B APPROVING CUP 92-07. ITEM EXPLANATION Specific Plan (SP) 23 was adopted by the City Council in 1972 for a 50 acre residc project then known as Campobello. Latefthat same year an amendment was adoptc expand the Specific Plan area by 3.05 acres to create a total of 8 acres of Neighbor1 Commercial Zoning within the Specific Plan. In January 1985 a Conditional Use Permit (CUP) 246 was approved and SP-23 was amei to include specific development plans for a self storage facility and an office complex o Neighborhood Commercial 8 acres. CUP-246 has since expired and the applicant has requested to remove a condition of E which requires that the construction timing of the office complex, immediately adjace what is now Altamira, be directly linked to the construction of the self storage facility. 1 is no current basis in law for the condition, and removal of the condition does not din the integrity of the Specific Plan. Several residents of Altamira were present at the Planning Commission hearing submitted letters voicing concern primarily over traffic on Paseo del Norte and the poi for access from the office portion of SP-23 onto Camino del Parque. Implementation of the Specific Plan through construction of the self storage facility w create adverse impacts to the traffic flow on Paseo del Norte. Change to the office cot site plan is not a part of this proposal. ENVIRONMENTAL REVIEW The Planning Director has determined that the environmental effects of the project already been considered in conjunction with previously certified environmental docur and, therefore, no additional environmental review will be required and a noti determination will be filed. Christer Westman, Associate Planner, reviewed the background of the request and stated that the proposed project site has a long history. A 1 12 acre Master Plan was approved for the general Altam area by ordinance which required that all parcels to be developed be reviewed and adopted by Specii Plan. Phase 1 of Altamira, then known as Campobello, was approved in 1972 as SP 23. An amendr to that SP later that same year added the project site, 3.05 acres, to the SP as Neighborhood Commt for a total of approximately eight acres. In January 1985, a CUP was approved and the SP was ame to include specific development plans and land uses which were a self storage facility and an office p The CUP has since expired; however, the SP, because it was adopted by ordinance, is still valid. The proposal, CUP 92-7, conforms substantially to the SP. The total building area increased by 2,5( additional landscaping has been located at the project entrance, and a break in the western elevation building has been created at the request of SDG&E for maintenance purposes. Architectural style of building, maximum height, and grading have remained the same. The requested SP amendment re1 a condition which required that the construction timing of the southerly parcel immediately adjacent 1 Altamira be directly linked to the construction of the northerly parcel. Staff supports the deletion of tt condition because the properties are now under separate ownership, there is no current legal basis ir to retain the condition, and removal of the condition does not alter the integrity of the SP. Removal c condition would allow the two properties to develop according to the SP, independently of each other Staff has reviewed the environmental documents prepared for the SP and the expired CUP, has revic CEQA for the test regarding subsequent or supplemental environmental review, and has determined the project has not changed nor has the environment surrounding the project changed to a significar degree which would require additional environmental analysis. Consequently, staff has issued a noti prior environmental compliance with CEQA. Staff recommends approval of the project, as condition( Commissioner Schlehuber inquired if staff received a letter from the environmental consultant. Mr. Westman replied that staff had passed out copies of correspondence received and that staff had a c the letter to the Commission from Michael Dodson. Commissioner Schlehuber requested staff to respond to Dodson's letter regarding traffic problems. I Wojcik, Principal Civil Engineer, replied that staff had gone back to 1989 for the traffic counts. In 19 ADT on Paseo Del Norte was 7,950. The next year that we took counts, 1991, the ADT's dropped to Recently, in 1992 the ADT count dropped to 7,500 on that section of Paseo Del Norte. Since 1989, 1 traffic on that section of Paseo Del Norte has decreased by 5.7%. However, in recent months, with tl construction on the Palomar Airport Road interchange, it is possible that some traffic is being divertc to ramp closures. However, this should not be a long-term problem. Commissioner Welshons requested staff to respond to the suggestion regarding using one driveway two lots. Mr. Wojcik replied that staff had researched the files and this had also been discussed whe original SP was approved. The lots are separated grade-wise by 25-30' so it would require quite a I grading to make them the same level. Otherwise, it would require extra space to accommodate a dr that would expand the height differential. Staff has researched the site distance and traffic volumes Paseo Del Norte and nothing there indicates that this extreme would be necessary. Commissioner Savary requested comment on paragraph 4 regarding drainage. It states that the set site would have a drainage problem. Mr. Wojcik replied that the second site he is referring to is immediately adjacent to Altamira. The way it was originally approved on the SP is that that lot woull to Paseo Del Norte and then to the existing storm drain which exists there today. That is still the sit1 today and there is no change from the originally approved SP. MINUTES 0 e PLANNING COMMISSION November 18, 1992 PAGE 12 c Chairman Erwin opened the public testimony and issued the invitation to speak. Jim Marquez, 1860 So. Elena Avenue, Suite A., Redondo Beach, addressed the Commission and sta that he is representing the applicants, David and Ted Dawes of American Self Storage. They researc the original approval and offered to make additional