CIRCULATION (PANNONIA - KLUG)

Accompanying this memo is an analysis of the proposed traffic conditions in
the area of the subject development. The traffic study (Alan M. Voorhees
& Assoc., Inc., January 31, 1973) and the attached report prepared by the
City Engineer are submitted for your review. Particular note shall be paid
to "Condition B" of the Voorhees Report and the summary findings of the
City Engineer. In both cases, through traffic is not recommended between
Hillside Drive and the Carlsbad Highlands to the North, via Sunnyhill Drive.
However, emphasis is placed upon provisions for emergency, pedestrian and
bicycle traffic.
The reclassification request is for only that portion of the subject property
which is south of the center line of Hillside Drive extension and does not
include properties north of Hillside Drive. This demarcation is not explicit
in the January 9th Staff Report and is therefore clarified at this time.
The Engineering Analysis and the Traffic Consultant's Analysis both state
that a connection between Hillside Drive and Sunnyhill Drive (or other
similar connection) will not have any appreciable affect upon road re-
quirements for the circulation system within the study area. Therefore, it
is the Planning Department's opinion that in order to promote the welfare
and safety of the general public, the Planning Commission consider one of
two alternatives for circulation between the Carlsbad Highlands and Hillside
Drive:
1. A temporary connection be provided over a designated lot at the
end of Sunnyhill Drive. This provision would require a minimum
of 24 feet of roadway paving. At such time, a permanent connection
can be provided in a future subdivision, the temporary connection at
Sunnyhill Drive may be reverted to a residential use and a cul-de-sac
completed.

2. A permanent connection be provided at the end of Sunnyhill
with full street improvement required of a 60' right-of-way.
Based upon the traffic reports as submitted by the Engineering Department
and the traffic consultant, the Planning Staff recommends the Commission
adopt the Recommendations of Conditions of the Staff Report dated January
9, 1973, with the following addition to the Conditions:
1. A permanent connection shall be provided between the Carlsbad
Highlands and Hillside Drive.
A point of clarification is necessary to stipulate the area requested to
be reclassified from R-l-15,000 to R-l-7500. The applicant is requesting
a classification only for that property south of the center line of the
proposed Hillside Drive extension. The property north of Hillside Drive
will remain as R-l-15,000.

FOR A 165-LOT RESIDENTIAL DEVELOPMENT AND ACCEPTANCE
OF THE ENVIRONMENTAL IMPACT ASSESSMENT.

General Discussion;
The applicant is requesting a reclassification of zone from R-l-15,000
to R-l-7,500 and approval of a tentative map (C.T. 72-28) for a 165-
lot single-family residential development on 59 acres lying, generally,
southerly of the termini of Sunnyhill, Clearview, and Skyline Drives,
and extends southerly to within 200 ft. of Park Drive. Laguna Riviera
subdivision is to the east and Klug's tract (C.T. 72-18) is to the
west. The General Plan designates the area as low density (3-7 dwelling
units/net acre). The surrounding zoning is as follows:
North - R-l-15,000
East - R-A-10,000
South - PC
West - R-l-15,000, R-l-10,000, R-l-7,500
The site is presently undeveloped and varies in elevation from a.bout
280 ft. above sea level down to about 80 ft.. The ground slopes
generally to the south., and west, and storm water drainage flows to
the Agua Hedionda Lagoon through two main washes.
Public utilities, water and sewer, have been designed and constructed
to accommodate 7 dwelling units/acre-. Since" this development' is proposed
at 2.8 dwelling units/acre, existing utilities will suffice.
This application has complied with the requirements of the "City of
Carlsbad Environmental Protection Ordinance of 1972".
A written analysis of the environmental impact, prepared by staff,
focused on four factors that could cause an impact (See accompanying
Environmental Impact Analysis). Staff would consider the singular
environmental impact of the proposal insignificant, however, it should
be noted that the cumulative effect of development in this area might
cause problems with future traffic circulation.
As presently proposed, all lots (23) north of Hillside Drive are
15,000 sq. ft or more. These lots abut the R-l-15,000 properties to
the north. Other lots are broken down as follows:
10,000 sq. ft or more - 48 lots
9,000 - 10,000 sq. ft. - 40 lots
7,500 - 9,000 sq. ft. - 54 lots

