City Council adopt Resolution No. 2016-029 authorizing the Interim City Manager to
accept the FY2015 State Homeland Security Grant Program funds, and authorizing the Administrative
Services Director to appropriate $81,856 to a special revenue grant fund for equipment purchases.
ITEM EXPLANATION:
The FY 2015 State Homeland Security Grant Program (SHSGP) provides funds to build capabilities at the
state and local levels and to implement the goals and objectives included in state homeland security
strategies. State goals include:
• Enhance Information Analysis and Law Enforcement Capabilities
• Strengthen Communications Capabilities
• Enhance Planning and Community Preparedness, among others
The County of San Diego is the entity that applies for, receives, and locally administers federal grant funds
associated with the State Homeland Security Grant Program. The County's Unified Disaster Councit of
which the City of Carlsbad is a member, is the governing body that determines the local grant fund
distribution formula, which is based on the population in each jurisdiction.
The proposed federal grant funds allocated to the City of Carlsbad are $81,856. The City of Carlsbad Fire
and Police Departments jointly review allowable grant expenditures, determine the needs of each
department and allocate funds based on identified department needs. Planned expenditures are detailed
in this table:

FISCAL IMPACT:
The total cost of listed purchases is $81,856 which is fully reimbursable by the Fiscal Year 2015 State
Homeland Security Grant Program. No matching funds are required for the State Homeland Security
Grants. There are no ongoing expenses associated with the purchases.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and therefore
does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING AND APPROPRIATING $81,856 IN STATE
HOMELAND SECURITY GRANT PROGRAM FUNDS TO THE FIRE AND
POLICE DEPARTMENTS FOR EQUIPMENT PURCHASES

WHEREAS, Carlsbad Fire and Police Departments have been allocated funds through the
Fiscal Year 2015 State Homeland Security Grant Program to build capabilities at the state and
local levels and to implement the goals and objectives included in state homeland security
strategies which include strengthening communications capabilities and enhancing planning and
community preparedness; and
WHEREAS, the County of San Diego locally administers federal grant funds associated with
the State Homeland Security Grant Program; and
WHEREAS, the County's Unified Disaster Council, of which the City of Carlsbad is a
member, is the governing body that determines the local grant fund distribution formula, which
is based on the population in each jurisdiction; and
WHEREAS, the proposed federal grant funds allocated to the City of Carlsbad are $81,856;
and
WHEREAS, the Carlsbad Fire and Police Departments propose to use the funds to
purchase self-contained breathing apparatus, chemical biological filters, communication
headsets, speaker microphones and sand-less sandbag barriers.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the purchases specified are authorized in compliance with the grant.
3. That the Interim City Manager of the City of Carlsbad or her designee is hereby
authorized to accept said award, and execute any required reports and/or final
statements.
4. That the Administrative Services Director is authorized to appropriate $81,856 for
Fiscal Year 2015 State Homeland Security Grant Program purchases to the Public
Safety Grant Special Revenue Fund.

Subrecipient Performance Period: September 1, 2015, to May 31, 2018
Dear Ms. Crawford:
The California Governor's Office of Emergency Services (Cal OES) approved your FY15
Homeland Security Grant Program (HSGP) award in the amount of $3,328,369. Once your
completed application is received and approved, you may request reimbursement of eligible
grant expenditures using the Cal OES Financial Management Forms Workbook available at
www.caloes.ca.gov.
DIRECTOR
During the review process, a Cal OES Program Representative will examine and evaluate your
FY15 HSGP grant application. Throughout the grant cycle, Cal OES will use performance
milestones set in your HSGP application as indicators of performance and grant management
capacity and this information may be used in assessing future competitive grant applications. All
activities funded with this award must be completed within the subrecipient performance period.
You are required to comply with all applicable federal, state, and local environmental and
historic preservation (EHP) requirements. Additionally, Aviation/Watercraft requests,
Establish/Enhance Emergency Operations Center projects, projects requiring EHP review, and
sole source procurement requests require additional approvals from Cal OES. Subrecipients must
obtain written approval for these activities prior to incurring any costs, in order to be reimbursed
for any related costs under this grant. Subrecipients are also required to obtain a performance
bond prior to the purchase of any equipment item over $250,000, including any aviation or
watercraft financed with homeland security dollars. Performance bonds must be submitted to
your Program Representative no later than the time of reimbursement.

Following acceptance of this award, you must enter your grant information into the Department
of Homeland Security/FEMA Grants Reporting Tool (GRT) for the Biannual Strategy
Implementation Report (BSIR) period. The GRT can be accessed online at
https://www.reporting.odp.dhs.gov/. Your agency must prepare and submit the BSIR to Cal OES
via the GRT semi-annually for the duration of the grant period or until you complete all
activities and the grant is formally closed. You must also submit a copy of the performance
reports to your Cal OES Program Representative. Failure to submit required reports could result
in grant reduction, suspension, or termination.
This grant is subject to all provisions of 2 CFR Part 200, Subpart F -Audit Requirements. Any
funds received in excess of current needs, approved amounts, or those found owed as a result of
a final review or audit, must be refunded to the State within 30 days upon receipt of an invoice
from Cal OES.
Your dated signature is required on this letter. Please sign and return the original to your
Cal OES Program Representative within 20 days of receipt and keep a copy for your files.
