RECOMMENDED ACTION:
Adopt Resolution No. 99-5</ accepting bids and awarding a contract for the Monroe Street
and Chestnut Avenue Street Lighting, Project No. 3503.
ITEM EXPLANATION:
On April 15, 1997, the City Council approved the plans and specifications for the Monroe Street
and Chestnut Avenue Street Lighting, and directed the City Clerk to advertise for construction bids.
On July 17, 1997, the following one (1) sealed bid was received:
1. Signal Maintenance, Inc. $35,560
The bid for the project has been reviewed and analyzed. The lowest responsible bidder is
Signal Maintenance, Inc., at $35,560. Staff, therefore, recommends the award of the contract
to Signal Maintenance, Inc. The Engineer’s estimate for this project was $39,000.
ENVIRONMENTAL COMPLIANCE:
This project is categorically exempt from the environmental review process under the PrOViSiOnS Of
the California Environmental Quality Act (CEQA) and a notice of exemption has been issued by the
Planning Director.
FISCAL IMPACT:
The project cost breakdown is as follows:
Design

$5,350 Construction Contingencies (1 5%)
$5,000 Inspection & Project Administration
$2 1 ,000 Undergrounding Conduit Installation by SDG&E

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE MONROE STREET AND CHESTNUT
AVENUE STREET LIGHTING. PROJECT NO. 3503.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
iecessary, desirable, and in the public interest to construct the Monroe Street and
3hestnut Avenue Street Lighting; and
WHEREAS, one (I) sealed bid was received on July 17, 1997 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by
Signal Maintenance, Inc.; and
WHEREAS, City staff has analyzed Signal Maintenance, Inc.’s bid and find no ambiguities
mpacting their status as the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by Signal Maintenance, Inc., in the amount of $35,560
is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the
City for the Monroe Street and Chestnut Avenue Street Lighting project.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 5th day of AUGUST , 1997 by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Nygaard, Kulchin, Hall
