Recommended Action
Adopt a Resolution authorizing the City Manager to accept the FY2016 State Homeland Security
Grant Program funds, and authorizing the Administrative Services Director to appropriate the
funds for program exp~nses.
Executive Summary
With Council approval, the City of Carlsbad Fire and Police Departments have participated in the
San Diego County-administered SHSGP since 2001. The City of Carlsbad has again been invited
to participate in the 2016 program. The County of San Diego is the entity that applies for, receives
and locally administers federal grant funds associated with the SHSGP. The County's Unified
Disaster Council, of which Carlsbad is a member, is the governing body that determines the local
grant fund distribution formula, which is based on population in each jurisdiction. The Unified
Disaster Council, a Joint Powers Authority, is making up to $84,818 available to the City of
Carlsbad.
The FY 2016 State Homeland Security Grant Program provides funds to build capabilities in
support of state homeland security strategies and goals. These goals include enhancing
catastrophic incident planning, among others. The City of Carlsbad's emergency operations plans
need to be updated to reflect organizational changes, technological advances and lessons learned
from incidents, including the 2014 Poinsettia Fire.
Discussion
The City of Carlsbad Fire and Police Departments jointly review allowable grant expenditures,
determine the needs of each department and allocate funds based on identified department
needs. These grant funds will be used to hire contractor support to develop and update
emergency operations plans.
Fiscal Analysis
No matching funds are required for the State Homeland Security Grants. All SHSGP grant-related
expenditures are 100% reimbursable. Upon completion of grant-related expenditures, the Public
Safety Grant Special Revenue Fund will be reimbursed by periodic grant reimbursements. It is
anticipated that all expenditures and reimbursements will be completed before the close of FY
2018-2019.

Next Steps
If the City Council adopts the Resolution, the City Manager is authorized and directed to execute
the grant award with the County of San Diego, as well as any required reports and/or final
statements, the City Manager will accept these funds on behalf of the City of Carlsbad and the
Administrative Services Director will appropriate the funds for emergency management program
plan development and update expenses and be authorized to appropriate $84,818 in the Public
Safety Grants Special Revenue Fund for the Fiscal Year 2016 State Homeland Security Grant
Program.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

CALIFORNIA, ACCEPTING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $84,818 FOR EMERGENCY MANAGEMENT PLANNING
THROUGH THE FISCAL YEAR 2016 STATE HOMELAND SECURITY
GRANT PROGRAM
EXHIBIT 1
WHEREAS, the City of Carlsbad has been allocated funds through the Fiscal Year 2016
State Homeland Security Grant Program to enhance catastrophic incident planning; and
WHEREAS, Carlsbad's Fire and Police Departments, based on organizational changes,
technological advances and lessons learned from incidents, including the 2014 Poinsettia Fire,
propose to develop and update emergency operations plans to enhance catastrophic incident
preparedness, response and recovery.
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the grant funds will be used to hire contractor support to develop and update
emergency plans.
3. That the expenditures specified are authorized in compliance with the grant.
4. That the City Manager of the City of Carlsbad is hereby authorized and directed to
execute said award with the County of San Diego, for receipt of the subject grant
funds, as well as any required reports and/or final statements.
5. That the Administrative Services Director is authorized to appropriate $84,818 in the
Public Safety Grants Special Revenue Fund for Fiscal Year 2016 State Homeland
Security Grant Program.

The California Governor's Office ofEmergency Services (Cal OES) approved your FY16
Homeland Security Grant Program (HSGP) award in the amount of $3,367,361. Once your
completed application is received and approved, you may request reimbursement of eligible
grant expenditures using the Cal OES Financial Management Forms Workbook available at
www.caloes.ca.gov.
During the review process, a Cal OES Program Representative will examine and evaluate your
FY16 HSGP grant application. Throughout the grant cycle, Cal OES will use perforn1ance
milestones set in the Department of Homeland Security/FEMA Grants Reporting Tool as
indicators of pe~formance and grant management capacity and this information may be used in
assessing future competitive grant applications. All activities funded· with this award must be
completed within the subrecipient performance period.
You are required to comply with all applicable federal, state, and local enviromnental and
historic preservation (EHP) requirements. Additionally, Aviation/Watercraft requests,
Establish/Enhance Emergency Operations Center projects, projects requiring EHP review, and
sole source procurement requests and controlled equipment requests require additional approvals
from Cal OES. Subrecipients must obtain written approval for these activities prior to incurring
any costs, in order to be reimbursed for any related costs under this grant. Subrecipients are also
requi(ed to obtain a performance bond prior to the purchase of any equipment item over
$250,-bOO, including any aviation or watercraft financed with homeland security dollars.
Performance bonds must be submitted to your Program Representative no later than the time of
reimbursement.

Following acceptance of this award, you must enter your grant information into the Department
of Homeland Security/FEMA Grants Reporting Tool (GRT) for the Biannual Strategy
Implementation Report (BSIR) period. The GRT can be accessed online at
https://www.reporting.odp.dhs.gov/. Your agency must prepare and submit the BSIR to Cal OES
via the GRT semi-annually for the duration of the grant performance period or until you
complete all activities and the grant is formally closed. Failure to submit required reports could
result in grant reduction, suspension, or termination.
This grant is subject to all provisions of2 CFR Part 200, Subpart F-Audit Requirements. Any
funds received in excess-,of current needs, approved amounts, or those found owed as a result of
a final review or audit, must be refunded to the State within 30 days upon receipt of an invoice
from Cal OES.
Your dated signature is required on this letter. Please sign and return the original to your
Cal OES Program Representative within 20 days of receipt and keep a copy for your files.
