ACCEPTANCE OF FEDERAL GRANT

RECOMMENDED ACTION:
To adopt Resolution No. 2010-091 accepting federal grant funds through the Urban Area Security
Initiative Grant Program for domestic disaster preparedness for incidents of terrorism.
ITEM EXPLANATION:
The United States Department of Justice (DOJ), Office of Justice Programs (OJP) and the Office
of Domestic Preparedness (ODP) provide federal grant funds which are administered to states
through the State Domestic Preparedness Grant Program for the purchase of specialized
equipment to enhance the capability of state and local agencies to respond to incidents of
terrorism. The City of San Diego Office of Homeland Security is the designated "Metropolitan
Urban Area" for the San Diego Operation Area, and as such, is the entity that applies for, receives
and locally administers federal Urban Area Security Initiative (UASI) grant funds. The Urban Area
Working Group is the governing body and determines the local distribution formula for UASI grant
funds, which is also based upon the percentage of "first responders" in each jurisdiction within the
Metropolitan Urban Area. The City has received prior UASI grant funds.
No matching funds are required for the UASI grant. The federal grant funds allocated to the City
of Carlsbad for equipment purchases in the 08 UASI Grant are $67,000. The grant funds will be
utilized to complete the purchase and placement in service of video downlink equipment and
mobile computers for the Police Emergency Command Post, allowing viewing of real-time video
from law enforcement helicopters and mobile computers. These grant funds are designated for
equipment only. Paid purchase invoices are then sent to the City of San Diego Office of
Homeland Security for full reimbursement to the City.

FISCAL IMPACT:
The total UASI grant-related program cost is $67,000 which is 100% reimbursable. The Police
Department requests the City Council appropriate $67,000 for the UASI grant-related purchases.
Once all grant-related purchases have been made, the City will seek reimbursement from the City
of San Diego Office of Homeland Security. The ongoing maintenance and replacement costs will
be funded from the Asset Forfeiture Fund.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require additional environmental review.

5 WHEREAS, the Carlsbad Police Department is eligible to receive Federal grant
6 funds through the FY 08 Urban Area Security Initiative Grant Program (UASI) for
7 equipment purchases for domestic preparedness for incidents of terrorism involving
8 weapons of mass destruction. The total amount of the FY08 UASI Grant allocation is
9 $67,000.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:

1. That the above recitations are true and correct.
14 2. The Federal UASI grant funds require no matching funds. Since all grant-
15 related purchases are 100% reimbursable, the City shall incur no costs.
16 3. That the Finance Director is authorized to appropriate $67,000 for UASI
grant-related purchases.
