HomeMy WebLinkAbout1998-09-01; City Council; 14828; Gates for Sculpture GardenAPPROVAL OF ARTIST- DESIGNED GATES FOR THE SCULPTURE GARDEN RECOMMENDED ACTION: Adopt Resolution No. 98-293 approving the artist-designed gates for the Arts Office Sculpture Garden which will be moved to the Carrillo Ranch Park when the Ranch is developed. ITEM EXPLANATION Backaround In May 1998, Council authorized the commission of artist-designed gates for the Arts Office Sculpture Garden for a cost not to exceed $12,000. Council also asked that the design of the gates be brought back before it for approval. Artist-designed double locked gates are proposed for the Garden which is located on the west side and back yard of the Arts Office. The purpose of the gates is to enhance the Garden, match the existing iron fencing and to provide security for the artworks. Requests for Qualifications were sent to 14 area artists. Three proposals were received, one from San Diego artist Paul Hobson who worked with the City and landscape architects on the arts and culture component of the Carrillo Ranch Master Plan which included the design concept of two wrought iron gates. The Arts Commission approved the arts and culture portion of the Carrillo Ranch Master Plan in December 1997. The Arts Commission realized that this was an opportunity to provide artist-designed gates for Carrillo Ranch by having the gates created now for the Sculpture Garden, to be used at the Ranch when it is developed. At its July 2, 1998 meeting, the Arts Commission approved hiring Mr. Hobson to submit a new design of gates or a variation of the Caballeros Gates (bucking bronco gates), one of the two design concepts he created for Carrillo Ranch. Mr. Hobson has redesigned the Caballeros Gates by adding more steel for stability and security. A model was made and was placed on display for public comment in the Library from July 24 through August 6, 1998. Twenty comments were received - 13 from Carlsbad residents who liked the design, 5 from North County area residents who liked the design, and 2 from North County residents who did not like the design. The Arts Commission at its August 6, 1998 meeting, unanimously approved the design of Mr. Hobson’s Caballeros Gates and recommended approval by the City Council. City Council may approve the design as recommended by the Arts Commission. If Council does not wish to approve the design, it may recommend that the artist develop a second design for consideration. If Council wishes to approve the design but does not wish to have the constructed gates moved to Carrillo Ranch at a later date, it may do so. The artists’ waiver has been signed so the location of the gates may be changed at any time.
