RECOMMENDED ACTION:
That the City Council approve and authorize staff to explore and develop a joint-use police
training facility.
ITEM EXPLANATION:
Currently, the Carlsbad Police utilize an existing training range that is located near the
Palomar Airport. Due to the layout and development of the proposed Municipal Golf
Course, this range will need to be relocated. In addition to the need to provide the Carlsbad
Police with a firing range for training purposes, this type of training facility is also needed on
a regional basis by other governmental agencies.
It is envisioned that this new, top-quality training facility would be available for use by the
Carlsbad Police, other regional law enforcement agencies, and the public at-large. In order
to get a better understanding of the possibilities of such a project, staff would develop
location options for this facility, and cost estimates for construction and maintenance. Since
the facility would be available for public use, there is also a potential revenue stream.
Use of the training facility would be based on a tiered priority system of use. Carlsbad
Police would have first rights to its use. This would provide police with a reliable training
center where they would be able to train at their convenience. The ability to provide a
proper training facility is critical in maintaining a qualified police force. Next would be
regional law enforcement agencies. Currently, Carlsbad allows several regional agencies to
train at the existing range. Staff would look at extending this hospitality under the new
facility; however, there may be some nominal fees charged to these agencies to cover the
costs based on their use. Last would be the private citizen. This new facility would be
made available for recreational purposes when not in use by law enforcement. Based on a
comparison of the market and the cost (both capital and operational) of the facility, staff
would develop possible user fees to be charged to the private user.
FISCAL IMPACT:
At this time the fiscal impact of this project is unknown.
