RECOMMENDED ACTION: Adopt Resolution No. 2Q12-249 accepting Urban Area Security Initiative Grant funded equipment for Carlsbad Fire and Police Departments for emergency preparedness. ITEM EXPLANATION: The City of San Diego centrally manages the Urban Area Security Initiative (UASI) grant program for San Diego County. The City of San Diego notified county jurisdictions that equipment previously purchased for a FY 2009 UASI grant project was no longer being used for that project and would be made available to local jurisdictions on a first come, first served basis free of charge. If not approved, equipment will be returned to the City of San Diego Office of Homeland Security. FISCAL IMPACT: The equipment's total value is approximately $9,457. These items are free of charge. There are no ongoing costs associated with these items. The equipment will require no maintenance contract fees as the items will be used for their service life and disposed of per UASI grant requirements. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 2. The City shall incur no costs. 19 3. The Council authorizes the acceptance of grant funded equipment. 20 4.