There have been discussions with the applicant's engineer regarding
a minor revision to the design, dropping a few lots, and changing
the zone to R-l-9,500. This change could be easily accomplished
and should be considered as an alternative.
Recommendation:
A. The Staff recommends denial of the Change of Zone from R-l-15,000
to R-l-7,500, but would recommend approval of a reclassification
to R-l-9,500 for the following reasons:
1. Most of the lots shown on the tentative map are 9,000
sq. ft. or more, and by dropping a few lots, all of them
could be designed at 9,500 sq. ft. minimum.
2. R-l-9,500 would provide a good buffer zone between R-l-15,000
and R-l-7,500.
B. The Staff recommends approval of the tentative map, with minor
changes in design as spelled out under Conditions of Approval,
for the following reasons:
1. The proposed devejopment is in conformance with the adopted
General Plan.
2. Public utilities and circulation system are adequate to
serve this project.
Conditions of Approval of the Tentative Map:
1. All lots south of Hillside Drive shall maintain a minimum lot
size of 9,500 sq. ft.
2. Lots #92, 93, 94 and 112 shall be redesigned to eliminate the
need for a cul-de-sac at the southerly terminus of "E" Street.
3. Lots #139-142 shall be redesigned to eliminate the small-angled,
hard-to-maintain corners of lots along "E" Street.
4. Improvement plans shall conform to the "City of Carlsbad Engi-
neering Design Criteria and Standard Plans" and be compatible
to proposed C.T. 72-18.
5. All cut and fill slopes shall be rounded as required by the City
Engineer prior to issuance of building permits.
6. Street lighting shall be City owned and installed by developer
as approved by City Engineer.
7. Access rights to one street shall be relinquished on those lots
having frontage to two streets except as approved by the City
Engineer.

8. The proposed sewer system from "A" Street to Park Drive shall
be designed to provide paved access to all manhole structures.
9. Access shall be installed to Park Drive and Valencia Avenue, via Hillside
Drive, with a minimum 24' paved roadway and 6' graded D.G. shoulders, if
this development precedes proposed developments to the east and west.
10. Drainage from the water reservoir site shall be conveyed to a drainage
system subject to approval by the City Engineer.
11. Clearview Drive shall be "cul-de-saced" to prevent through traffic,into
an established residential neighborhood. Provisions for the passage of
emergency vehicles, satisfactory to the City, between Sunnyhill Drive and
Hillside Drive, shall be included in the final design.
12. A 12' minimum width easement for sewer purposes between the Sunnyhill
Pump Station and the end of the proposed sewer line in CT 72-18, shall be
granted to the City within 60 days of the date of approval of tha Tentative
Map. Location shall be subject to approval of the City Engineer.
13. The offsite storm drain system is not approved as shown. Final design
shall be subject to City Engineer approval.
14. Payment of parks-in-lieu fee shall be made prior to final recordation.

When the tentative map was originally considered, additional
information on circulation was requested by the Planning Commission,
Since that date, the developer has retained Alan M. Voorhees and
Associates, Inc., Transportation and Planning Consultants, to re-
analyze the traffic needs of the portion of the City containing and
surrounding the proposed subdivision. Voorhees was previously re-
tained by the City in late 1970 to analyze the same area and make
recommendations regarding street patterns. Their recommendations
at that time, were based on general plan densities. This recent
update is based upon actual densities which have taken place since
the 1970 study, upon those densities proposed in the current sub-
division, and those reasonably expected to prevail in the still
undeveloped areas.
A copy of the Voorhees supplemental report is attached for your
information as attachment A. Voorhees considered three basic alter-
natives, all of which have been discussed to various extents with
the Commission.

