RECOMMENDED ACTION:
To receive a presentation from representatives of Poseidon Resources and the San Diego County Water
Authority regarding the Carlsbad Desalination project.
ITEM EXPLANATION:
Representatives from Poseidon Resources and the San Diego County Water Authority will give an update
on current and future activities relating to the construction ofthe Carlsbad Desalination project.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

Pipeline Construction –Lower Faraday
Flagging one lane of traffic from 8:30-3:30 continues through the
Fall.
Flaggers are stationed at each driveway to assist with exit and entry
in both directions.
Sections of Lower Faraday have been paved. Traffic will be
returned to normal from the current work area west to MacarioCanyon by December.

Pipeline Construction –Faraday Avenue / CRC
Crews continue to install pipe between Rutherford and Priestly.
Rutherford and Priestly tunnels are underway.
College Avenue to El Camino Real will be fully restored by early October.
Restorations continue behind the installation crews.
Outreach continues in the CRC, positive feedback from CRCOA
regarding work to date.
Outreach has begun on upcoming El Camino Real tunnel work –
Open House scheduled for September 24 at Orion Safety Center.

Faraday Avenue / Orion
Work has begun on Faraday between El Fuerte and Orion
heading west towards Orion.
This work should continue until December.

Pipeline Construction –Melrose / Faraday
Crews as working on Faraday heading west of Melrose and are currently near Whiptail West headed towards El Fuerte.
Tunnel is complete under Melrose to Faraday.
Melrose will be fully restored by mid-October.

Tunnel boring from the Cannon pit heading towards Faraday is 60%
complete.
Excavation of the tunnel pit on Faraday has begun and tunneling
towards Cannon will begin early October.

Cannon Road and Avenida Encinas tunnel pits have been restored and the road has returned to original condition. All Traffic control will be removed this week.
