SEWER MAIN TELEVISION INSPECTION
DEPT. CMWD PROJECT NO. 93-405
RECOMMENDED ACTION:
Adopt Resolution No. & accepting a bid and awarding a contract for the sewer main television inspection
project, CMWD Project No. 93-405, Contract No. 2489.
ITEM EXPLANATION:
On January 4, 1994, the Board of Directors authorized the advertisement of bids for sewer main television
project. Four (4) sealed bids were received March 18, 1994, as follows:
1. Video Inspection Specialists
2. Empire Pipe Cleaning & Equipment
3. Houston & Harris
4. National Plant Service, Inc.

The television inspection will provide information to determine what sewer lines need repair or replacement.
This project also includes cleaning of sewer lines. The inspection area is approximately between l-5 and El
Camino Real and south of Carlsbad Village Drive as shown on the attached location map. Television
inspection is anticipated to require approximately one hundred twenty (120) calendar days to completion.
The Engineer’s cost estimate for television inspection was $80,000.
Plans and specifications for the sewer main television inspection have been prepared by the District
maintenance and operations staff. In accordance with Section 3.28.120 of the Municipal Code, an Invitation
to Bid was published. Four (4) responses were received, opened, witnessed and recorded on March 18,
1994. Project Manager and Purchasing staff have reviewed the complete bid documents from all parties in
detail and concluded that the lowest responsive, responsible bidder is Video Inspection Specialists, 4705 W.
Santa Ana, Fresno, California, 93711, for a contract amount of $51 ,104.34. Need for reconstruction of sewer
lines may be determined after the televised inspection and will be budgeted in next year’s fiscal budget.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, per CEQA Guidlines Article 19,
Categorical Exemptions, Sections 15301 and 15306 of the California Code of Regulations.
FISCAL IMPACT:
Funds in the amount of $90,000 have been appropriated in the budget as part of the 1993-94 Sewer
Operations Budget, therefore, there are funds available for this project.
The televised inspection bid for the project is $51,104.34. The estimated District-funded project costs are as
follows:

A RESOLUIION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING
CONTRACT FOR SEWER MAIN TELEVISION INSPECTION, CMWD
PROJECT 93-405, CONTRACT NO. 2489
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
California has previously authorized the advertisement for bids for the Sewer Maim Television Inspection,
CMWD Project No. 93-405, Contract No. 2489; and,
WHEREAS, four (4) sealed bids were received on March 18, 1994, for said project; and,
WHEREAS, all bid documents received from all bidders have been reviewed in detail and
the Board of Directors does hereby find that the lowest responsive, responsible bid received for the
televised inspection of said project was submitted by Video Inspection Specialists, 4705 W. Santa Ana,
Fresno, California, 93711, in the amount of $51 ,104.34.
NOW, THEREFORE, BE l-l- RESOLVED, as follows:
II 1. That the above recitations are true and correct.
2. That the bid amount in the amount $51,104.34 submitted by Video Inspection
Specialists is hereby accepted, and the President is hereby authorized to execute a contract thereafter.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carfsbad Municipal
Water District held on the April , 1994, by the following vote to wit: 19th day of