The basic finding of the re-analysis is that traffic generation is
moderately reduced by the less intensive land use which is actually
taking place. This will permit a reduction in required street width
in the section of Hillside Drive between Park and Kelly. It will
not have a significant effect on the street width for Hillside/High-
land between Park Drive and Tamarack Avenue. Another very signifi-
cant finding is that a connection between Hillside Drive and Sunny-
hill Drive, or other streets in the developed area to the north of
Pannonia, will not have any appreciable affect on road requirements
for Hillside/Highland or other streets within the study area.

no through connection to the existing developed area to the North.
I concur with his recommendation for the following reasons:
1) Very adequate public circulation will be provided to traffic
on Hillside Drive between Park and Kelly, with consideration
for the existing developments in Laguna Riviera.
2) There will be no disruption of the established Carlsbad
Highlands residential neighborhood.
3) Traffic will not be encouraged to utilize the potentially
hazardous intersections of Birch at Sunnyhil 1 and Alder at
Monroe. The intersection of Birch at SunnyhMl would
probably require signalization in the near future if a
direct connection were made to Sunnyhill Drive. It is
probable that no signalization will be required without a
direct connection.
A-) The traffic volumes are not increased on Park Drive south
of Adams. This is in an area with considerable existing
development. The street can be adequately designed to
handle the traffic proposed under condition B, but
construction for condition C would be very difficult.
We recommend that the Tentative Map be approved subject to the
conditions of the staff report.

Dear Mr. Ladwig:
At our meeting with Mr. Hunter Cook earlier this month, we discussed
the road system relating to your project "Pannonia, " the changed land use
for the area, and proposals for revising the General Plan road system.
. As a result of this discussion, we were asked to investigate three condi-
tions affecting the road system in the area:
Condition A. The effect of the changed land use on the traffic assignment
to the road system, making no changes to the General Plan
road configuration.
Condition B. The effect on the road system if there are no north-south
connecting routes between Tamarack-Birch and Hillside
Drive, from Park Drive easterly to El Camino Real.
Condition C. The effect if Hillside Drive does not form a continuous
route from Park Drive easterly to Kelly Drive.
The traffic generation from the reduced land use densities used in
Condition A are also used for Condition's B and C traffic assignments.
The following discussion describes our analysis and findings pertaining
to these conditions.
In September of 1970, our firm performed a traffic analysis in this area
for the City of Carlsbad. The study limits extended northerly to Chestnut
Avenue, with the lagoon as the south limits and El Camino Real and
Highland Drive the respective east and west limits. That study provided
the base data for this current analysis, and the same procedures were
used. A copy of that report is enclosed for your information.
CONDITION-A
A land use map furnished by the City of Carlsbad shows that most of the
land use densities for the area southerly of Tamarack Avenue have been
revised. The net effect is a reduction in trip generation of approximately
27% resulting from these revised densities. The traffic volumes on the
General Plan road network affected by this reduced trip generation were
revised. These estimated Average Daily Traffic (ADT) volumes are

shown on Exhibit 1 for Condition A, along with the ADT volumes from
the 1970 analysis for comparison purposes. The greatest reduction is
4, 500, which is on Tamarack west of Highland Drive. Hillside Drive at
Highland Drive was reduced from 15,500 to 12,000. Reductions on other
links in the road system range from 400 to 2,300.
The criteria used to assess or measure the adequacy of these roadways
is the same as that recommended in the September, 1970 report, page 13,
and is as follows:

