HomeMy WebLinkAbout1983-11-08; City Council; 7556; Police Fire Arms Training FacilityConsideration of Alternatives The following alternatives have been considered as possible solutions to developing a cost-effective firearms training program for the Carlsbad Police Department. All alternatives were evaluated as permanent solutions, rather than temporary ones. Each alternative has accompanying cost data where avaiJ.able. Alternative la -Shared use of other ranges by Carlsbad Police After considerable study, Police Department Staff determined that there were only three possible locations in the immediate North County that may be available for shared use for the near future. Those locations are the Escondido Police Racge, Camp Pendleton Military Ranges, and the Oceanside Police Range which i.s being considered for rennovation. The Carlsbad Police Department conducted training (prior to the loss of the range) within the City during a two day period each quarter. Officers on duty participated in the training on a rotating basis. This procedure reduced the need to pay overtime for this training. Officers who were off-duty were compensated with overtime. Utilization of·a range outside of the ~ity of Carlsbad will require consideraticrn of increased overtime for both the training and travel time. For example, the utilization of the Escondido facility would require travel time of approximately 40 minutes one way. A round trip would therefore take approximately 1 hour and 20 minutes. By adding two (2) hours training time, the total compensated time for each officer would encompass approximately 3 hours ~nd 20 minutes. Compensation for each officer at time and one half overtime at an aver~ge of $17.00 per hour ~1983 dollars) x 50 officers would cost approximately $5,350. Annual training would therefore cost approximately $21,400 (excluding supplies) for the current number of officers.
