Next Steps
Following the appointment of one member to the Historic Preservation Commission, the City
Clerk's office will update the Commission roster and coordinate the oath of office and filing of
the appointees Statement of Economic Interests.

within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,

viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE HISTORIC PRESERVATION
COMMISSION
Exhibit 1
WHEREAS, Commissioner Garcia was initially appointed to the Historic Preservation
Commission in April 2011; and
WHEREAS, the Commissioner Christopher Garcia resigned in June 2017; and
WHEREAS, an unscheduled vacancy on the Historic Preservation Commission exists.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad resident is hereby appointed to serve on the Historic
Preservation Commission, for a term ending in April 2021.

I have always been an advocate of preserving the history of Carlsbad while promoting the forward movement of
our city. There has always been a fine line between growth and remembrance of the past. As a member of Pilgrim
1UCC I was fortunate to have known Alan Kelly who shared his memories of "the old days" and gave walking tours
;showing us the Carlsbad he remembered.
My many years as a nurse have honed my teamwork skills. I believe in listening to others and working together for
the best solution.

Additional Information I was raised in Bucks County, PA in a family that received a land grant from Wm Penn. I moved to Carlsbad in 1979
and strongly feel a kinship to this area. I have a strong interest in keeping alive the stories our past citizens and of or Comments: the past way of life. I love Carlsbad!

I have been a professional archaeologist for the past 21 years. I have performed
background research, surveys, and archaeological significance evaluations and
mitigation studies in Carlsbad, Oceanside, San Marcos, and the surrounding areas. I am
familiar with both the regulatory requirements for adhering to the National Historic
Preservation Act and the California Environmental Quality Act as well as local agency
historic preservation requirements. I am also familiar with a lot of the public concerns for
this area pertaining to the preservation of our valuable historic fabric. While I tend
towards preservation, I understand that not every resource can be preserved; I can lend
expertise with adaptive reuse of historic resources and provide innovative ideas to the
group on how to balance development with preservation.
I volunteer for various veteran's organizations throughout North County and regularly
prepare grant applications to ensure adequate funding is available to our active duty and
former military community members. I also served as a docent at Mission San Luis Rey
for about 5 years and am willing to commit my time and expertise to the HPC.
As a Carlsbad native, the preservation of the unique historic and prehistoric resources is
of personal importance to me. I graduated from Carlsbad High School (Go Lancers) and,
other than my stint at UCR, have lived in the City ever since. I feel I can bring a unique
