This item authorizes the City of Carlsbad Emergency Management Coordinator, Fire Division Chief Michael Smith, to act as the Agent of the City in matters relating to federal and state compensation for losses incurred by the City during the Winter Storms of 1995. On June 8,1996, the City of Carlsbad submitted documents to the Federal Emergency Management Administration (FEMA), identifying damages to City property that occurred during the January 1995 storms. The City is eligible for federal reimbursement of seventy five percent of those damage repair costs. Additionally, upon federal disbursement of these funds, the State of California will reimburse the City for an additional eighteen percent of the costs. The Governor’s Office of Emergency Services (OES), and FEMA have reviewed and approved the claims. The accompanying resolution, will permit completion of the processing and disbursement of funds. FISCAL IMPACT: Preliminary estimates by OES indicate the City is eligible for approximately $27,000, as compensation for repairs and losses resulting from the 1995 Winter Resolution No. 96 .-. WHEREAS, the City incurred losses in the form of property damage during the winter storm disaster of January 1995; and WHEREAS, under the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, the City of Carlsbad is entitled to reimbursement for lcertain of those losses; and WHEREAS, the City of Carlsbad must appoint an agent to represent the interests of the City in matters relating to claims and reimbursement for those losses; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2.
