RECOMMENDED ACTION:
Adopt Resolution No. 2011-096 accepting License Plate Reader equipment through the 2009
Urban Area Security Initiative (UASI) Grant Program for domestic disaster preparedness for
incidents of terrorism and the Office of National Drug Control Policy's (ONDCP) Project
Roadrunner.
ITEM EXPLANATION:
The United States Department of Justice (DOJ), Office of Justice Prog rams. (OJP) and the Office
of Domestic Preparedness (ODP) provide federal grant funds which are administered to states
through the State Domestic Preparedness Grant Program for the purchase of specialized
equipment to enhance the capability of state and local agencies to respond to incidents of
terrorism. The City of San Diego Office of Homeland Security is the designated "Metropolitan
Urban Area" for the San Diego Operation Area, and as such, is the entity that applies for, receives
and locally administers federal Urban Area Security Initiative (UASI) grant funds. The Urban Area
Working Group is the governing body and determines the local distribution formula for UASI grant
funds, which is also based upon the percentage of "first responders" in each jurisdiction within the
Metropolitan Urban Area. The City has received prior UASI grant funds.
Project Roadrunner is funded by ONDCP and is designed to provide a regional approach to
license plate reader efforts by funding systems in San Diego and Imperial Counties.
San Diego and Imperial County law enforcement agencies have recently begun to use License
Plate Reader (LPR) systems ranging from fixed systems at the Border and those on state
highways, to mobile devices purchased by many of the agencies. The region is home to some of
the busiest land Ports of Entry (POE's) and these POE's serve as the entry and egress points for a
wide range of trans-border criminal activities. Utilization of LPR provides an effective force-

multiplier for public safety agencies and generates a wealth of invaluable data that can be used to
support a variety of public safety efforts including protection of critical infrastructure and generation
of investigative leads.
Urban Area Security Initiative (UASI) funding is enabling City of San Diego Office of Homeland
Security to purchase and install two mobile LPR units on Carlsbad Police Department vehicles.
No matching funds are required for the UASI grant. City of San Diego Office of Homeland Security
will complete the purchase and placement in service of two LPR units, including hardware,
software, installation, and a one year warrantee on the equipment.
Project Roadrunner is providing one additional LPR platform, also including hardware, software,
and installation at no cost to the agency.
FISCAL IMPACT:
The cost of the License Plate Reader equipment and installation is approximately $58,000. The
entire cost will be paid by City of San Diego Office of Homeland Security, through their receipt of
2009 UASI funds for this regional project; and by ONDCP, through Project Roadrunner. There is
no cost to the City. There are no ongoing maintenance or replacement funds for this equipment.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require additional environmental review.

WHEREAS, the Carlsbad Police Department is eligible to accept License Plate

Reader equipment for three vehicles, provided with funds from the 2009 Urban Area8
9 Security Initiative (UASI) Grant Program, and the Office of National Drug Control

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:
1. That the above recitations are true and correct.
10 2. That the Federal UASI grant and ONDCP funds will fund License Plate
Reader equipment and installation.
12 3. That the City shall incur no costs.

4. That Council accepts LPR equipment from City of San Diego Office of

Homeland Security, through their receipt of 2009 UASI funds; and from
ONDCP, through Project Roadrunner.16
