Statement of the Matter
On May 12, 1976, the Planning Cornmission recommended approval of th requested Specific Plan (SP-175) and Tentative Subdivisign Map (CT- for reasons and subject to conditions of Planning Commission Resolu 1250 and 1251.
The requested Specific Plan/Tentative Map is'the last phase of the Altamira Project and will be developed as 135 low-profile single-fat attached (duplex/garden home) developments on 18.3 acres, west of Paseo Del Norte (Lowder Lalne) and north of Caminode las Ondas.

. The two subject requests constitute the last phase in the Altamira development.
Initially, the entire pro,ject was approved by a zone change from
R-l-?Q,OClC! to P-C (City Council Ordinapce 929f.1, d?t,~d Jsnuary 18, 1972), and Haster Plan (C-ity Council Resolution No. 1935, dated January 4, 1972). consists of four phases, ii.e. A, B, C and D. Phase "A" is a com- mercial site on the northwest corner of the 112 acre parcel. De-
velopment of this area has not been pursued, and was not cited as an integral part of the total development in the Master Plan.

Under the approved Master Plan, the project
Phase "B" located on the western half of the 112 acres, has been developed in two sections under a Specific Plan (SP-23 by City Council Ordinance No. 9233). The first and second sections were approved under Trac't Map CT 72-2.1 and CT 72-2.2, City Council Resolution 'No. 1952, 326 dwelling units.
Phase 'IC", located on the northeastern portion of the 112 acres
was approved by Specific Plan (SP-23B, City Council Ordinance No. 9325, dated September 5, 1972), and by CT 72-23, City Council Resolution No. 2061, dated August 15, 1972, 280 units. SP-238
and CT 72-23 included an open space lot dedicated to the City on the east side of Paseo de1 Norte.
The.subject requests, SP-175 and CT 76-4.cover the last residential phase of the overall development, Phase I'D". These requests includ ten dwelling units and a recreation facility on the east side of Paseo del Norte.

Environmental Impact Information: The initial approvals for the z tire planned community were given prior to the requirements of thc Ca-lifornia Environmental Quality Act. Subsequent phases were four to have non-significant environmental impacts.
An Environmental Impact Assessment form has been submitted to stal with supplemental information. A Negative Declaration has been issed for the following reasons:
The project is a final phase in an established residential development. Less grading will occur than in previously approved phases, and major street systems are existing.
Geneinal Plan Information: The LGnd Use Plan Map of the General Pian calls for Residential Medium density, 4-10 dwelling units pel acre. The proposed projlect will provide 7.4 dwelling units per acre.
Public Facilities: The project is within the service area of Car' bad Municipal Water District. The following comments were receivt from the Carlsbad Municilpal Water District:

' SECTION III: DISCUSSION: 0 **
The subject project's design is different than the previous phases
It entails the creation of Individual "postage stamp" lots for eacl unit.
The majority of the units will front on single loaded streets, wit views from the rear to the ocean. Each of these units will have a separate rear patio area.
The arrangement of the street system minimizes grading and creates a terrace effect. This design allows each terrace on which the units will be located a view over the terrace in front.
The'comrnon areas consist of two lots. Lot 138 is comprised of ~10 areas and front yards of all the units. This area will be maintai by the homeowners association. Lot 139 consists of a recreation facility on the east side of Paseo del Norte, including tennis cou jacuzzi, pool and recreation building,
The applicant has worked with staff to rect.ify certain problems in relation to the initially submitted plot plan.
The outstanding problems included:
1. Unbuffered parking along Paseo del Norte.

Staff has checked the lengths of various automobiles. A subcompac size automobile is about 14.5' to 15' long. An intermediate- size car is about 17.5' to 18' long. A full-size car is about 18.5' to 19' long. Station wagons range in size from 19' to 20' long.
Staff has also determined that the approximate distance to open the average garage is about 3 feet. As a result, Staff feels that the
following dimensions for garage setbacks would prevent automobiles .from being parked over the sidewalks or into the streets.:

The applicant has revised the plan to eliminate two of the four intersections on Camino de las Ondas through the use of cul-de- The Fire Chief has indiicated that the 35' radius for cul-de-sac adjacent to Camino de las Ondas as shown on the revised maps would be adequate only if the ends were open to allow emergency access.
Staff contacted Mr. Yeager, General Manager of McDougal Sanitat about the adequacy of the cul-de-sac turnarounds for trash true He indicated that for the type of truck used in Altamira, a 35' radius would be acceptable.
. Staff feels that the changes made in the plot plan create a mor workable internal and external project.
The de.nsity for the proposed development is substantially lower than the existing Master Plan calls for. Additionally, the Mas Plan calls for three and four story apartment units.
Staff feels that in addition to the Specific Plan, a Master Pla . Amendment should be'considered by the Planning Commission. This would'take the same form as the Specific Plan Map and could be approved simultaneously.

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOM- MENDING APPROVAL OF THE TENTATIVE MAP RE- QUEST FOR A 140 LOT SUBDIVISION ON PROPER- TY GENERALLY LOCATED WEST OF PASEO DEL NORTE, NORTH OF CAMINO DE LAS ONDAS, EAST OF CAMINITO DEL PRADO AND SOUTH OF CAMINITO ESTRADA

WHEREAS, pursuant to the provisions of the Municipal C
the Planning Commission did on May 12, 1976 hold a duly not
public hearing to consider a request by Wes Mudge (Agent,
Pacific Scene, Inc.).
WHEREAS, a verified application for a certain property
shown on the attached map has been filed with the City of C

evidence presented, the Planning Commission made certain fi
ings and reached a decision on the request as hereinafter s
forth.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commiss
of the City of Carlsbad as follows: .
A. That the above recitations are true and correct.
8. That the Planning Commission makes the following findi of fact:
1) The proposed map is consistent with the General F because :
a) The Land Use Plan Map of the General Plan st the subject property as RM 4-10 dwelling uni per acre. The proposed project has a densil of 7.4 dwelling units per acre.
b) Circulation is provided for in a manner cons with the Circulation Element.
2) The proposed map is consistent with the Master P1 because:
a) A Master Plan Amendment is approved to suppl ment the submitted Specific Plan and Tentati Map.

FROM: PLANNING COMMISSION
RE: ENCINA SEWAGE TREATMENT PLANT
In reviewing the request for Specific Plan and Tract Map (SP-I75 and CT 76-4) for Altamira Unit #4, the Planning Commission discussed the problem of odor from the Encina Sewage Treatment Plant. The Planning Cornmission felt that prospective buyers of units in Altamira should be made aware that the treatment plant was nearby and that there had been problems connected with it.
Therefore, the Planning Commission requested that the City Council consider requiring a notice in the CC&R’s explaini that there is presently an odor problem at the Encina Plan
but the appropriate agencies are working on the solutions.
The Planning Commission believes this will be fair. to buye and possibly relieve complaints from these new residents.
