Subject: Robertson Ranch PA-8 Senior Housing Project in the City of Carlsbad
Introduction
This report will address three aspects of the water supply system for the Robertson, Ranch
PA-8 Senior Housing development project. These are:
1. Sizing of the domestic water service lateral, meter, backflow preventer, and building
supply piping to provide domestic service to the Senior Housing building.
2. Sizing of the frre protection system service lateral, detector check backflow
preventer, and onsite private fire protection water system to ensure that the onsite
private fire hydrants can deliver the necessary fire hydrant flow at greater than 20
psi residual pressure.
3. Sizing of the frre sprinkler service lateral serving the Senior Housing building which
lateral will be connected to the private onsite fire protection system piping outlined
in Item 2 above.

The domestic and fire protection system laterals for the Robertson Ranch PA-8 Senior
Housing project will be connected to the proposed 12" 349 Pressure Zone public water
system piping in Gage Drive fronting the project site on its south boundary.
Since the proposed public water system is presently under construction as part of the
backbone infrastructure being installed for the Robertson Ranch development, a fire
hydrant flow test cannot be performed. Thus, the available hydraulic grade line in the 12"
349 Pressure Zone piping in Gage Drive was determined based on the water system
analysis prepared for the master development titled, "Water System Analysis for Rancho
Costera," April17, 2015, Dexter Wilson Engineering, Inc.
Domestic Water System Sizing
A single, separate water service lateral is planned for the domestic service to the Senior
Housing building. The water meter size needed to meet the demand of this building is
based on the maximum expected domestic flowrate as determined from the California
Plumbing Code. Appendix A presents a spreadsheet calculation of the total estimated
Water Fixture Units for the Senior Housing building. The breakdown of Water Fixture
Units was obtained by reviewing the architectural floor plans for the proposed Senior
Housing building.
The total Water Fixture Units is estimated to be 1,136 WFU. Using Chart A-2 from the
Plumbing Code, this converts to a water demand of 224 gpm.
Domestic Water Meter Sizing. The City of Carlsbad Utilities Department provided the
flowrate ranges for their domestic water meters in an email dated August 12, 2015. A copy
of this email is in Appendix A. It shows that a 3" meter which allows a maximum flowrate
of 400 gpm will be appropriate to provide service to the Senior Housing building whose
demand is 224 gpm.
Domestic Water Service Backflow Preventer. The reduced pressure principle
backflow preventer assembly after the City domestic water meter is recommended to be a 4-
inch assembly in order to minimize the pressure loss through this device. Appendix A

includes the manufacturer's literature for a Wilkins Model 375 backflow preventer. This
unit or any equivalent unit is to be installed after the domestic meter.
Domestic Building Supplv Piping. The domestic building supply piping is sized for a
flow velocity of less than 8 fps. Thus, the domestic building supply piping for the Senior
Housing building is 4" diameter. At a maximum flowrate of 224 gpm, the flow velocity in a
4" line is 5. 7 fps.
Available Pressure at the Base of the Domestic Service Riser. The available
pressure at the Base of the Riser for the domestic service is based on a 4" domestic service
lateral, a 3" meter, a 4" reduced pressure principle backflow assembly, and a 4" building
supply pipe. The available hydraulic grade line in the public water main in Gage Drive was
taken from the Peak Hour Demand computer modeling performed in the water system
analysis prepared for the master development titled, ''Water System Analysis for Rancho
Costera," April 17, 2015, Dexter Wilson Engineering, Inc. The available hydraulic grade
line under Peak Hour Demands is 348 feet.
The system schematic for the domestic water system and the calculations for pressure loss
are included in Appendix A. The result is that the available domestic service pressure at
the Base of the Riser is 72.4 psi.
Under maximum static conditions, domestic service pressure will be 91.4 psi based on a
maximum available hydraulic grade line of 349 feet and an estimated Base of Riser
elevation of 138 feet. Since this pressure is greater than 80 psi, a pressure regulator will
need to be included in the building plans to maintain internal building service pressures
below 80 psi in accordance with the Plumbing Code.
Private Fire Protection System Sizing
A separate fire protection system is being designed for the Senior Housing building. This
system is designed to carry the required fire flow plus the building fire sprinkler flow and
maintain greater than 20 psi residual at the last fire hydrant on the site.

