher level
problem-solving issues and/or situations.
Senior Code Enforcement Officer is assigned to complex and/or sensitive cases that require
advanced knowledge and interpretation of regulations and other related code enforcement
matters. May be requested to propose and write code enforcement ordinances and policies and
to assist in updating the division on regional or state changes to building, housing, and related
code matters. This position will lead team responses to code enforcement violations and/or other
related issues. This position participates as a senior team member within the Housing and
Neighborhood Services Division, and will serve in a staff supervisory role and/or as a training
officer for new officers.
KEY RESPONSIBILITIES:
Assist with planning efforts to develop programs to generate citizen involvement in property
maintenance and neighborhood imp'rovement efforts within identified neighborhoods.
Facilitate neighborhood and community-based problem solving. Provide information and assist
with education opportunities to neighborhood organizations to assist with neighbor-to-neighbor
problem solving.

EXPERIENCE AND EDUCATION:

Code Enforcement Officer I:
Work experience involving public contact, enforcement of established standards or

Supplemental specialized training in code enforcement case reporting, or inspection is

Code Enforcement Officer II (in addition to the level I):
Two or more years of increasingly responsible experience performing code enforcement,

responsible administrative and technical duties in support of the City Clerk's Office; to
assist in the day-to-day functions of the department; and to perform other related work.
DISTINGUISHING CHARACTERISTICS:
Deputy City Clerk {entry level). An employee in this role is expected to perform the full
range of duties assigned in support of the City Clerk's Office; assist in the preparation,
custody, preservation, and distribution of official city documents and records; prepare
agenda and supporting material for City Council meetings; attend and take minutes at
public meetings in the absence or at the direction of the City Clerk Services Manager;
respond to public and staff inquiries regarding public records, policies, and procedures;
and assist the City Clerk Services Manager in the election process; perform related
duties as required. To be eligible to advance to Senior Deputy City Clerk, must have two
years of experience in the role of Deputy City Clerk and be in possession of Certified
Municipal Clerk designation.
Senior Deputy City Clerk (specialized). An employee in this role is expected to
perform a variety of specialized, technical and administrative duties in support of the
City Clerk's Office with minimal supervision; to assist the City Clerk Services Manager in
the day-to-day functions and management of the department; and to perform other
related work. This is the advanced and specialized level within the Deputy City Clerk
series. Employees in this class are distinguished from the Deputy City Clerk by the
performance of the full range of duties including technical and functional guidance of
assigned staff and are generally assigned more complex and difficult work projects.
Employees at this level receive only occasional instruction or assistance as new or
unusual situations arise, and are fully aware of the operating procedures and policies of
the work unit. Distinctions of the Senior Deputy City Clerk role include: supervising,
training, and checking the work of others; and independent decision making based on
established procedures and policies with advanced knowledge about the field and the
department.

and regulations.
Provide back-up support and oversight of the front desk and reception area of the
City Clerk's office, as needed.
Shall act as Notary Public.
Attend meetings of the City Council and other public meetings as directed, such
as Carlsbad Municipal Water District, Community Development Commission, and
Public Financing Authority meetings; provide an accurate transcript of the
proceedings in accordance with established policies and procedures; provide
verbatim transcripts of portions of the proceedings when required; record actions
taken, prepare actions and minutes of meeting proceedings and prepare official
minutes; compose and/or edit and process administrative and technical
documents such as resolutions and ordinances approved at City Council
meetings; review for accuracy and completeness; obtain necessary signatures;
and respond to public/staff inquiries concerning those meetings.
Assist the City Clerk Services Manager in the administration of city elections as
directed, which may include pre-election support and functions including ordering
candidate forms and materials, assembling packets and instructions to
candidates, and verifying residency and candidate requirements. Provide
information to candidates and the public on election and candidacy requirements
and procedures.
Assist in planning and conducting municipal elections and other legal
requirements of the department; process Charter amendments; assist with
Political Reform Act Filings (e.g. statements of economic interests, campaign
statements). Ensure that disclosure requirements are met under the Political
Reform Act and Conflict of Interest Code. Respond to inquiries by filers;

DISTINGUISHING CHARACTERISTICS:
The Zoning Enforcement Officer is a single incumbent position and is assigned to land use or
zoning permit condition violation cases, as well as other complex and/or sensitive cases that
require advanced research skills as well as advanced knowledge and interpretation of zoning
regulations and land use permit conditions as well as other related zoning and/or land use
enforcement matters. May be requested to write: zoning research reports and memorandums
to program supervisors and the city's executive management; code enforcement policies and/or
regulations; and to assist in updating the division on regional or state changes to zoning or other
land use activities. This position will lead team responses to code enforcement violations and
other related issues for zoning/land use and inclusionary housing compliance. This position
participates as a senior code enforcement team member within the Housing and Neighborhood
Services Division.
Incumbents work on moderate to complex assignments requiring independent exercise of
judgment, discretion and initiative in performing responsibilities. Positions at this level receive
only occasional instruction or assistance as new or unusual situations arise. Incumbents are
expected to be fully aware of and have clear working knowledge of the operating procedures
and policies of the work unit.
KEY RESPONSIBILITIES:
Receive and act on zoning and nuisance complaints including any required investigations.
Provide written notice and maintain appropriate case notes; log and monitor each complaint in
the online case management system.
Perform field inspections with occasional assistance from Planning and Engineering as well as
Housing staff.
Make interpretations of zone and operational use ordinance provisions.
Work with minimal, general supervision by the Program Manager and/or Department Director as
assigned.
Coordinate permitting and certain land use cases with other staff, departments, and technical

Respond to citizen complaints and undertake appropriate enforcement actions in consultation
with the Principal Planner, City Planner, or Code Enforcement Program Manager as needed.
Respond to zoning, land use, and related inquiries by phone and in writing.
Responsible for all zoning enforcement investigation, determination, notification of violation and
remedies.
Respond to inquiries and requests; assist customers with zoning compliance issues and
violation of permit conditions; conduct sites visits for proposed development and/or built sites;
participate, as needed in organized public workshops and hearings related to development of
new zoning code requirements and/or enforcement and appeal hearings as well as
informational meetings with the general public.
Serve on cross-functional teams. May presents staff reports to Planning Commission and/or
City Council.
Provide assistance to code enforcement and legal staff as well as other appropriate service
divisions in whatever way necessary to prosecute an enforcement action, including but not
limited to: field inspections, research, provide witness testimony in court cases, work with
program management and a designee from the City Attorney's Office to prepare Requests for
Proposals for demolition projects, and work with demolition contractors to demolish dangerous
buildings or do abatement of other public nuisances within the city.
Seek compliance from property owners with short term rentals, including enforcement of permit
condition requirements and review permits for approval.
Seek compliance from property owners with inclusionary housing (affordable housing)
requirements and permit conditions to maintain said housing in compliance with the city's
inclusionary housing ordinance.
Ensure maintenance of permit records and database and other periodic reports and handouts
related to zoning, land use and related matters.
Other related duties as assigned.
SUPERVISORY RESPONSIBILITIES:
May be assigned supervisory responsibilities for other code enforcement and/or housing staff.
