Executive Summary The terms of Commissioners Tina Schmidt and Scott White expire in March 2017.Both are eligible for reappointment and have submitted letters requesting reappointment (Exhibit 3). Commissioner Schmidt was initially appointed in April 2010 to replace Commissioner Cynthia Millsap,and Commissioner White was initially appointed in December 2013 to replace Commissioner Alan Aquallo. Discussion Other members of the Arts Commission are:Aaron Alter, Laurenn Barker, Cathy Breslaw, Emma Jadhav, and Joan Markovits. NOTE:Members of the Arts Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Next Steps Appoint two members to the Arts Commission. Environmental Evaluation (CEQA1 Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification None. EXHIBIT 1 RESOLUTION NO. 2017-031 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING TWO MEMBERS TO THE ARTS COMMISSION WHEREAS,the terms of Commissioners Tina Schmidt and Scott White expire in March 2017; and WHEREAS,there will be two vacancies on the Arts Commission in March 2017, and WHEREAS, Commissioner Schmidt was initially appointed in April 2010 to replace Commissioner Cynthia Millsap,and Commissioner White was initially appointed in December 2013 to replace Commissioner Alan Aquallo.Both are eligible for reappointment; and NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as follows: 1.That the above recitations are true and correct. 2.That the following Carlsbad residents are hereby appointed to serve on the Arts Commission, for a term ending in March 2021.
