HomeMy WebLinkAbout1999-06-23; City Council; Minutes’ MINU.TES ‘, MEETING OF : CITY COUNCIL (Special Meeting) DATE OF MEETING: June 23,1999 TIME OF MEETING: 1:30 p.m. - 4:30 p.m. PLACE OF MEETING: Carlsbad Senior Center Auditorium - 799 Pine Avenue CALL TO ORDER ,Mayor Lewis called the Meeting to order at I:35 p.m. ROLL CALL was taken by the Assistant City Clerk as follows: Present: Absent: Mayor Lewis, Mayor Pro Tern Hall, Council Members Finnila, Nygaard Council Member Kulchin Also Present: City Manager Patchett, City Attorney Ball, Director of Public Works Hubbs, Deputy City Engineer Johnson. Other agency participants in attendance were: SANDAG representative George Franck NCTD representatives Martin Minkoff and Peter Aadland The Mission Group representative Alan Hoffman O’Rourke Engineering representative Susan O’Rourke 104 I. AGENDA OVERVIEW/INTRODUCTIONS - Llovd Hubbs, Public Works Director. Public Works Director, Lloyd Hubbs presented an overview of the agenda for the Workshop. Mr. Hubbs stated that the goal of this workshop was to share information with Council to meet the Strategic Objective to “Integrate a comprehensive, efficient transportation system which moves people, goods and services.” He described the City’s Integrated Transportation Program as consisting of Regional Transportation Priorities, Industrial Corridor Transportation Management, Tourist Transportation Needs, and the focus of the Workshop, Transit Planning Objectives and Issues. II. OVERVIEW AND DESIRED OUTCOMES - Bob Johnson, Denutv Citv Engineer, Transuortation. Bob Johnson, Deputy Engineer, Transportation, discussed the reasons the City is concerned with Transit Planning and Issues such as the integration with the Land Development/Land Use issues, ability to meet circulation goals, promotion of alternative methods of travel, and improved access for residents, employees and employers. He described the issues facing the region such as transit choices, densities, and finances. He asked that Council give direction to staff on transit issues and proposed future activities such as presentations to Council, additional workshops, and regional meetings. HI. WHAT CAN TRANSIT REALLY DO? - Alan Hoffman of the Mission Grow. Alan Hoffman, Transit Consultant with the Mission Group, gave a presentation on “What Can Transit Really Do?” He first described the myths that keep transit peripheral to the life of our region: Cars can do the job, San Diegans will never give up their cars, and Light Rail is the answer. Secondly he reviewed case studies of planned transit making a difference in the following seven cities: Brisbane, Australia; Edmonton, Alberta; Ottawa, Ontario; Portland, Oregon; Perth, Australia; Curitiba, Brazil and Calgary, Alberta. Finally he discussed the issue of mobility and what transit markets look like, and detailed the following three transit planning questions: 1. In design what points need to be linked and where should they be located? 2. What are the time, frequency and capacities needed? 3. What is the customer experience at every stage of the service encounter? June 23,1999 CITY COUNCIL WORKSHOP-TRANSPORTATION SERVICES Page 2 Mr. Hoffman concluded by stating that transit services that are properly developed can improve the region’s Quality of Life by enhancing automotive mobility, supporting area of high demand, and improving overall mobility. RECESS: Mayor Lewis declared a recess at 2:40 p.m., and Council reconvened at 2:50 p.m., with Mayor Lewis, Mayor Pro Tern Hall, Council Members Nygaard and Finnila present and Council Member Kulchin absent. Iv. UPDATE ON TRANSIT ISSUES - Martv Minkoff, Executive Director, NCTD: Peter Aadland, Marketiw Director. NCTD. A. FAST FORWARD: 21ST CENTURY TRANSIT SOLUTIONS. Marty Minkoff, Executive Director, NCTD, described Fast Forward, the 2 1”’ Century Transit Program that was initiated by the Transit District May 20, 1999. He explained that the key components of the program are: How to meet the current and future needs of the region. Shared vision among North County Cities. Reaffirmation of mission (what are the critical goals?). Action plans and service plans for the next 10 years. How to obtain and best utilize financial resources. Initiation of a public information/public review process for determining needs. Peter Aadland, Marketing Director, NCTD, gave a brief history of the Transit District from the inception in 1976 to the launch of the Coaster. He explained the recently launched study which will include an outline of realistic service options through the year 20 10, financial plans, and the strategic actions needed to implement new transit plans. Mr. Aadland described the process that will be used to define the future services: Learning about services and the service areas from both staff and the public. Choosing the mission and goals that clarify the transportation of the future. Thinking in terms of design and needs. Acting to define implementation steps. He indicated that the final product would be a Strategic Business Plan built upon a Capital, Financial and Implementation Plan. B. NORTH COAST TRANSPORTATION STUDY - George Frank. Senior Planner SANDAG. Senior Planner George Frank of SANDAG distributed a fact sheet to the Council outlining the North County Transportation Study, dated June 22,1999 (a copy is on file in the Office of the City Clerk) and explained Freeway, Arterial, Transit and Coaster Alternatives. V. REVIEW OF REGIONAL PRIORITIES AND NEXT STEPS - Susan O’Rourke. President, O’Rourke Ewineering. Susan O’Rourke, President of O’Rourke Engineering, distributed a hand out containing a Summary of Regional Transportation Projects, Regional Project Map, Major RTP issues for Discussion, Additional Issues for Consideration and Council Interviews - Transit. (A copy of this document is on file in the Office of the City Clerk). She asked for questions and suggestions from the Council and described the Palomar Airport Road “Pilot Program” survey which focuses on employee travel patterns and flexibility. She indicated a second survey will include the tourist transit group and that this study will begin in July or August. June 23,1999 CITY COUNCIL WORKSHOP-TRANSPORTATION SERVICES Page 3 PUBLIC COMMENT: Mayor Lewis issued the invitation to speak at 4:25 p.m. Rose Stevens, a member of the Carlsbad League of Women Voters, stressed the need for citizens to be educated on transit issues and involved in future meetings on this subject. Seeing no one else wishing to speak, the Mayor closed the public comment session at 4:30 p.m. COUNCIL DISCUSSION: Council discussion focused on the need to : first determine what is necessary for Carlsbad to preserve the quality of life; review density and land use issues in the City and how they affect the transportation system; identify available options locally and where they need to be appropriately applied; obtain more information from neighboring cities regarding density and transportation issues; determine what destination people are traveling to in the City and look at ways to move people and how to link/coordinate them; hold workshops/meetings with officials from neighboring cities to discuss these issues; and work at the Regional level to support what is good for Carlsbad.
