DEPT. 22 262 4/12/16 CLERK CITY OF CARLSBAD-AGENDA BILL APPOINT TWO MEMBERS TO THE ARTS COMMISSION DEPT. DIRECTOR CITY ATTY. CITYMGR. RECOMMENDED ACTION: 8 Adopt a resolution reappointing Joan Markovits to the Arts Commission and adopt a resolution appointing Laurenn Barker to the Arts Commission. ITEM EXPLANATION: Per Government Code §54972, on or before December 31 of each year, the city prepares a Local Appointments List of all regular and ongoing boards, commissions and committees and invites applications from qualified members of the public. Members of the Arts Commission are appointed by the mayor with approval of the city council (CMC 2.18.030). The term of Commissioner Joan Markovits expired in March, 2016. Ms. Markovits is eligible, and has requested, reappointment for another term. She was appointed in March, 2012, replacing Commissioner Barbara lserloth. The term of Commissioner Sibylla Voll expired in March, 2016. Ms. Voll was originally appointed in June, 2008, to replace Commissioner Ron Juncal. She was subsequently reappointed in March, 2012, and has served two full terms. Two appointments to the Arts Commission are therefore required. Other members of the Arts Commission are Aaron Alter, Cathy Breslaw, Emma Jadhav, Tina Schmidt and Scott White. Applications received for the Arts Commission are on file in the Office of the City Clerk. NOTE: Members of the Arts Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause wither a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
