RECOMMENDED ACTION;
Adopt Resolution No.2013-245 accepting and appropriating funds through the 2011 Urban Area Security
Initiative (UASl) Grant Program for domestic disaster preparedness, in order to purchase mobile radios.
ITEM EXPLANATION;
The United States Department of Justice (DOJ), Office of Justice Programs (OJP) and the Office of
Domestic Preparedness (ODP) provide federal grant funds which are administered to states through the
State Domestic Preparedness Grant Program for the purchase of specialized equipment to enhance the
capability of state and local agencies to respond to incidents of terrorism. The City of San Diego Office of
Homeland Security is the designated "Metropolitan Urban Area" forthe San Diego Operation Area, and
as such, is the entity that applies for, receives and locally administers federal Urban Area Security
Initiative (UASl) grant funds. The Urban Area Working Group is the governing body and determines the
local distribution formula for UASl grant funds, which is also based upon the percentage of "first
responders" in each jurisdiction within the Metropolitan Urban Area. The City has received prior UASl
grant funds.
2011 Urban Area Security Initiative (UASl) funding will provide the Police Department $26,000 to
purchase five mobile radios to be installed in Police Department vehicles. No matching funds are
required for the UASl grant.
FISCAL IMPACT;
The total grant award of $26,000 will be used to purchase five mobile radios. The amount is fully
reimbursable by the 2011 UASl grant award. Staff requests that the City Council accept the grant and
authorize the Administrative Services Director to appropriate $26,000 to the Public Safety Grants Special
Revenue Fund forthe 2011 UASl grant expenditures.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. The above recitations are true and correct.
2. That the purchases of the mobile radios as specified are authorized in compliance

24 3. That the City Manager of the City of Carlsbad or his designee is hereby authorized
and directed to accept said award from the Urban Area Security Initiative (UASl) for

receipt ofthe subject grant funds, as well as any required reports and/or final

statements

4. That the Administrative Services Director is authorized to appropriate $26,000 to the
Public Safety Grants Special Revenue Fund for the Fiscal Year 2011 Urban Area Security
Initiative (UASl) Grant Program purchases.
