DEPT. CLERK APPOINTING A PLANNING COMMISSIONER TO THE AGRICULTURAL CONVERSION MITIGATION FEE AD HOC CITIZENS' ADVISORY COMMITTEE CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2015-027 , appointing a Planning Commissioner to serve on the Agricultural Conversion Mitigation Fee Ad Hoc Citizens' Advisory Committee. ITEM EXPLANATION: The Agricultural Conversion Mitigation Fee Ad Hoc Citizens' Advisory Committee was established in 2005 to call for, review and make recommendations to the City Council for proposed expenditures from the Agricultural Conversion Mitigation Fee Fund. On September 10, 2013, Council adopted Resolution No. 2013-230, reappointing existing Committee members to serve an additional term ending September 9, 2017, or until all mitigation funds have been allocated, whichever occurs first. Committee Member/Planning Commissioner Michael Schumacher has resigned from the Committee leaving a vacancy for a Planning Commissioner. One appointment is needed to fill this position. The current committee roster is as follows: Voting Members Eric Larson, Chairperson Hope Wrisley, Vice Chairperson Ken Alfrey, Committee Member Craig Elliott, Committee Member Jackie Stone, Committee Member Vacant, Committee Member Vacant, Committee Member/Planning Commissioner Non-Voting Member Deborah Ruddock or designee, California Coastal Conservancy (Ex-Officio Member) ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. WHEREAS, on September 10, 2013, the agricultural conversion mitigation fee funds were reallocated, the term of the committee was renewed for an additional four year term, the current budget was approved, and members were appointed for four year terms. NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