The volumes listed under "Maximum Average Daily Traffic" are those
volumes which can be accommodated within the limits of good urban
design practices. The roadways will carry more traffic than that shown,
but congestion and operational problems will occur.
Relating the above standards to the volumes shown on Exhibit 1, Park
Drive and the Highland-Hillside section between Tamarack Avenue and
Park Drive fall within the major collector classification standards. (The
analysis published in September 1970 recommended these road sections
as major collectors although the volumes were slightly in excess of the
13,000 standard.)
CONDITION B
In Condition A described above, it was assumed that there would be a
connection from Pannonia northerly to Tamarack-Birch Avenue, and that
'traffic could freely circulate through this area based on the travel desires.
For Condition B, it was assumed that there would not be this north-south
connection. The analysis for Condition B was made by reassigning the
traffic, which used this north-south connection, to the next most conven-
ient route. The revised traffic volumes are shown on Exhibit 2 along
with the volumes, for comparison purposes, from Exhibit 1 resulting
from, the changed land use densities. It can be seen from Exhibit 2 that

there is not a great increase or decrease of traffic on any of the road
links in the network. None of the road sections would change classifica-
tion as a result of the traffic reassignment. The greatest increase is
1, 500 on Tamarack west of Highland, while Hillside Drive within
Pannonia was reduced from. 8, 100 to 6, 800.
CONDITION C
The third part of this analysis, Condition C, assumes that Hillside Drive
does not form a continuous route from Park Drive easterly to Kelly Drive.
This essentially means that this east-west traffic would divert to the next
most convenient route, in this case either Park Drive or Tamarack-Birch
Avenues. These revised traffic volumes are shown on Exhibit 3 along with
the volumes from Exhibit I for the revised densities. The effect is to re-
duce Hillside Drive to 3,600 and 3,100 ADT at the westerly and easterly
ends respectively. The significant difference with this condition is that
traffic between Kelly Drive and points to the north would use Park Drive,
since it is the next most convenient route. Accordingly, the traffic
volume on Park Drive has increased from 13,000 (Condition 1) to 17,300.
It is possible that some traffic desiring to go north out of the development
would divert to Cannon Road, then to 1-5 north. This possibility becomes
quite likely if peak hour congestion develops at the intersection of
Tamarack Avenue and Highland Drive.
CONCLUSIONS
The conclusions reached are based on the traffic assignments shown on
the Exhibits for the three conditions, which are briefly restated here for
ready referral.
Condition A - Reduced land use density, but no change to General
Plan road system.
Condition B - No north-south route connecting to Hillside in the
Pannonia development or adjacent properties.
Condition C - Hillside Drive not continuous between Park Drive
and Kelly Drive.
Condition A -
The revised land use densities result in an overall traffic generation
reduction of 27% in the revised area. The net result is a general re-
duction in the traffic volumes on the individual links in the road system.

Park Drive is reduced from 14, 800 to 13,000, which is within the volume
range of a major collector street. Hillside Drive westerly of Park Drive
has been reduced from 15,500 to 12,000. A four lane undivided roadway
is necessary to adequately accommodate this traffic volume. The reduc-
tion in traffic on the road system is most noticeable on Tamarack Avenue,
where the volume was reduced from 24,400 to 19,900. This will be a
substantial improvement to intersection operation at Highland Drive.
Condition B -
The elimination of a connection to Hillside Drive via Sunnyhill Drive (or
perhaps some alternate route) does not significantly affect road require-
ments due to changed travel patterns. The largest increase in volume
due to the changed travel patterns is 1, 500 on Tamarack easterly of
Highland. Hillside Drive westerly of Park Drive has been reduced from
12,000 to 11,200, still within a four lane roadway classification. It can
be said that a connection to Hillside Drive in the Pannonia development
or adjacent areas, or the elimination thereof, does not have a significant
effect on the road requirements. However, it would be desirable to have
an emergency vehicle, bicycle, and pedestrian access connection between
Hillside Drive and Sunnyhill Drive.
Condition C -
The elimination of a continuous route on Hillside Drive between Park
Drive and Kelly Drive has two significant effects. It reduces the volumes
on Hillside Drive in the Pannonia area to residential collector classification,
(60-68 ft. right of way) and it increases traffic on Park Drive in the same
area from 13, 000 to 17, 300 (102 ft. right of way) changing it from major
collector to major arterial status. Volume changes on other roads in the
system neither increase or decrease enough to change classifications.
Should this plan be adopted, a connection between the two separated areas
would be desirable for emergency vehicles, bicycles and pedestrians.
General Comments -
The interior road network which has already developed and is continuing
to develop in the study area places emphasis on Tamarack Avenue, Park
Drive and Kelly Drive, along with that segment of Highland-Hillside be-
tween Tamarack and Park. Our analysis did not indicate that the Highland-
Hillside segment would become less important under any of the conditions
studied. The need for improvements (to eventually a four-lane roadway)
on Tamarack Avenue westerly of Highland Drive will be apparent as traffic

