RECOMMENDED ACTION:
That the City Council ADOPT Resolution No. ci'Q *-8 existing (1986) dwelling unit totals in the Citywide Facilities and Improvements P1 an.
ITEM EXPLANATION
During the confirmation of buildout numbers in the northwest and nor quadrants, it was determined that there was a discrepancy in the Cit Facilities and ,Improvements Plan existing dwelling unit total for bo quadrants. At the time the Citywide Plan was prepared in 1986, 607 existing dwelling units in the northeast quadrant were included in t northwest quadrant existing dwelling unit count inaccurately. This amendment to the Citywide Facilities and Improvements Plan will corr the inaccuracy. Because it only involves existing dwelling units, i

A RESOLUTION OF THE CITY COUNCIL OF THE CITY C CARLSBAD, CALIFORNIA, APPROVING A CITYWIDE FACILITIES Ah IMPROVEMENTS PLAN AMENDMENT TO CORRECT THE EXISTIF
(1986) DWELLING UNIT TOTALS.
WHEREAS, the City Council approved Resolution No. 8797
1986 Citywide Facilities and Improvements Plan; and
WHEREAS, subsequently during confirmation of buildout n
determined that there was a discrepancy in the existing dwelling i
the Citywide Facilities and Improvements Plan; and
WHEREAS, the City Council did, on the 9th day of J
1990, consider this item and said request; and
WHEREAS, at said City Council meeting, upon hearing and
all testimony and arguments, if any, of all persons desiring to b
City Council considered all factors relating to the Citywide Fa
Improvements Plan Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City
follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented, the Council approves according to pages 8, 33 and 35, as amended, attached heret part hereof, based on the following findings.

On a Citywide basis, the overall parks acreage is adequate. However, the Growth Man
Program requires each quadrant to provide the appropriate acreage in relation to its re
population. For that reason, the southwest quadrant does not meet the performance
and is deficient. The three other quadrants meet the performance standard.
It should be noted as shown in the existing acreage figures that in certain quadrai
exists a greater proportion of Special Use Area acreage as compared to Commui
acreage. The performance standard allows the Parks and Recreation Department tl
to more properly address the individual quadrant needs for either Community Park o
Use Area acreage as local plans are submitted.

I. RECOMMENDATION
That the Planning Commission ADOPT Resolution No. 2928 recommending APPf
A Citywide Facilities and Improvement Plan Amendment to correct the c (1986) dwelling unit totals, based on the findings contained therein, ai Resolution No. 2929 recommending APPROVAL of City Council Policy No. 4: on the findings contained therein.
11. PROJECT DESCRIPTION AND BACKGROUND
On February 14, 1989 the City Council reviewed and adopted the recommer
of the Citizens Committee to Study Growth. Included in those recommer was the directive to establish guidelines for allocation of excess dwelli when, following the adoption of all residential Local Facilities Manageme within a quadrant, the Proposition E quadrant cap is greater than the ni dwelling units approved or issued after November 4, 1986 plus the a' future units per the Growth Management Control Points. This condition pi exists in the northwest quadrant of the City.
During the confirmation of buildout numbers in the northwest quadrant determined that there was a discrepancy in the Citywide Facilit Improvements Plan existing dwelling unit total for both the northk northeast quadrants of the City. At the time the plan was prepared in 1 existing dwelling units in the northeast quadrant were included in the ( dwelling unit count for the northwest quadrant and were not counted northeast quadrant. Review of the information and data used to prei residential dwelling unit numbers for inclusion in the 1986 Citywide Fa( and Improvements Plan indicates a boundary error was the cause d i screpancy ,