improvements, Le. increased landscaping and m( appropriate colors for the structures. Drainage and access were also considered. In addition, they m several occasions with surrounding property owners, homeowner associations, and Mr. Dobson on th separate occasions. Most of the concerns were related to the access on Camino del Parque and the ( site. The characteristics of a self storage business are very low key and they provide a security benef neighborhood because they have on-site security guards and alarms which are connected directly to police station. Market research indicated that Altamira residents are badly in need of storage area an many other projects within the city also have this same need. He reviewed the site layouts on the wal noted that there are no cubicles visible from the street due to the heavy landscaping. He requested approval of the proposed project. Commissioner Welshons inquired where the exterior lighting would be located. Mr. Marquez replied t there would be ground lighting which shines upward. The internal court and parking lot would also bc so that the manager would be able to view approaching persons. Commissioner Welshons inquired about the alarm systems. Mr. Marquez replied that there would be silent alarm to the police station and to the owner's residence. Joseph Arcader, Arcader & Associates, 2824 Cedarwood Way, Carlsbad, addressed the Commission reviewed the signage. The sign monument would be 6' high and the actual sign area would be 4'4" x The sign colors would be red, white, and blue with an American flag. There would be a secondary si! the wall of Building 1 B facing the west elevation. The sign there would be 112 s.f. Commissioner Hall inquired if the applicant has an exception to Condition #15. Mr. Marquez replied 1 he did. Beverly Hogan, 821 Caminito Del Mar, Carlsbad, addressed the Commission and stated that she live! very small street. Camino Del Parque is the main horseshoe which goes around Altamira and the re: that the residents there agreed to one entrance is that customers of the storage facility cannot exit on Camino Del Parque, because it is so small. The first fatality occurred last week. There is no signal. Customers going to the new Price Club start at Palomar Airport Road and wind up Paseo Del Norte F the tennis courts to Poinsettia. There is nothing to stall the traffic. Until a signal is installed, she doe! see how the current residents can live with the traffic. The original approval stated there would be onl entrance but she understands this was changed after the fact. If this parcel is approved as two units, will have to be an exit on Camino Del Parque. She doesn't think the additional traffic is fair to the cur homeowners. She often sits for 15 minutes just to exit onto Paseo Del Norte, with the traffic approact like it is a freeway. The residents of Altamira don't object to the storage units, but they do object to th traffic situation and the exit on Camino Del Parque. She could accept an emergency exit on Camino Parque if it was gated. Ms. Hogan submitted 77 letters from Altamira residents who object to two exit additional traffic on Camino Del Parque. Bob Wojcik, Principal Civil Engineer, replied that Paseo Del Norte is a secondary arterial and Camin0 Parque is a standard-sized street, 40 curb to curb, the same as any other collector street. It was des to have parking on both sides as well as 12' travel lanes. Staff has no problem with the street design. Staff cannot make a comment on what may be built on the corner lot at a later date. The proposed p will have no impact on Camino Del Parque. MINUTES 0 0 PLANNING COMMISSION November 18,1992 PAGE 1: 8 Ms. Hogan inquired how many entrances will there be. Mr. Wojcik replied that there would be one entrance only for the storage facility. He cannot comment on the other project because it has not yet forward. Christer Westman, Associate Planner, commented that the original approval looked at both parcels. northerly parcel had a separate entrance into the warehouse. The SP, as adopted, showed an office project and a site plan which identified an exit onto Paseo Del Norte and also an access from Caminc Parque. However, he understands that the access onto Camino Del Parque was required to be an emergency access only. Ken Perkins, 6406 Camino Del Parque, Carlsbad, addressed the Commission and stated that he has directly across from the property for the last 20 years. He feels that the traffic on Paseo Del Norte sin January 1992 is an accident waiting to happen. Signs are posted at 35 mph but cars travel at 60 mp There are signs prohibiting trucks and there are trucks everywhere. Mr. Perkins has no objection to t storage facility but he is more concerned with the other piece of property. Someone from a church hi been canvassing the neighborhood because they want to put a school there. He thinks that would be dangerous. He is concerned if the properties are going to be split because the fight will begin again. feels the property should be zoned for residential. Furthermore, Mr. Perkins thinks that the traffic COL mentioned by Mr. Wojcik are wrong. Dan Seach, 6478 Camino Del Parque, Carlsbad, and Michael Dodson, 6565 Camino Dei Parque, Carlsbad, had to leave the meeting early but requested that the record show their opposition to the proposed project. The applicant was given time for rebuttal. Mr. Marquez noted that many people have a problem with traffic but they also need a storage facility. He has also heard concerns about graffiti and he plans to sure that graffiti is removed within 12 hours. Chairman Erwin inquired if Mr. Marquez agrees with all of the conditions except #15. Mr. Marquez rc that he would like the signage per the original approval. There being no other persons desiring to address the Commission on this topic, Chairman Erwin dec the public testimony closed and opened the item for discussion among the Commission members. Commissioner Schlehuber stated that regardless of what goes on the remaining corner, there is a pla have the exit on Paseo Del Norte. Since this is a future project and does not concern the storage faci being presented, he can support the staff