continues to increase. Under the present plan, Tamarack is to be developed
as a major collector. This means that on-street parking would have to be
removed to have four lanes, and a median for access control and turning
lanes. If congestion at the intersection of Tamarack and Highland begins
to cause substantial delays, then there is a possibility that traffic will be-
gin to divert to alternate routes if time can be saved. Adams Street might
provide an alternate route. For the motorists desiring to go to and come
from the north, enough traffic diversion to Cannon Road to provide sub-
stantial relief for the Hillside-Highland link is not likely, because of the
increase in travel distance and travel time over that of the Hillside -
Tamarack route.
After assessing the above alternates and their effects, I believe a reason-
able plan for Hillside Drive is that offered under Condition B, which pro-
vides for Hillside Drive as a continuous route between Park Drive and
Kelly Drive. Traffic volumes on Hillside Drive easterly of Park Drive
are within the limits of a residential collector street classification.
Hill side-Highland Drive between Park and Tamarack could be developed
as a two-lane roadway, with no parking, control of access where possible,
and widening at the intersections to permit two approach lanes. This
approach widening would be especially necessary on Highland at Tamarack
to provide efficient operation of the future signalized intersection, and on
Hillside westerly of Park Drive. Traffic could be accommodated under
these conditions with a minimum amount of disturbance to the existing
neighborhood and the natural topography.

THE CARLSBAD CITY PLANNING COMMISSION of the City of Carlsbad does
hereby resolve as follows:
WHEREAS, the Planning Commission did on the 9th day of January, 1973
hold a duly noticed Public Hearing to consider a reclassification in zone
from R-l-15000 (one family residential, 15000 sq. ft. minimum lot size) to
R-l-7500 (one family residential, 7500 sq. ft. minimum lot size) on real
property in the City of Carlsbad, County of San Diego, State of California,

1. The applicant agreed to amend his request for a
change of zone from R-l-15000 to R-l-9500, instead of23 R-l-7500.
2. The said amended change of zone is consistent with the
goals and objectives of the City's adopted General Plan.
3. The said amended change of zone will not be detrimental
to the public health, safety and general welfare, and;
WHEREAS, said application has complied with the requirements of the
"City of Carlsbad Environmental Protection Ordinance of 1972" and has been
determined to have an insignificant impact on the environment;

The City Council of the City of Carlsbad, California, DOES
ORDAIN, that Title 21 of the Municipal Code is amended to read as
follows:
Section 1. - The following described real property is granted
a Change of Zone from R-l-15,000 to R-l-9,500, and that the
official zoning map referred to in Section 21.06.030 of the Muni-
cipal Code b.e changed accordingly:
A portion of Lot "I" of Rancho Agua Hedionda
Map No. 823, in the City of Carlsbad, County

Section 2. - Effective Date: This Ordinance shall be
effective on the 31st day following its adoption, and the City

My wife and I would like to add
our voice with those who oppose the use of
Sunnyhill Drive as a main thorofare.
We would suggest that Tamarack
be routed south paralleling Sannyhill Drive and
then to the East through the proposed Klug
development to El Camino Real. If this were
done Tamarack, already a main thorofare would
provide the needed access from 1-5 to El Camino
Real.
We can see the need for tying
Skyline and Sunnyhill Drive into future road nets
as feeder streets, but not as a main thorofare.
We ask your support in our behalf
on this matter.