The computer model run from the April 17, 2015, master water study which was used to
estimate the available hydraulic grade line was the Maximum Day Demand Plus 3,000 gpm
Fire Flow Split Between Nodes 106 and 110. Node 106 is at the entrance to the Senior
Housing site which is on the east side of the Senior Housing building footprint. Node 110 is
on the west side of the Senior Housing building at the intersection of Gage Drive and West
Ranch Street. The residual hydraulic grade lines at Nodes 106 and 110 for this computer
model analysis were 334.2 feet and 327.7 feet, respectively. The average hydraulic grade
line is 331 feet which will be the value used in our calculations.
The required fire hydrant flow is based on the building square footage and type of
construction. The email in Appendix B summarizes the information and concludes that the
required fire hydrant flow is 2, 750 gpm.
The next email in Appendix B identifies the required fire sprinkler flow for the Senior
Housing building which is 63.2 gpm.
Thus, the total flow which will be calculated in the private fire protection system is 2,813.2
gpm.
As mentioned earlier in this report, the available hydraulic grade line for the fire flow
scenario is 331 feet in Gage Drive at the point of connection to the 12" 349 Pressure Zone
public water system.
Appendix C contains the hydraulic calculations for a flow of 2,814 gpm from the public
water main to the second to last fire hydrant (FH2), and a flow of 1,500 gpm from the
second to last fire hydrant to the last fire hydrant (FH3).
The residual pressure at the last fire hydrant, FH3, is 55 psi.
The private fire protection system piping includes:
12" public fire service lateral;
10" double check detector assembly;
10" piping from the 10" backflow assembly to FH2; and
8" piping from FH2 to FH3.

Fire Sprinkler Service Lateral to Senior Housing Building
The fire sprinkler service lateral to the Senior Housing Building has been sized by the Fire
Sprinkler designer to be 4" diameter. This service lateral is connected to the private onsite
frre protection system near the location of FH2.
Under a fire flow scenario, where there is 2,813.2 gpm flowing in the fire protection system
piping to FH2, the additional pressure loss for the 4" fire sprinkler piping results in an
available pressure for the fire sprinkler system at the Base of the Riser of 61 psi. The
calculations for this are included in Appendix C right after the calculations for the residual
pressure at FH3 under a fire flow plus fire sprinkler flow scenario.
Finally, the fifth sheet of the calculations in Appendix C determines the available pressure
at the Base of the Riser for the Fire Sprinkler System with no fire hydrant flow. The
available pressure is 76.6 psi at a flow of 63.2 gpm.

Thank you for meeting with the Robertson Ranch Water Team yesterday and
answering questions. It was extremely helpful and accomplished a lot.
Question:
1. What the allowable flowrates for the City's water meters beginning
with 1" and going through 8" in size. However, I believe the City
does not do or approve 8" size, so the largest would be 6 unless 8"
is allowed.
Any help getting that information would be much appreciated. Thank you

