Police REQUEST FOR OUT-OF-STATE TRAVEL TO ATTEND DESERT SNOW INTERDICTION TRAINING CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2014-094 approving an out-of-state travel request from the Police Department for one officer to attend the 2014 Desert Snow Interdiction Training, in Cheyenne, Wyoming, June 3-5, 2014. ^ ITEM EXPLANATION: Homeland Security Investigations (HSI), a division ofthe Department of Homeland Security, will pay all associated expenses to send one Carlsbad police officer to the Desert Snow Interdiction Training workshop. The workshop provides training to teach officers to recognize and interdict vehicles and individuals transporting narcotics and firearms on interstate highways, forthe purpose of enhanced border protection. The training includes indicators of criminal activity, how to conduct systematic traffic stops, common vehicle concealments, how to seize currency, case law discussion, and related topics. The HSI's goal in sponsoring this training is to have trained officers in jurisdictions along the Interstate-5 corridor between Orange County and the border. The training does not create any obligation to the HSI. Rather, it fosters voluntary inter-agency cooperation in the interest of border protection and regional security. FISCAL IMPACT: All costs to attend the conference will be paid bythe Homeland Security Investigation (HSI) division of the Department of Homeland Security. ENVIRONMENTAL IMPAa: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore,does not require environmental review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 15 2.
