DEPT. 22 362 07/19/16 POLICE/FIRE CITY OF CARLSBAD-AGENDA BILL REQUEST FOR OUT-OF-STATE TRAVEL FOR ONE POLICE SERGEANT, TWO POLICE OFFICERS, ONE FIRE BATTALION CHIEF AND ONE PARAMEDIC/FIREFIGHTER TO ATTEND THE INCIDENT RESPONSE TO TERRORIST BOMBINGS COURSE IN SOCORRO, NEW MEXICO. DEPT. DIRECTOR CITYATIY. CITY MGR. RECOMMENDED ACTION: Adopt a resolution to authorize out-of-state travel for one police sergeant, two police officers, one fire battalion chief and one paramedic/firefighter from August 22-26, 2016 to attend the Incident Response to Terrorist Bombings course in Socorro, New Mexico. ITEM EXPLANATION: The training prepares emergency responders to react effectively, work cooperatively, and apply countermeasures in any incident involving explosives. Attendees will understand the terrorist threat and recognize commercial, military and homemade explosives and components/capabilities of improvised explosive devices. Sergeant Ryan Opeka and Officers Casey Burns and Christian Jabri will represent the Carlsbad Police Department at the training. Battalion Chief Nick Ordille and Paramedic/Firefighter Josh Clark will represent the Carlsbad Fire Department at the training. FISCAL IMPACT: There is no fiscal impact other than normal personnel costs; as the costs of all training, including travel expenses are covered for local first responders by Department of Homeland Security and Federal Emergency Management Agency. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. The above recitations are true and correct. 2.
