HomeMy WebLinkAbout2017-03-06; Traffic Safety Commission; ; Police Department Office of Traffic Safety (OTS) GrantCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: March 6, 2017 ITEM NO. 6-F-1 LOCATION: Citywide INITIATED BY: Transportation Manager REQUESTED ACTION: Information only BACKGROUND: DATA: The Police Department obtained a grant from the California Office of Traffic Safety (OTS) for an amount not to exceed $100,000. A primary reason the City of Carlsbad received this OTS grant was an increase in traffic related fatalities. After reporting one fatality in 2013 and two in 2012, a total of seven fatal collisions were reported in 2014. The top three primary collision factors (speeding, improper turns, and alcohol related crashes) were responsible for four of the seven fatalities reported. Pedestrians were involved in two of these deaths. The grant obtained by the Police Department is intended to address three specific traffic safety areas directly related to the traffic fatalities reported in 2014: 1. distracted driving, 2. pedestrian and bicycle safety, and 3. driving under the influence (DUI). The project goal is to reduce the number of people killed or injured in traffic related collisions with a special focus on alcohol-related and drug-involved incidents. The grant shall not exceed $100,000. Police have already purchased approximately $30,000 of on- scene supplies needed to conduct sobriety checkpoints. The remaining grant balance is expected to fund operations including: • DUI Checkpoints, • DUI Saturation Patrols, • Traffic Enforcement Operations, • Distracted Driving Operations and • Bicycle/Pedestrian Enforcement Operations.
