RECOMMENDED ACTION:
Adopt Resolution No. 701 0-045 appointing a member to the Agriculture

ITEM EXPLANATION:
The Agriculture Conversion Mitigation Fee Ad Hoc Citizens' Advisory Committee was

established in April 2005 to call for, review and make recommendations to the City Council
for proposed expenditures from the Agriculture Conversion Mitigation Fee Fund.
On July 28, 2009, Council adopted Resolution No. 2009-199, reappointing existing
Committee members to serve an additional term ending August 2, 2013, or until all mitigation
funds have been allocated, whichever occurs first.
Committee Member Irv Roston resigned from the Committee leaving a vacancy. One
appointment is needed to fill this position.
Other members of the Agriculture Conversion Mitigation Fee Ad Hoc Citizens' Advisory
Committee are: Eric Larson, Ken Alfrey, Richard Erhardt, Hope Wrisley, Jackie Stone and
Julie Baker.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378,
this action does not constitute a "project" within the meaning of CEQA and therefore, does
not require an environmental review.
Applications to the Agriculture Conversion Mitigation Fee Ad Hoc Citizens' Advisory Committee
are on file in the Office of the City Clerk.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER
TO THE AGRICULTURE CONVERSION MITIGATION FEE
AD HOC CITIZENS' ADVISORY COMMITTEE
WHEREAS, IN Roston has resigned from the Agriculture
Conversion Mitigation Fee Ad Hoc Citizens' Advisory Committee, leaving
a vacancy.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
I. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve as a member of the
Agriculture Conversion Mitigation Fee Ad Hoc Citizens' Advisory Committee, for a term
expiring August 2, 2013 or until all mitigation funds have been allocated, whichever
occurs first.
