Recommended Action
Receive a status report on the FY 2016-17 City Council Goals and adopt a resolution approving
the FY 2017-18 City Council Goals Work Plan.
Executive Summary
This item presents a status report on the FY 2016-17 City Council Goals and a resolution
approving the FY 2017-18 City Council Goals Work Plan. The staff presentation and City Council
discussion will be segmented, in order to avoid any Council member conflicts of interest.
Discussion
The City Council meets annually to identify strategic goals and priorities for the coming year. On
February 16, 2016, the City Council adopted the following City Council Goals for FY 2016-17:
• Become a leader in multi-modal transportation systems and creative approaches to
moving people and goods through and within Carlsbad.
• Plan for a new city hall that will meet the future workplace and operational needs of
the city and the community.
• Promote education to increase civic engagement and attract and retain talent in
Carlsbad.
• Enhance Carlsbad's coastline to ensure an exceptional experience in all the ways
people want to enjoy it.
• Lower the railroad tracks in a trench through the Village to improve safety,
community connectivity, quality of life and economic value.
• Enhance the health and vitality of the Village and Barrio, two neighborhoods that
represent the historic heart of Carlsbad.
On April 19, 2016, Council approved the FY 2016-17 City Council Goals Work Plan. Each
goal was assigned a Team Leader and resourced with the appropriate staff support and
expertise. Over the past year, staff has monitored and presented regular status reports
to Council on progress made toward ach ieving the adopted goals.

On March 28, 2017, the City Council adopted a resolution to continue the pursuit of the Goals
adopted the year prior through FY 2017-18. On that date, Council also directed staff to develop
a proposed FY 2017-18 City Council Goals Work Plan.
This item presents the FY 2017-18 City Council Goals Work Plan for City Council approval. The
proposed Work Plan was developed through a collaborative process involving several meetings
among staff and i:eam Leaders representing multiple city departments, stakeholder groups and
partnering agencies. The Work Plan presents the strategies and tasks that have been identified
to operationalize the City Council's policy direction, and provides schedule and budget
information for each task.
Of particular note is the success that has been realized over the past year in developing and
implementing programs in pursuit of the City Council Goal to "promote education to increase
civic engagement and attract and retain talent in Carlsbad." Having achieved substantial
completion of the work plan and outcomes contemplated for that goal, staff is recommending
that the City Council continue to take a stewardship role in promoting the development of high
quality educational experiences that foster economic development, civic engagement and
community leadership. However, as this goal will mainly be pursued through the continuation
of ongoing programs and as new opportunities arise, no specific FY 2017-18 Work Plan is
proposed and future status reporting for this goal will be provided on an as needed basis.
Fiscal Analysis
No funding is being requested at this time.
Next Steps
Upon City Council approval, staff will implement the approved Work Plan and will provide
quarterly updates to the City Council.
Environmental Evaluation {CEQA)
The proposed action does not qualify as a "project" under the California Environmental Quality
Act (CEQA) per State CEQA Guidelines Section 15378, as it does not result in a direct or
reasonably foreseeable indirect physical change in the environment.

This item was noticed in accordance with the Ralph M. Brown Act (California Government Code
Section 54950 et seq.), published and distributed at least 72 hours prior to the meeting date
and time.

• The Sustainable Mobility Plan is a multi-phase effort, with Phase 1 work
collecting previous active transportation plans and current asset maps in order
to produce compendium maps showing existing active transportation and
transit system infrastructure and any gaps. Phase 2 will benefit from a
$300,000 grant from Caltrans. The Caltrans grant agreement has been
executed and the City will issue an RFP in August 2017 for Phase 2 work, which
will include development of a multi-modal CIP project list, a Safe Routes to
School plan, and a Design Guide. The Sustainable Mobility Plan is expected to
be completed by February 2019.
• Public Works and GIS staff have been collaborating to identify and refine the
existing inventory of assets related to the multi-modal transportation network
which will inform the efforts to develop performance measures to
demonstrate annual progress addressing gaps in the network. This
information will feed into the Sustainable Mobility Plan.
• The first task of the Transportation Demand Management (TDM) program
which is the development of an internal City TDM program is well underway.
Consultant work to evaluate various options for updating the Traffic Impact
Fee program is also underway.
Collaborate with Regional Partners to Improve Transportation in
Carlsbad
Improve connections to transit and transit alternatives
• A consultant (Kimley-Horn) was selected to assist in investigating and documenting
best practices and the feasibility of a trolley system. This task is expected to be
completed by December 2017.
Partnering to Improve Transportation Options
• Staff is continuing their work to enhance partner coordination and involvement on
major regional transportation projects.
Improve Transportation Sustainability to Meet Climate Action Plan
Goals
Lead efforts to decrease "vehicle miles traveled," thereby decreasing greenhouse
gas emissions
• In collaboration with SAN DAG, a consultant (Steer Davies Gleeve) was selected to
assist in developing a TDM program, and the first stage of this program is
underway, as described under Strategy #1.
• Staff has identified the city's State Street parking lot (south of Carlsbad Village
Drive) and Stagecoach Community Park (in Southeast Carlsbad) as the first

locations to install electric vehicle charging stations for public use. Through a
partnership with NRG subsidiary, EVGO, the underground infrastructure will be
provided at no cost to taxpayers. The FY 16/17 operating budget included funding
for the remainder of the costs associated with the installation of the charging
stations.
• The city is monitoring the State Office of Planning and Research (OPR} efforts to
develop new Traffic Impact Analysis Guidelines, and will update our final approach
once state direction is finalized. This work is part of the Evaluation and Monitoring
Manual described in Multimodal Mobility Improvements in Strategy #1.

