Recommended Action
Adopt a Resolution appointing one member to the Beach Preservation Committee.
Executive Summary
Committee Member Amy Ahrendt resigned her position on September 5, 2017, leaving an
unexpired term through June 2018 on the Beach Preservation Committee. Ms. Ahrendt was
initially appointed to the Committee in May 2014 to replace Commissioner Rocco. The City
Clerk's office has received applications from the following residents wishing to serve on the
Beach Preservation Committee (Exhibit 2):

Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.
City of Carlsbad Resolution No. 8596 states that the Beach Preservation Committee shall consist
of seven members, appointed by the Mayor with the approval of the City Council.
Other members of the Beach Preservation Committee are: Fred Briggs, Greg Lang, Sherman
McEachern, Sage Naumann, Linda Petrucci and Norelynn Pion-Goureau. Members of the Beach
Preservation Committee are subject to the provisions of the Political Reform Act, and must file
a Statement of Economic Interests.

Next Steps
Following the appointment of one member to the Beach Preservation Committee, the City
Clerk's office will update the Committee roster and coordinate the oath of office and
completion of the ethics training course.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

received awards for my instrumental role in successfully launching the IBM PC. Following my career at IBM, I went
on to work at different small well-regarded companies with concentrations in Customer Relationship
Experience: Management (CRM) consulting, financial asset management services, consumer products, and business
intelligence aerospace software. I also spent several years working for my town in managing a $80 million school
building program. Additionally, I was an elected representative in my town on the legislative body.
I have always tried to find ways to help the community. I volunteer for the City of Carlsbad. Some of my volunteer
activities have included hosting two workshops at the Carlsbad Love It! conference.
Community I have a passion about keeping Carlsbad beautiful. In addition to participating in Trail Clean Ups, I pick up litter in

Corridor, a grassroots organization to help protect and preserve the community small-town ambiance of NE/NW El

businesses, the tourists, and the government. I have read a voluminous amount of reports on DMS to understand
City operations c;1nd decisions. I have familiarized myself with the Planning staff responsibilities and duties. As a
resident dedicated to the well-being of Carlsbad, I have acquainted myself with each staff member and have been
very impressed with their diligence, competency, and excellent service to Carlsbad.

111 Managed the initial design phase of a rail transit station to serve a high-tech corporate campus
headquarters and surrounding community. The project is an innovative public-private partnership
to design, build and maintain the transit station, and integrate with TOD planning between a major
corporation, City and regional transportation agency.
• Developed guiding principles, surrounding context coordination, identification of public and private
sector funding sources, and project design and implementation to optimize TOD and TOD revenue
opportunities in the design of a 10 acre regional multi-modal transit center with multiple phased
TOD opportunity sites. The transit center will be a regional hub for commuter rail, regional BRT and
rapid bus lines, rail transit, 22 local bus routes, and various private transportation providers. TOD
opportunities include both on-site development and off-site connections to surrounding TOD sites
and areas.
@ Developed proposed land use and regulatory changes to create ten (10) 500-acre Transit Oriented
Districts {TOD) along a nine-mile transit corridor. The project provides planning assistance to three
(3) cities in close coordination with regional sustainability planning and transit development. Project
serves to promote greater transit ridership, improve project feasibility, and provide increased
economic and community development opportunities. The project has collaboratively prepared
vision plans, policy, guidelines, and standards for TOD plans, general plan amendments, zoning or
another land use mechanisms, and new approaches for more efficient and comprehensive
implementation of TOD.
• Developed regulatory standards and guidelines for development plan to create a 33-acre civic center
district that included 3 million square feet of City Hall, library, Performing Arts Center, Multi-
generational Facility, office, retail, and residential uses; and the close integration of parks and multi-
use civic open spaces and phased incorporation of structured parking solutions. The project
incorporated extensive design detail and infrastructure phasing to assure quality and positive
integration with the surrounding city center, universities and educational facilities.
• Developed land use and infrastructure policy and regulatory .standards for a new 6,000-acre
community plan of over 11,000 homes and 3 million square feet of non-residential uses. The plan
incorporated innovated L.E.E.D. ND and NC criteria, and involved incorporation of sustainable
infrastructure programs.
• Managed rapid preparation of Energy Efficiency & Conservation Strategy (EECS) for large suburban
county to obtain over $6.5 million under the Federal Department of Energy (DOE) Energy Efficiency
& Conservation Block Grant program. The county was one of the early participants in the program
and was presented with ongoing DOE program refinements along with a very tight timeline to

complete the EECS. The EECS was completed within 30-days and was accepted by DOE without
adjustments or clarifications.
• Managed expeditious preparation of Specific Plan for the development of a large retail complex,
including a major big box anchor tenant that provided the commercial client and the City with
specificity with regard to the design and future buifdout of the project site.
• Prepared permitting approaches, analysis and documentation for multimillion dollar infrastructure
projects.
Economic Development Administrator 2006 -2008
NCTD, a rail/bus transit agency for eight cities of north San Diego County, with 600 employees and $85
million budget.
• Directed multiple award-winning master planning for the $300 million redevelopment of three
transit centers on 42 acres to incorporate long-range transit needs and transit oriented mixed-use
development.
• led non-transit revenue development and contract management and negotiations, achieving 600%
increase in projected revenue.
• Identified and initiated major opportunities for significant new revenue growth and cost savings.

Additional Information or Comments:
• My work at the City of Dana Point involved extensive professional experience in managing coastal
resources and development given dynamic coastal and geological process. For instance I was
involved in regulating development to maintain public safety and development integrity while
creating coastal access and open spaces to maintain beach preservation on beach sand [Beach Road]
and along coastal bluffs [Dana Point Harbor, Capistrano Beach, and Monarch Beach]. Much of this
work was invlivedin working with property owners, businesses, the community, and State and
federal resource agencies to resolve coastal and beach preservation issues.
• My undergraduate education in Geography include coastal processes including wave and current
hydrodynamics and natural and man-made influences.
• Through association with my wife's former oceanography colleagues and my association with
friends and colleagues in the ocean sciences I have additional understanding of coastal processes.
• I am 30-year plus Carlsbad citizen and surfer and have directly experienced the changes in beach
conditions along our coast.