DESCRIPTION
Recorda II Turbo Series meters meet or exceed the most recent
revision of AWWA Standard C701 Class II Standards and are
available in a lead-free bronzealloyforsizes 1-1/2" through 10"
and cast iron for 12" meters. Turbo Series meters comply with the
lead-free provisions of the Safe Drinking Water Act Sizes 1-1/2"
through 10" meters are also certified to NSF/ANSI Standards 61
and 372 (Trade Designation: Turbo Series LL-NS) and carry the
NSF-61 mark on the housing. All components of the lead-free alloy
meter (housing, measuring element, seals and so on) comprise the
certified system.
Models 160 through 6200 are designed for 1-1/2" through 12"
appllcMtons. These meten feature:
Direct coupled turbine based on an exclusive•floating rotor"
design that reduces bearing friction-and associated wear and
tear.
Low pressure loss for improved system efficiency.
Exceptional registration accuracy across low flow rate, normal
operating flow rate and maximum continuous operation flow.
Permanently sealed, tamper-resistant register or encoder.
Integral strainer option for sizes 1-1/2" through 4" help protect
your system from damaging debris and related downtime.
Meters and encoders are compatible with Badger Meter
AMRIAMI meter reading systems and other approved reading
technologies.
Applications: Recorda II Turbo Series meters are designed for
cold water, commercial and industrial applications where flows
are consistent medium to high flows. Applications include hotels,
apartment buildings, irrigations centers and manufacturing
and processing plants. Turbo Series meters help reduce day-to-
day maintenance costs while delivering accurate and efficient
performance.
Operation llr Performance: Direct magnetic drive is achieved
when the magnet carrier is driven by a gear train coupled to
the rotor. The gear train consists of two sets of gears connected
by a vertical transmission shaft. One gear set is at the magnet
carrier, the other is a worm gear set at the rotor shaft. When
water flows into the Turbo Series meter measuring element, it
contacts the multi-vaned rotor. The resulting rotor rotation is
then transmitted by magnetic coupling to a sealed register or
encoder. The direct magnetic drive is built to provides a reliable
meter-to-registration coupling.

Tamper-Proof Features: Unauthorized removal of the register
or encoder is inhibited by the option of a tamper detection seal
wire screw, TORX• tamper-resistant seal screw or the proprietary
tamper-resistant keyed seal screw. Each can be installed at the
meter site or at the factory.
Construction: The Recorda II Turbo Series meter is constructed in
compliance with ANSI and AWWA C701 standards. It consists of
the following basic components: meter housing, interchangeable,
unitized measuring element and permanently sealed direct
reading registers or encoders.
The measuring element consists of the transmission coupling,
rotor, inlet and outlet straightening vanes with nose cones, and
calibration ring assembly. The unique inlet and outlet straightening
vanes minimize swirl from piping arrangements upstream as well
as downstream.
A strainer is recommended to help ensure optimal flow
conditioning and protection for the measuring element. An
integral strainer is available as an option for 1-1 /2" through 4"
meter sizes. The stainless steel strainer is built into the inlet end and
includes a removable cover plate to permit easy access for routine
cleaning. External strainers are available in sizes 2" through 12".
To simplify maintenance, the registers or encoders and measuring
elements can be removed without removing the meter housing.
Interchangeability of certain parts between meters also minimizes
spare parts inventory investment.
Meter Installation: The meter is designed for installations where
flow is in one direction only. Companion flanges for installation of
meters on various pipe types and sizes are available in cast iron or
NL bronze as an option. See the Recorda II Turbo Series Meters User
Manual for specific instructions.

supplied with full port gate valves. The main body and access cover shall be epoxy coated ductile iron (ASTM A 536 Grade

CFC Appx. BB Sec. BB104 states that the calculated area shall be the total floor area of all floor levels
within the exterior walls, and under the horizontal projections of the roof of a building unless Type
1A or Type 1B construction.
The area separations you describe would not constitute area separations. BB104.2 Area separation.
States, Portions of buildings which are separated by one or more 4-hour area separation walls
constructed in accordance with the building code, without openings and provided with a 30-inch
parapet, are allowed to be considered as separate fire areas.
Remember, apartments fall under Title 19 and 24 and are regulated by the State Fire Marshal. In
this instance you will not be granted the reduction in area because of separations. Two, the square
footage must be taken from the "drip-line" of the eaves.
Lastly, given the nature of the use of this building any reduction is the required fire flow will
ultimately require more restrictive elements as cited above.

Attached are the first four sheets of the Architectural plan set. The third sheet, G3, includes a
fire area calculation.
My understanding is that these three fire areas are separated by fire rated walls which allow for
the fire hydrant flow requirement to be determined individually for each area. Thus, the largest
area is Fire Area 2 at 33,876 SF. With Type VA construction, the fire flow requirement is 3,250
gpm. Using a 50% reduction factor for fire sprinkler systems, the fire hydrant flow requirement is
1,625 gpm.
I want to make sure with you that I am understanding this correctly. Would you review this and
let me know if you concur?