Strategy#3 Ensure the city's life-long learner programs continue to meet the needs
of the community for life enrichment and personal success
• Life-long learner programs are continuing at newly renovated library facilities, and
various Parks & Recreation facilities.
• A strategic framework for offering life-long learning programs in the future has
been developed and adopted by the Library Staff.
• Efforts to develop an effective tool to assess existing programs and measure
impacts and outcomes remains underway; the timeframe for completion of this
evaluation has been extended into the new fiscal year due to the specialized
nature of this assessment. Staff has continued to experience difficulty in
identifying a qualified evaluator, and is considering options for the assessment.

Initiate creating a vision for coastal enhancements from Terramar to
the southern Carlsbad border
Coastal Corridor Vision
• Completed the public outreach effort entitled "Highway 101 Past, Present, and
Future" in Winter 2017, with over 170 participants in attendance at the
Schulman Auditorium.
• In the FY 17 /18 Work Plan the goal of Strategy #3 will be to develop an
understanding of the community's core values as they relate to future coastal
improvements.
Expand city-state partnership for the management of state-owned
beaches to enhance facilities and services
• In May, extended the Right of Entry Permit with CA State Parks, for an
additional year, to allow the City to improve and maintain the upper picnic
facilities at Tamarack State Beach and the coastal bluff at Tamarack/Frazee
State beaches.
• In May, developed a Letter of Intent (LOI), which formalized and codified City's
interest in developing a partnership that would allow for the City to assume a
significant role in the management of State Park facilities; delivered the Letter
of Intent to CA State Parks staff.
• In Early July, City staff met with CA State Parks staff to discuss the contents of
the LOI; CA State Parks staff has committed to updating City staff on the status
of the State's position by the end of July. The content of that update will
determine the next steps in the partnership pursuit process.

Strategy#3 Enhance the Village and Barrio for current and future residents,
businesses and visitors
Implement Village and Barrio Enhancements
• Outreach specifically to the Hispanic population is underway on the Village &
Barrio Master Plan as well as the Arts & Culture Plan. There will be community
meetings, pop-up events and printed cards to solicit feedback. Outreach efforts
will be ongoing through Summer 2017.
• Village Manager began June 19 and is collaborating on various initiatives and
projects, including the Village and Barrio Master Plan and the Parking Management
Plan.
• Staff continues to focus on the Parking Management Plan adoption and Village and
Barrio Master Plan effort. The draft Village and Barrio Master Plan will be out for
public comment in Winter 2017 /18, with City Council adoption expected in Spring
2018.
• Carlsbad Village Association summer Flicks at the Fountain continue, and events
like Shop with the Chef increase visibility of programming in the Village.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE FISCAL YEAR 2017-18 CITY COUNCIL GOALS
WORK PLAN

WHEREAS, on February 21, March 18, and March 21, 2017, the City Council of the City
of Carlsbad held goal setting workshops; and
WHEREAS, the City Council's workshop discussions focused on identifying long term,
aspirational goals; and
WHEREAS, the City Council identified six goals to pursue over the 2017-18 fiscal year,
based upon the City Council's discussion; and
WHEREAS, on March 28, 2017, the City Council adopted Resolution No. 2017-053,
affirming the 2017 City Council Goals; and
WHEREAS, the City Council directed staff to develop a proposed Fiscal Year 2017-18 City
Council Goals Work Plan, by which to pursue the 2017 City Council Goals; and
WHEREAS, several successful programs have been developed and implemented in
pursuit of the City Council's Education Goal and as such, this Council Goal will not have a specific
Work Plan for FY 2017-18; and
WHEREAS, pursuant to Fair Political Practice Regulation 18706, the decision on the work
plan was segmented to recognize conflicts of interest in a manner allowing the entire city council to
participate in adoption of the City Council Goals Work Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the FY 2017-18 City Council Goals Work Plan, attached hereto as Attachment
A, is hereby approved.
3. That the City Manager is hereby directed to pursue the necessary steps to
implement the FY 2017-18 City Council Goals Work Plan.

Strategy#2 Improve Traffic Signal Effectiveness
Planning for and implementing a citywide traffic signal system that incorporates
advanced technologies to improve signal responsiveness, support connected
and autonomous vehicles, and ease traffic congestion.
Tasks:
A. Implement a Citywide Adaptive Traffic Signal Program to improve traffic
signal responsiveness and reduce congestion during 'off-peak' times.
Schedule: Summer 2017 Request for Bids (equipment purchase and
installation will occur over 3 years -to be completed in FY 2019/20).
Budget: $3.7 million project budget is approved.
B. Develop a future-oriented Traffic Signal Master Plan that includes a
comprehensive analysis of the current traffic signal system and provides an
assessment of citywide traffic infrastructure needs in the context of rapidly
changing transportation and communications technologies.
Schedule: Work will continue throughout FY 2017-18 (estimated completion
in Summer 2018).
Budget: $120,000 project budget is approved.

Strategy#3 Site Selection
Evaluating and selecting a preferred location for the Carlsbad Civic Center.
Task:
A. Identify and evaluate potential Civic Center locations for City Council
selection of a preferred site; including community outreach and
engagement and integration with Space Planning Analysis.
Schedule: Spring 2018.
Budget: Add itional funding (estimated at $75,000) will be required to
complete the public outreach component of this task.

F. Complete design, approval, and installation of a new street-striping plan
for the Carlsbad Boulevard/Beech Avenue area.

Schedule: Spring 2018
Budget: Funding will be requested once design estimate is finalized
(conceptual cost estimate is $300,000).
H. Issue an RFQ, complete design consultant contract and initiate
preparation of construction design documents for repairing the beach
