ITEM EXPLANATION:
On August 26, 1997, the Board of Directors and the City Council authori;
advertisement of bids for construction of the Jefferson Street 12-Inch Water Main an(
5A Vista/Carlsbad Interceptor Sewer Replacement Project, CMWD Project

This project will involve construction of approximately 3,600 feet of water pipel
replacement of approximately 650 feet of sewer pipeline within Jefferson Street ar
feet of pavement overlay replacement. Construction is anticipated to require appro
one hundred eighty (180) calendar days to completion. The Engineer's estir I construction was $1 ,OOO,OOO.OO.

Plans and specifications for the Jefferson Street 12" Water Main and Re:
Vista/Carlsbad Interceptor Sewer Replacement Project were prepared by the
engineering staff. In accordance with Section 3.28.120 of the Municipal Code, an ir
to Bid was published. Twelve (12) responses were received, opened, witness
recorded on April 2, 1998. Project Manager and purchasing staff have reviev
complete bid documents from all parties in detail and concluded that the overall
responsive, responsible bidder is Cal Southwest Construction Inc. for a contract am
$845,219.
ENVIRONMENTAL REVIEW:
The Planning Director has determined that this project is categorically exempt ft
environmental review process, as existing facilities per Section 15301 of the
Guidelines. The Planning Director issued a Notice of Exemption on July 31, 1997.
FISCAL IMPACT:
Funds in the amount of $256,059 have been appropriated in the 1997-98 Budget as
the Waterline-JeffersonIPio Pico/Rob-May Fund. Funds in the amount of $3,088,9~
been appropriated in the 1997-98 Budget as part of the Vista/Carlsbad lnterceptoi
Replacement Fund. Funds in the amount of $496,000 have been appropriated in th
98 Budget as part of the Pavement Management Fund. The water portion of the p
being presented to the Board of Directors for review and appropriation of funding. Th
and pavement overlay portions are being presented to the City of Carlsbad for rev
appropriation of funding. The contract will involve separate bid schedules for watei
and pavement, and the fiscal impact will be separated accordingly. The construction
will be a three party contract between the Contractor, the City of Carlsbad and the C
Municipal Water District.

WHEREAS, the Board of Directors of the Carlsbad Municipal Water Distric
Carlsbad, California, has previously authorized the advertisement for bids
construction of the Jefferson Street 12-Inch Water Main and Reach 5A Vista/Carls
Interceptor Sewer Replacement Project, CMWD Project No. 94-1 01, Contract
31 82 1 A-3533 1-3558 1 ; and
WHEREAS, twelve (12) sealed bids were received April 2, 1998, for said pro]

WHEREAS, all bid documents received from all bidders have been reviewe
detail and the Board of Directors does hereby find that the lowest overall respons
responsible bid received for the construction of said project was submitted by
Southwest Construction Inc. in the amount of $845,219 of which the water pipe
replacement portion of the project is $486,271 ; and
WHEREAS, funds in the amount of $589,000, to include $486,271 for the
inch water main; $50,000 for construction contingencies; and $40,000 for inspeci
and $1 2,717 for surveyinglsoils testing; are needed to complete the project; and
WHEREAS, the existing appropriation is $256,059; therefore, an additic
amount of $332,941 needs to be appropriated from the Water Major Facility Fund.
NOW, THEREFORE, BE IT RESOLVED, as follows:

responsible bid received for the construction of said project was submitted by
Southwest Construction Inc. in the amount of $845,219 of which the sewer force n
replacement portion of the project is $309,831 and the pavement overlay portion of
project is $49,117; and
WHEREAS, funds in the amount of $372,000, to include $309,831 for the se
force main replacement; $31,000 for construction contingencies; $24,800 for inspecl
and $6,369 for surveyinglsoils testing; have been appropriated in the Sewer Connec
Fee budget and are available; and
WHEREAS, funds in the amount of $83,100, to include $49,117 for
pavement replacement; $30,000 for construction contingencies; $2,400 for inspeci
and $1,583 for surveying/soils testing; have been appropriated in the Paven
Management budget and are available.
