RECOMMENDED ACTION: Both the Planning Staff and Planning Catmission recamend that this be APPROVED and that the City Attorney be directed to preparc APPROVING CT 84-23/PuD-71, per Planning Ccmnission Resolution No. 234 ITEM EXPLANATION This item is a request for a 220 lot tentative tract mp and p: developent located as described above. The site is 34.4 acres in E project's density wuld be 6.4 dwelling units per acre. This is wit? du's/acre range designated on the general plan. The Planning Cm approved a 124 unit apartment project on the southwest prtion of the apartment project was considered at the same time as the pl developent . The developent consists of single family detached zero lot line k ranging in size frm 3600 to 9000 square feet in size. The units rar area from 1080 to 1700 square feet. The Planning Comnission found that the project met all the requiren Planned Developnt Ordinance. The Planning Cosconission is recornrending approval of this project. Through staff review and Planning Ccmnission hearing, all issues on have been satisfactorily resolved. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this piroject Wil any significant envirorumtal impacts and, therefore, has issued Declaration, dated July 30, 1984, which was approved 'by the Planninc on September 12, 1984. A copy of the environtnental dccmnts is on Land Use Planning Office. I. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manage ADOPT Resolution No. 2350 APPROVING SDP 84-8 and ADOPT Reso m347 recommending APPROVAL of CT 84-23/PUD-71 to the Ci Council based on the findings and subject to the conditionF contained therein. 11. PROJECT DESCRIPTION The applicant is requesting approval of a 223 lot/324 unit tentative tract map, planned development and a site develol plan located as described above. In June, 1980, the Planning Commission approved a 300 unit project consisting of condominiums, fourplexes, triplexes, duplexes and single family detached units on this site. ANALYSIS 1) Does the proposed project conform to the development standards of the Planned Development Ordinance? 2) Does the proposed project conform to the design criteri the Planned Development Ordinance? 3) Is the site adequate in size and shape to accommodate t proposed use? 4) Is the development compatible with surrounding developn Discussion Development Standards As proposed this project meets or exceeds the development standards of the Planned Development Ordinance. All of thc single family homes will have a two-car garage with a mini1 dimension of 400 square feet. This will. provide adequate I to fulfill the storage requirements as well as provide adec parking for two cars. Guest parking will be provided on tl public and private streets which serve this project. All of the units will have a level rear or side yard with I minimum dimension of 115 feet. In addition, there will be common recreation areas. As the Commission is aware, apartment projects are not sub the requirements of the Planned Development Ordinance. Th proposed apartment project, however, does comply with all requirements of the RD-M zone and incorporates many of the development standards and design criteria of the Planned Development Ordinance. The apartment project's common rec area will have a pool, spa, barbeque facilities, picnic ta deck area and a recreation building. Each of the units wi a balcony or patio with a storage closet. In addition, th project will have a common laundry facility. Design Criteria As proposed, this project conforms with the design criteri Planned Development Ordinance. Although 90 percent of the will be graded, the existing topographical character of tl will be preserved. The common recreation areas will be rc accessible to all of the units in the single family portic project. The slopes adjacent to Melrose Avenue and Corinl Street will buffer the single family homes from traffic nc generated on these streets. -2- w 0 *’ As mentioned previously, the apartment project will be clustf around a heavily landscaped common recreation area. Meander walkways will connect the units to the common recreatio area the parking areas. The buildings will be designed to providl central courtyards so that the majority of the units will ha windows on two sides. The buildings will be designed with offsets and insets to create shadow areas to give the buildi depth and interest. Staff believes the portion of the site that the proposed apartment project will be constructed on is adequate in size shape to accommodate the proposed use. As detailed in the previous paragraphs, all of the required parking alonq with amenities will be provided on site. The proposed project will be compatible with future surround development. A sixty foot wide public street and a heavy landscape screen will separate this project from the propose project from future low density development to the west. In conclusion, staff believes that the single family portior the proposed project conforms with the development standards design criteria of the Planned Development Ordinance. The E of the proposed apartment project is adequate in size and st to accommodate this project and the proposed project will be compatible with future development in the area, therefore, E recommends approval of CT 84-23/PUD-71/SDP-84-8. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this projc will not have a significant impact on the environment and, therefore, has issued a Negative Declaration on July 30, 19{ Attachments 1.
