Business Improvement District Board
Recommended Action
Adopt a Resolution appointing two members to the Carlsbad Golf Lodging Business Improvement
District (CGLBID) Board.
Executive Summary
The current CGLBID Board consists of three positions.In an effort to ensure Board business can
be conducted in a timely manner and with a quorum, the Board has requested the Council
authorize the appointment of an additional member, with the added intention of increasing to a
five member board in the future.
In addition,due to a personnel change in the position of the Crossings General Manager,a
vacancy also now exists on the CGLBID Board.
Discussion
Resolution #2012-221, the original resolution regarding the formation of the district, allows for a
board of no less than three and no more than seven members. The current board consists of
three positions; two member representatives and one golf representative.
In order to increase the ease of obtaining a meeting quorum, the board would like to add an
additional representative from the district membership. Hector Becerra, from Carlsbad by the
Sea Resort has requested to be appointed to the board.
In the future, the board may request an additional appointment, creating a five member board.
The personnel change in the Crossings General Manager has created an opening on the board.
Tate Stull, the current General Manager, has requested to be appointed to the board.
Both of these positions are for a four year term.
The other board members are Timothy Stripe, Grand Pacific Resorts and Ulrich Samietz,Park
Hyatt.
NOTE:Members of the CGLBID Board are subject to the provisions of the Political Reform Act,
and must file a Statement of Economic Interests.
Fiscal Analysis
There is no fiscal impact at this time.
Next Steps
Appoint two members to the CGLBID Board.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,APPOINTING TWO MEMBERS TO THE CARLSBAD GOLF
LODGING BUSINESS IMPROVEMENT DISTRICT BOARD
WHEREAS,there is a vacancy on the Carlsbad Golf Lodging Business Improvement (CGLBID)
Board; and
WHEREAS,the CGLBID Board requests an additional appointment to the Board; and
WHEREAS, Carlsbad by the Sea Resort is a member hotel; and
WHEREAS, Crossings Golf Course is a golf establishment; and
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as
follows:
1.That the above recitations are true and correct.
2.That the City Council of the City of Carlsbad hereby appoints the following members to
serve on the CGLBID Board,for a four year term.
