RECOMMENDED ACTION:
Adopt Resolution No. 2Q13-12Q authorizing the appropriation of funds for the Coastal Rail Trail
Reach 1, Project No. 3455.
ITEM EXPLANATION:
The Coastal Rail Trail (CRT) Reach 1 Project is part ofthe regional Coastal Rail Trail, a multi-modal trail that
will ultimately traverse from the San Luis Rey River in Oceanside to the Santa Fe Depot in San Diego. The
CRT Reach 1 Project will connect Oceanside's CRT at Eaton Street to Carlsbad's CRT Reach 2 at Oak
Avenue.
The CRT Reach 1 Project will improve the pedestrian and bicycle environment by constructing a multi-
modal trail, bike lanes, and sidewalk across the Buena Vista Lagoon. In addition, the CRT Reach 1 Project
will improve the safety of all modes of transportation at the Carlsbad Boulevard/State Street intersection
by constructing a roundabout and road diet on Carlsbad Boulevard.
On July 10, 2012 City Council authorized applying for SANDAG's Active Transportation Grant and
committed to provide matching funds to complete the project. Carlsbad was awarded a grant by SANDAG
in the amount of $800,000. Resolution 2012-169 authorized the City Manager or designee to execute the
grant agreement with SANDAG. The grant agreement has been executed for this project. Staff is
requesting an appropriation of Gas Tax Funds to take advantage of the SANDAG grant and provide
matching funds of $749,000 to complete the project which is estimated to cost $1,549,000.
Currently, staff is working with Caltrans and US Fish and Wildlife to get NEPA environmental clearance for
this project. In order to make final adjustments to the engineering drawings and acquire the necessary
right of way, staff is asking for funds at this time. After right of way has been acquired and engineering
drawings have been finalized, staff will return to City Council for authorization to bid the project.

FISCAL IMPACT:
The Coastal Rail Trail is a regional project. As such, funding for the Coastal Rail Trail has come from
"regional" funding sources such as federal grants, TransNet-Bike monies, and other county grants.
However, in Reach 1 of the Coastal Rail Trail, the city is also proposing a "local" component for the
project: the roundabout and road diet. Transportation staff is proposing to use the city match towards
the local component of the Coastal Rail Trail. The SANDAG Active Transportation Grant will be used
towards the regional and local portions of the Coastal Rail Trail Reach 1 as applicable.
The engineer's estimate and available funding sources for the cost of the Coastal Rail Trail Reach 1
Project is shown in Table 1.

Project costs to construct the Coastal Rail Trail Reach 1 Project are estimated at $1,549,000. The SANDAG
Active Transportation Grant for $800,000 awarded to the city will partially offset the project costs. This
grant is a reimbursement grant and all grant-related expenditures are 100% reimbursable. The city will
be reimbursed by periodic grant reimbursements. Gas Tax Funds will be used to fund the remaining
$749,000 of city match. Sufficient Gas Tax Funds are available for this request. Staff requests that the City
Council appropriate both the grant funds and city match for a total appropriation of $1,549,000.
ENVIRONMENTAL IMPACT:
This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including highways and streets,
sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion
of capacity. A Notice of Exemption was filed with the San Diego County Clerk on March 11, 2013. A
Coastal Development Permit was obtained on March 7, 2013.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it

^ necessary, desirable, and in the public interest to construct the Coastal Rail Trail Reach 1
g Project No. 3455; and
9 WHEREAS, the City of Carlsbad has received an Active Transportation Grant in the
amount of $800,000 from SANDAG; and
^ ^ WHEREAS, the City of Carlsbad has entered into a grant agreement with SANDAG; and

WHEREAS, there are sufficient Gas Tax Funds to complete the project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
