DIRECTOR MTG. 4/21/15 ATTEND THE GETTYSBURG STAFF RIDE CITY ATTY. DEPT. POLICE/FIRE WILDLAND FIRE & INCIDENT MANAGEMENT TRAINING IN GETTYSBURG, PA CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2015-100 authorizing out-of-state travel from the Police & Fire Departments for one police sergeant and one fire emergency preparedness coordinator to attend the Gettysburg Staff Ride wild land fire & incident management training in Gettysburg, PA on May 4-8, 2015. ITEM EXPLANATION: The Gettysburg Staff Ride wild land fire & incident management training is an immersion experience for senior leaders in emergency management. Students gain historical insights to strategic leadership concepts and philosophies while participating in a Civil War era staff ride, experiencing the decisions, actions and communications from leaders in a wartime setting. A staff ride links a historical event, systematic study, and actual terrain to produce critical incident analysis in three dimensions. The San Diego Urban Area All Hazards Incident Management Team, which is specially trained to provide immediate assistance to agencies within the San Diego region during major emergency events, is sponsoring the sergeant's and the emergency preparedness coordinator's participation in the Gettysburg Staff Ride. They are both members of this team. FISCAL IMPACT: The cost for one sergeant and one emergency preparedness coordinator to participate in the Gettysburg Staff Ride, including registration, airfare, and hotel is approximately $3,600. The San Diego Urban Area All Hazards Incident Management Team has funding from the Urban Area Security Initiative (UASI) to pay for the training and related travel. There will be no cost to the City of Carlsbad. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. The above recitations are true and correct. 2.
