DIRECTOR MTG. 10/8/13 GRANT FUNDS FOR EMERGENCY CITY ATTY. DEPT. POL PREPAREDNESS CITY MGR. RECOMMENDED ACTION; Adopt Resolution No. 2013-244 accepting and appropriating additional FY 2012 State Homeland Security Grant (SHSG) funds for emergency preparedness. ITEM EXPLANATION; Homeland Security Grants are reimbursement grants, meaning local jurisdictions first use city general funds to purchase approved equipment and those purchases are later reimbursed by the federal grant funds. The State serves as grantee and the County of San Diego serves as sub-grantee. Equipment purchased using these grants must be from federally authorized equipment lists and generally support regional preparedness goals approved bythe Unified San Diego County Emergency Services Organization. On October 23, 2012, Council adopted Resolution No. 2012-234 authorizing the application for FY 2012 State Homeland Security Grant funds for emergency preparedness ($50,339 for radios). On March 12, 2013 Council adopted Resolution No. 2013-067 accepting and appropriating those reimbursement funds. Reimbursement was received from the County In July 2013. After reconciling reimbursement expenditures, the County notified local jurisdictions that it has FY 2012 SHSG funds available to reimburse additional projects (Exhibit 2). The grant funds allocated to the City of Carlsbad are $21,838 for the purchase of an AVATAR robot, a capability which does not currently exist in North County. Robots are used in law enforcement to clear avenues of approach, view suspicious devices from a position of safety and locate armed/barricaded suspects. These small (less than 25 lbs.), agile and reliable devices significantly enhance officer safety and that of residents. FISCAL IMPACT; No matching funds are required for State Homeland Security Grants. There are no appreciable on-going costs associated with this purchase. All grant-related expenses are 100 percent reimbursable. Staff is requesting that Council accept the grant award and authorize the Administrative Services Director to appropriate the $21,838 grant award to the Police Department's grant special revenue fund for the planned expenditure. That the Police Chief, or designee, is authorized to execute any and all 27 2g documentation associated with the FY 2012 State Homeland Security Grant Program The SHSGP grant funds require no matching funds. Since all grant-related purchases and planning costs are 100% reimbursable, the City shall incur no costs. grant funds which are design to enhance the City of Carlsbad's emergency preparedness programs.
