Recommended Action
Adoption of a Resolution approving changes to the salary schedules for management and part-
time employees and authorizing pay increases for part-time employees who are below the new
range minimums at a fiscal impact of $250,000.
Executive Summary
The City of Carlsbad strives to attract and retain high-performing employees at all levels of the
organization. The city's recruitment efforts focus on creating a workforce that is fully aligned
with our organizational values of character, excellence, innovation, stewardship, empowerment
and communication. The City Council was instrumental in furthering this effort by recently
adopting a shift in the compensation philosophy to ensure that City of Carlsbad salaries fall within
the top third of the comparable agencies in the San Diego public sector market. Staff is
recommending that the salary schedules for management and part-time employees be modified
to be consistent with the new compensation philosophy.
Discussion
Recognizing the importance of attracting and retaining high performing employees, the City
Manager recently launched a "talent management" initiative. This broad effort is aimed at
enhancing all aspects of employee engagement, reinvesting in staff and furthering the goal of an
aligned and high-performing organization.
As part of the talent management initiative, staff facilitated a series of employee feedback
meetings the week of May 15, 2017. More than 300 city employees participated in facilitated
discussion around topics identified through an employee engagement survey in late 2015.
Although input received by over 3,500 comment cards covered many issues, lack of competitive
compensation emerged as a key concern.
Background
Starting in 2009, following the onset of the Great Recession, city employee compensation began
a gradual decrease in competitiveness. Coupled with increased contributions to pension and
medical benefits and salary caps, the decision was made in 2013 to target the median of the

market as the city's compensation philosophy. This decision had the effect of eroding the earning
potential for employees, prompting some employees to leave for other professional
opportunities and making recruiting top talent more challenging.
On June 13, 2017, the City Council adopted a shift in the compensation philosophy to ensure that
City of Carlsbad pay ranges fall within the top third of the pay ranges of comparable agencies in
the San Diego public sector market. Based on a review of market data, this shift requires changes
to the salary schedules for management and part-time employees.
Management Salary Ranges
Several factors guided the decision to recommend changes to the existing management salaries,
including the following:
• Market data comparisons with other agencies;
• Internal equity between management and other employee groups; and
• Difficulty in recruiting and retaining personnel for key managerial positions.
The city conducts a biennial study of the market competitiveness of the pay ranges for
management jobs. This study compares the pay range maximum of City of Carlsbad jobs with
the pay range maximums of comparable jobs in public agencies within San Diego County. The
city's compensation consultants conducted a comprehensive analysis of 17 neighboring
jurisdictions and compared their management salary ranges against the management salary
ranges at the City of Carlsbad. Based on a review of the information, the study concluded that
several management pay ranges were not competitive and should be elevated to be more in
keeping with the recommended change in compensation philosophy and to maintain a
competitive position in the San Diego public sector market. In addition, the recommended range
movement provides greater internal equity between our unrepresented managers and the
represented employee groups. The market survey supports movement of the management pay
ranges by an average of 6.4% as reflected in red/strikeout format in Exhibit 2.
The city's Management Salary Schedule consists of eight pay ranges (Ranges 1-8), each with a
minimum and a maximum. Each of the city's current job classifications are currently placed
within one of the eight pay ranges. In addition to collecting current market data, the city's
market study also evaluated whether the current job classifications were grouped in the
appropriate salary ranges. The city's most recent study concluded that eight management job
classifications should be moved into higher ranges and additionally, Range 7 should be further
stratified. More specifically, it is recommended that Range 7 be divided into two ranges (Range
7 A and Range 7B) and the job classifications be categorized appropriately based on market data
as shown in Exhibit 2.
Adjustment of the management pay ranges would not result in individual salary increases for
management employees. Instead, managers who previously were at the top of their range and,
therefore, not eligible for a salary increase could earn a salary increase during the next annual
employee review process.

Part-Time Salary Ranges
Similarly, every two years the city conducts a review of the part-time pay ranges to ensure they
are competitive within the San Diego survey market. This study compares the maximum hourly
pay rates of City of Carlsbad jobs with those of comparable public agencies in the surrounding
area. The most recent study indicates that twenty-eight of the thirty-four part-time job
classifications are not competitive, as they do not fall within the top third of the other agencies
in the San Diego public sector market. Therefore, it is recommended that the part-time salary
schedule be adjusted upward to be more in keeping with the recommended change in
compensation philosophy and to maintain a competitive position against our comparable
agencies. The market survey supports movement of the part-time salary ranges by an average
of 5.9% as reflected in red/strikeout format in Exhibit 3.
Fiscal Analysis
Concerning the management salary ranges, there is no fiscal impact associated with this action
in FY 2017/18 because there are no management employees whose current pay rate falls below
the minimum of the new pay range for their job classification.
Concerning the part-time salary ranges, the fiscal impact of changing the pay rate for those
employees who need to move up to their new range minimum is $250,000 (including salary and
salary-related benefits). Therefore, a transfer of $250,000 is being requested from the General
Fund reserves.
Future movement in the salary ranges, required to maintain competitive compensation, will have
a fiscal impact in future years. However, this long-term fiscal impact will depend on how
frequently pay ranges are moved and to what degree they are escalated. When looking at the
long term forecast, changes in management salaries have a negligible impact in the first few
years, because part of the projected future increases are offset by stipend payments that no
longer have to be paid but were included in the financial forecast.
Next Steps
Staff recommends revising the Management Salary Schedule as shown in Attachment A to the
Resolution.
Staff recommends revising the Part-Time Salary Schedule as shown in Attachment 8 to the
Resolution and raising the hourly pay rates of employees who are currently below the new
minimum rates on July 3, 2017. Employees will receive an increase only if their current pay rate
is below the new minimum rate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonable foreseeable indirect physical change in the environment; and
therefore, does not require environmental review.

FOR PART-TIME EMPLOYEES WHO ARE BELOW THE NEW MINIMUM RATES

WHEREAS, the City Council of the City of Carlsbad, California has determined the need to
modify the City of Carlsbad Part-Time Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That Attachment A, the Management Salary Schedule, attached hereto is hereby
adopted.
3. That Attachment B, the Part-time Salary Schedule, attached hereto is hereby
adopted.
4. That the City Council authorizes the Human Resources Director to increase the
hourly pay rate of any employees who are below the minimum rates as of July 3,
2017.
5. The City Council authorizes the Administrative Services Director to appropriate
$250,000 on July 3, 2017 from the General Fund Reserves to pay for salary
increases for part time employees currently below the minimum of the revised
ranges.
