ITEM EXPLANATION: As part of the 13th year Community Development Block Grant program, the City Council approved funding for the Cultural Resource Survey Project. Subsequently, the City received a Certified Local Government (CLG) Grant of $6,000 from the State Office of Historic Preservation to augment the CDBG funds and bring the total of available funds for this project to $36,000. The Cultural Resource Survey will update and build upon the City's Resional Historic Preservation Study that was prepared in 1980. Additionally, the survey will identify undocumented historic and pre-historic sites within the entire Cityls jurisdiction. survey are to gain sufficient data to nominate properties to the National Register of Historic Places, and to develop City of Carlsbad preservation priorities. Staff solicited proposals for the work pursuant to requirements from the State Office of Historic Preservation. Preservation Commission representatives and City staff reviewed and analyzed all five proposals based on the following criteria: 1. The quality of the proposal, including The major goals of this A screening committee made up of Historic comprehensiveness and responsiveness to the requirements of the RFP. 2. Experience with the preparation of similar or related cultural resource surveys. 3. Experience working with areas with similar conditions and problems. 4. Experience or knowledge of the study area. 5. The qualifications of the bidders. 6. Ability to meet the time frame specified in the RFP. 7. Estimated cost. ?/ qk-3 0 PAGE 2 OF AB # J3 A summary of total project estimated costs and consultant staff hours are as follows: cost Consultant Total Cost Staff-Hrs. Per hour Susan H. Wayne Donaldson $ 23,610 366 $ 64.51 AEGIS $ 32,920 429 $ 76.74 After thorough consideration, and with the concurrence and recommendation of the State Office of Historic Preservation, the screening committee recommends that Roth and Associates be retained to do the work. Because the work to be done is related to the experience and expertise of the bidder, the screening committee could not rely solely on cost as a basis for selection. determined that the firm of Roth and Associates best conforms to all of the evaluative criteria listed above. Additionally, the screening committee believes that the Roth proposal is most indicative of the quality of the desired final product. Payment for the cultural resource survey will come entirely from 13th year Community Development Block Grant funds and the Certified Local Government Grant. FISCAL IMPACT: The city Council has authorized the use of 13th year CDBG funds in the amount of $30,000 (AN 302-840-1890-3736), and the City has received a Certified Local Government Grant of $6,000 from the State Office of Historic Preservation (AN 380-840-8135-3736) for funding of this project. These two funding sources will cover the total proposed cost. EXHIBITS : 1. Resolution No. 90--2,w 2. Consultant Agreement 3. Project agreement from the State Office of Historic Preservation.
