Adopt Resolution No. 99 q approving plans and specifications, appropriating additional
funds, and authorization to advertise for bids for the construction of the Jefferson Street 12-inch
Potable Water Main, CMWD Project No. 94-101, Contract No. 31821/35331.
ITEM EXPLANATION:
This project constructs two separate pipelines. One pipeline is a new 12-inch diameter potable
water pipeline in Jefferson Street extending from Las Fiores Drive to Marron Road. it will
replace an existing 50 year old pipeline, improve fire flow capacity, and provide a more reliable
system by interconnecting existing water pipelines. The second pipeline replaces a portion of
the existing Vista/Carisbad interceptor Sewer and is referred to as Reach 5A. Reach 5A is from
Las Fiores Drive to the Jefferson Street Bridge crossing of interstate 5. This sewer is jointly
owned by the Cities of Vista and Carlsbad. The existing sewer pipeline and manholes have
been severely corroded due to hydrogen suifide, and the daily flow rate now exceeds pipeline
design capacity. The existing sewer pipeline will be abandoned along this reach. The sewer
portion of the project is being presented to the City Council for review and approval. The water
portion of the project is being presented to the District Board of Directors for review and
approval. The construction contract will be a three party contract between the Contractor, City
of Carlsbad and Carisbad Municipal Water District. The Contract will involve separate bid
schedules for sewer and water, and the fiscal impact will be separated accordingly. Staff
recommends proceeding with the proposed construction of the 12-inch diameter potable water
pipeline in Jefferson Street to replace the existing 50 year old pipeline to improve fire flow
capacity and provide a more reliable system.
The engineering staff has prepared plans and specifications to construct the pipelines which are
available for review in the Engineering Department. Construction is anticipated to require
approximately one hundred eighty (180) calendar days from the date of issuance of the Notice
to Proceed. in accordance with Section 3.28.080 of the Municipal Code, an invitation to Bid will
be published, and the contract will be awarded to the lowest, responsive, responsible bidder
subject to the Board of Directors approval. This project includes water line installation and
interceptor sewer replacement in Jefferson Street as shown on the attached location map. Staff
recommends approval of the project plans and specifications and requests approval to proceed
to bid for the installation of the Jefferson Street 12-inch diameter potable water distribution
main.
FISCAL IMPACT:
The engineer’s estimate of the project cost is $400,000. The project cost includes the water
pipeline. Funds in the amount of $267,375 have been appropriated in the 1997-98 budget from
the major facilities fund under Jefferson Street (interstate 5 to Marron Road). Since this is less
than the $400,000 estimate, an additional $132,625 is required to be appropriated from the
major facilities fund. The budget appropriation in the amount of $400,000 covers construction
including contingencies, inspection, administration, and legal expenses.

ENVIRONMENTAL IMPACTS:
The Planning Department has reviewed the documentation on the project and issued a
categorical exemption on June 20, 1995. The California Coastal Commission issued a permit
on November 20, 1995.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR APPROVAL OF PLANS AND
SPECIFICATIONS, APPROPRIATION OF FUNDS, AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR
BIDS FOR JEFFERSON STREET 12-INCH POTABLE WATER
MAIN, CMWD PROJECT NO. 94-101, CONTRACT NO.
31821/35331
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of
Carlsbad, California, has determined it necessary and in the public interest to approve the plans
and specifications, to appropriate funds, and to authorize publishing an advertisement for bids
for the Jefferson Street 12-inch Water, CMWD Project No. 94-101, Contract No. 31821/35331 ;
and
WHEREAS, funds appropriated in the 1997/98 Budget for water main installation
in Jefferson Street in the amount of $267,375 are available, and additional funds in the amount
of $132,625 are required for construction; therefore, approval of an additional appropriation will
be required from the major facilities fund to increase the total to $400,000; and
WHEREAS, plans and specifications for the Jefferson Street 1%inch Potable
Water Main, CMWD Project No. 94-101 have been prepared by the engineering staff with a
cost estimate of $400,000 which are available for review in the Engineering Department; and
WHEREAS, authorization is hereby granted by the Board of Directors to publish
an Invitation to Bid in accordance with Section 3.28.080 of the Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Carlsbad Municipal Water District of Carlsbad, California, as foilows:
. 1. That the above recitations are true and correct.
2. That the plans and specifications and cost estimate of $400,000
submitted by the engineering staff which are on file with the Engineering Department are
incorporated herein by reference and are accepted.

3. That authorization to publish an invitation to bid in accordance with
Section 3.28.080 of the Municipal Code be granted.
4. That approval of additional funds in the amount of $132,625 be
appropriated from the Major Facilities Fund.
PASSED, APPROVED, AND ADOPTED at a special meeting of the Carlsbad
