Recommended Action
Adopt Resolutions appointing two members to the Planning Commission.
Executive Summary
Commissioners Kerry Siekmann and Patrick Goyarts' terms expire in April 2018. Neither
Commissioner wishes reappointment. Commissioner Siekmann was initially appointed in
January 2011 to fill the unexpired term of Commissioner Douglas, and was reappointed in April
2014. Commissioner Goyarts was initially appointed in February 2016 to fill the unexpired term
of Commissioner Scully. The City Clerk's office received applications from the following
residents wishing to serve on the Planning Commission (Exhibit 3):

Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.

Carlsbad Municipal Code Chapter 2.24 states that the Planning Commission shall consist of seven
members to be appointed by a majority vote of the Council, and of four ex officio members who
shall be the Community and Economic Development Director, the City Engineer, the City Attorney
and the City Planner.
Other members of the Planning Commission are: Velyn Anderson, Arthur Neil Black, Marty
Montgomery, Lisa Rodman and Jeff Segall. Members ofthe Planning Commission are subject to
the provisions of the Political Reform Act, and must file a Statement of Economic Interests.

Next Steps
Following the appointment of two members to the Planning Commission, the City Clerk's office
will update the Commission roster and coordinate the Oath of Office and filing of the
appointees Statement of Economic Interest.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

This item was noticed in accordance with the Ralph M . Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Mona holds an undergraduate degree in Civil Engineering from the University of
Washington and her professional experience includes transportation and
construction civil engineering, construction, project and program management.
Mona's responsibilities have included forecasting, scheduling and management of
multi-million-dollar budgets including advance coordination between owners and
project teams. Mona's office engineering duties include processing and reviewing
Requests for Information (RFl's), submittals, task orders, daily progress reports,
developing cost estimates, and processing change orders. With her proficiency in
various construction related software, this makes Mona an asset to any
construction team.
Project Experience:
SANDAG -Mid-Coast Corridor Transit, San Diego, CA (October 2016 -October
2017, $2.18)
Role: Engineer
The Mid-Coast Trolley is a $2.1 billion project and it will extend service from Old
Town Transit Center to the University City community, serving major activity
centers such as the Mission Bay area, the VA Medical Center, the UC San Diego, and
Westfield UTC Transit Center. The Mid-Coast Trolley will expand transportation
capacity in the corridor to accommodate existing and future travel demand,
particularly for peak-period commute trips. The project will provide an effective
alternative to congested freeways and roadways for travelers and will result in
fewer vehicle miles being traveled. Mona's responsibilities included ensuring all
project-wide electrical and systems' conduit was in place for subcontractor
installation. Additionally, she managed field crews and tracking of multiple heavy
equipment coordination, completed quantity takeoff and procurement for
permanent and temporary materials valued at over $1M. Mona performed daily
field inspections to ensure project was constructed in accordance to the IFC plans
(structural, utilities, grading, etc.) and specifications, as well as following applicable
safety and environmental regulations. Mona was actively involved in the
recruitment efforts for Small and Disadvantaged Business enterprises.
North Coast Transit District (NCTD) Positive Train Control (PTC) Project, San Diego,
CA (July 2016 -October 2016, $87M)
Role: Deputy Project Manager
PTC is an integrated command, control, communications and information system
which can control train movement by using GPS technology, digital communications
and on-board computers. This technology allows continuous monitoring of train
locations, automatically overrides train movements and will stop a train should the
crew is unable. Mona collaborated with the Project Manager and assisted with the
management of this project and the railroad signal design and construction for the
MidCoast Corridor project. Her duties included managing performance, cost, scope
and construction schedules, managing subcontractor and field personnel,
performing weekly field visits and job walks to ensure safety and quality measures.
Mona managed Submittals, RFl's and Change Orders in addition to communication
and coordinating with stakeholders to include Public Agencies and various other
departments.

North County Transit District {NCTD) Program Management Services Contract,
San Diego, CA (January 2014 -July 2015)
Role: Transportation Engineer
In this role, Mona served as a Transportation Office/Field Engineer on the project
management team which was providing services related to program management,
transportation planning and rail design. Duties included review of rail civil
engineering designs, specifications and construction drawings, scopes of work,
contractor invoices and contracts, and right-of-entry permit requests. Mona
prepared independent cost estimates, task orders, status reports, attended project
review and status meetings, and prepared meeting minutes. She implemented and
executed a Timber Bridge Retrofit project through planning, design and
construction phases under exigent conditions within scope, budget and schedule.
Mona conducted extensive research and analysis of surveys, parcel maps, right-of-
way maps, and various other relevant documents to identify the NCTD's property
line along the Coastal and Sprinter corridors. She authored the Health and Safety,
Planning and Design sections for a new NCTD Project Delivery Manual.

Sound Transit operates express bus, commuter rail and light rail service in the Puget
Sound region in Washington State and constructs capital projects in support of
those services. As part of the construction management team, Mona performed a
variety of services on various projects.

profitably grow the business. In previous executive roles, I had responsibility for market
analysis and strategic planning for annual development buqgets of over $250,000,000. I

have also served in non-profit organziations as chairman of the fund-raising committee
for Padre Pio Academy in Orange County and was a board member of Holy Angels
Byzantine Catholic Church in San Diego. All of this has given me the diverse skills and

hearings for the Encina power plant and participated in citizen workshops for the North 40
project and Strawberry Fields development.
I came to live in Carlsbad over 15 years ago and love this city. I want to do my part to not
only preserve the quality of life here, but hopefully improve it as the City continues to
grow.

Officer for the NROTC Unit (1979), and as Executive Officer and Commanding Officer
of the summer OCS Bulidog companies. He was promoted to major in October 1978.
From August 1980 to June 1981, he was a student at the Marine Corps Command and
Staff College at Quantico. The following month, he reported to the 1st Marine Division,
Camp Pendleton, CA, where he served as the Battalion S-4 for the 2d Battalion, 11th
Marines; Executive Officer of 3d Battalion, 11th Marines; and Division Staff Secretary.
In October 1983, he was promoted to lieutenant colonel.
General Hanlon was then ordered in May 1984 to the 3d Marine Division for duty as
Commanding Officer, 3d Battalion, 12th Marines. The following May, he returned to
Marine Corps Recruit Depot, San Diego, for duty as the Director of Personal Services.
From August 1986 through June 1987, he was a student at the Industrial College of the
Armed Forces in Washington, D.C.
Returning overseas in July 1987, General Hanlon was assigned to Headquarters FMF
Europe in London, United Kingdom, for duty as the Assistant Chief of Staff for Plans (G-
5) and for Operations (G-3). He was promoted to colonel in August 1989. In September
1990, he reported to the U.S. Atlantic Fleet for duty as the Fleet Marine Officer. General
Hanlon was assigned duty as Commanding Officer of the 10th Marines, 2d Marine
Division in April 1992. While serving in this capacity, he was selected in March 1993 for
promotion to brigadier general. He was advanced to brigadier general on July 8, 1993,
and was assigned as the Deputy Commander, Naval Striking and Support Forces,
Southern Europe, Naples, Italy, where he served until July 1996.
He was promoted to Major General on July 1, 1996, and was assigned duty as the
Director, Expeditionary Warfare Division (N85) where he served until August 1998. On
August 21, 1998 to June 15, 2001, Major General Hanlon served as the Commanding
General of Marine Corps Base, Camp Pendleton. He was promoted to Lieutenant General
on 11 July 2001 and assumed command of Marine Corps Combat Development
Command, Quantico, VA. He most recently served as the U.S. Military Representative to
the NATO Military Committee in Brussels, Belguim from October 2004 through
November 2006.
