RECOMMENDED ACTION:
Adopt Resolution No. 95 * fq accepting the recommendation of the community act; funding panel and allocating funds to those groups.
ITEM EXPLANATION:
As established within City Council Policy #51, Process for Funding Community Activiti
the citizen review panel has completed its task and is forwarding its fund
recommendation to Council.
The entire process began in July 1994, with the solicitation of grant applicatio
Seventeen applications were received with funding requests totaling approximat
$231,000. The Panel convened for the first of four meetings on December 7, 1994. EE
panelist individually reviewed the applications, which was followed by a second meet
to discuss the merits of each applicant organization. The third meeting consisted
interviews with the twelve applicant groups that were continuing in the process, The I;
meeting was used to formulate the recommendation to the City Council. The [evil
process resulted in ten organizations that are recommended for City funding
community activities.
Several factors were considered as the Panelists formulated their recommendation. T
Panel focused on the breadth of services each organization provided to differing tars populations within Carlsbad. The Panel was cognizant of what other funding sourc
were available to the agencies, as well as how well they appeared to be organized frc
a business prospective.
The table shown in Exhibit 2 identifies the groups that applied for General Funds, a
those groups that the Community Activity Funding Panel recommends for awards.
FISCAL IMPACT:
The 1994-95 Operating Budget contains an appropriation of $75,000 for COmmUn
Activities. No further appropriations are required.

SELECTION PROCESS - COMMUNITY SERVICE GROUPS
A total of seventeen completed applications requesting 1994-95 City funds for commun
services were submitted to the City. The applications were due on August 19, 1994 a
totaled $231,244. Concurrent with the application period, efforts were underway
assemble the panel as outlined in Council Policy Number 51. The 1994-95 Commur
Activities Review Panel is made up of the following seven citizens:

Parks & Recreation Commissic
Senior Commission NW Quadrant
NE Quadrant
SE Quadrant

The Panel is scheduled to meet a total of four times as they formulate their fundi
recommendation to the City Council. The first meeting was held on Wednesd
December 7, 1994 for the purpose of initiating the review process and to distribute t
grant applications. A total of sixteen applications were reviewed, as prior to the pane
first meeting, the Council funded the City of Vista - Housing Division under a separz
action.
The second meeting was held on Thursday, January 12, 1995 to discuss the informati
reviewed by the panelists. The panel also identified those agencies that would contin
through the review process and resulted in the elimination of several agencit
Agencies that were eliminated either did not provide services to an element of tr
population in need of assistance or did not significantly benefit Carlsbad citizens.

At the conclusion of the second meeting, four agencies were eliminated for a variety reasons:
1. AIDS Foundation of San Diego: Serves a limited number of Carlsb
2. Carlsbad Children’s Museum: Services not directed at helping those
3. Catholic Charities, San Diego: Have a broad base of financial support
4. Rancho Coastal Humane Society: Prefer to focus on people not animz
The third meeting was held on Thursday, January 19, 1995 in order to individually mc
with a representative from each of the twelve remaining agencies. Each representat
was allowed ten minutes of time, five minutes for their presentation and five minutes
responding to questions posed by the panelists.
The panel’s last meeting will be held on February 2, 1995 for the purpose of formulati
the funding recommendation to the City Council.
Attachment A details the community groups that applied for funds, the amount request
and their status in the review process as of January 23.