recommendation. He also supports staff's position regardin freeway signage because of previous persons who have been denied signage if they did not have a . freeway-oriented use. Commissioner Welshons requested staff to comment on why signs should not be allowed to be seen i the freeway. Gary Wayne, Assistant Planning Director, replied that staff is attempting to allow signs t for freeway oriented uses. However, he noted that there are some signs already there that do not ad1 to policy. Staff doesn't want to add to the confusion by allowing a proliferation of freeway signage. A storage facility does not qualify for freeway signage under the code. Motion was made by Commissioner Schlehuber, and duly seconded, to adopt Plan Commission Resolution Nos. 3461 and 3462 recommending approval of CUP 924 SP 23(F), based on the findings and conditions contained therein. RECOMMENDATION Staff recommends that the Planning Commission ADOPT Planning Commission Resolutii Nos. 3461 and 3462 recommending APPROVAL of CUP 92-07 and SP 23(F), based on t findings and conditions contained therein. 11. PROJECT DESQUPTION AND BACKGROUND This application is for consideration of a new Conditional Use Permit for a storage faci on a site which previously had an approved CUP which has expired and deletion c Condition of a Specific Pian which is still in effect. The project site is zoned PC and is 1 of Specific Plan (SP) 23. An approval was granted for a self storage facility on the site i office buildings on the site to the south in 1984 as CUP 246. The Conditional Use Per was extended a number of times but has now expired. An original condition of the ove Specific Plan was that the storage facility could not receive occupancy pennits until 2 of the office project on the adjacent site to the south had been completed. Neither pm has been bdt and the condition is still in force as part of the Specific Plan. amendment to thc Specific Plan proposes to delete this development condition. The current self storage proposal is nearly identical to the facility which was approve 1984. Two story buildings house 106,510 square feet of storage which includes a story caretakers residence, office, and garage. ANALysrs Storage facilities are permitted in all zones except residential with a Conditional Use Permit (CUP). Approval by CUP allows a review of the use for such things as compatibility with adjoining properties, benefit to the community, adequacy of site area to accommodate the use and adequate road facilities to serve the proposal. As reflected in the paragraphs below the project complies with the intent of Zoning Ordinance Chapter 21.42: Conditional Uses. A SpecXc Plan was approved by City Council Ordhance regulating both a self storagc facility on the project site and an office complex on the site immediately adjacent to thc south. Deletion of a condition from the Specific Plan requires an amendment of thc Specific Plan. The proposed amendment to SP 23 does not alter its consistency with the General Plan nor alter the provision of Open Space or create adverse environmental impacts. All publi improvements necessary to implement SP 23 have been provided. The self storage us( designated by the Specific Plan is designed to be compatible with the adjacent anc neighboring properties, and will provide storage facilities as a benefit to the surroundin; neighborhood and is therefore economically justified. The proposed Specific Plan amendment is consistent with the Zoning Ordinance and th proposed self storage under CUP 92-07 is consistent with the proposed amended Spec3 Plan. LAND USE Self storage facilities are permitted in the Planned Community zone as a neighborhoo service with a Conditional Use Permit. Uses along Paseo del Norte to the north and SOU are commercial, which ensures compatibility of the proposed use with the existing uses i the area. Landscaped frontyard setbacks on Paseo del Norte are 20-27 feet. ARCHITECTURE The design of the building is contemporary. The rectangular profle of the structul reflects the intended storage use. With varying setbacks along the Interstate 5 hntag massing is broken and interest is created. Long flat surfaces are broken by the use of da spandrel glass in geometric forms against light smcco. Landscaping is also required do1 property lines which helps to create shadows and variation in the building plane. TRAFFIC AND CIRCULATION Projected Average Daily Traffic (ADT) to be generated by the use is apprordmatdy 2 trips per day. The ament count of daily traffic fot Paseo del Norte is 7,800 while t design ADT is 10,OOO to 20,000. The relatively low number of trips generated by t project will not have a negative impact on Paseo del Norte. . CUP 92-07/SP 23(F) - at, ERICAN SELF STORAGE 0 NOVEMBER 18,1992 PAGE 3 SP 23 AMENDMENT The amendment to the Specific Plan regards a condition which regdates timing of consmction and occupancy of the self storage facility and adjacent office buildings which were part of the same project at that the, (Condition 13, PC Resolution 2368). The condition was an attempt to guarantee construction of the offices as well as the self storage. Neither portions of the project were built and the two parcels have since been sold to separate owners. Staff review of the condition would indicate that it is not applicable to current State Law and policy. In addition, because of the new ownerships, two projects will be submitted in the place of a single project. The applicant for CUP 92-07 has asked that the concurrent development condition bc removed from the Specific Plan. There is now no basis in law for the condition and also because of the separate ownership! there are practical difficulties With the condition. Therefore staff is recommending that thc condition be removed. In addition to the applicant's request to remove Planning Commission Resolution No. 2368 Condition No. 13, staff is recommending a general update of the conditions for Spec3 Plan 23. The update will be accomplished by establishing a new Planning Commissioi includes all of the original conditions which are still applicable. Therefore the Pld Director issued a notice of Prior Environmental compliance on October 15,1992.
