RECOMMENDED ACTION:
Receive a presentation from SANDAG staff on implementation of San Diego Forward: The Regional Plan.
ITEM EXPLANATION:
San Diego Forward: The Regional Plan was approved by the SANDAG Board of Directors on Oct. 9, 2015
after three years of extensive public engagement. The Regional Plan combined the region's two big
picture planning documents-the Regional Comprehensive Plan (RCP) and the Regional Transportation
Plan/Sustainable Communities Strategy (RTP/SCS)-into one, and is based on the 2050 Regional Growth
Forecast. The Regional Plan includes a careful balance of projects and programs that will continue
to build choices into the transportation system to meet the diverse needs of the San Diego region
through 2050.
To implement the Regional Plan, SANDAG is considering placing a countywide funding measure on the
November 2016 ballot that would help fund some of the projects in the Regional Plan, and potentially
finance other projects and programs. The measure would ask voters to raise the region's sales tax by up
to one-half cent. The agency is in the process of gathering public input to help determine the region's
priorities in important areas, which include habitat conservation, transportation, and water quality
improvements.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.
