POL RECOMMENDED ACTION : City Council adopt Resolution No. accepting the Community Oriented Policing Services (COPS) Homeland Security Overtime Program Grant funds and appropriating the funds to be used for homeland security overtime activities. 2004-1 17 TITLE : ACCEPTANCE OF HOMELAND SECURITY OVERTIME PROGRAM GRANT FUNDS AND APPROPRIATION OF FUNDS MGR. a? ITEM EXPLANATION : The City of Carlsbad’s application for funding under the US Department of Justice Assistance Fiscal Year 2003 COPS Homeland Security Overtime Program was approved in the amount of $40,237. Through this funding, the Carlsbad Police Department will be able to enhance our current homeland security efforts through initiatives such as enhanced response training, a critical incident drill, additional training on the emergency operations plan, increased patrol at high-risk locations when needed and backfill of patrol hours for officers committed to military operations in the Middle East. These funds will enable the Police Department to have a prepared and well- trained workforce, and to coordinate with the businesses and the community to identify critical asset locations while meeting the needs and expectations of the community. These one time funds can only be used to supplement, not replace, law enforcement overtime budgets and must be spent within one year from the receipt of the grant. The federal funds may not exceed 75 percent of the total projected overtime costs. The City must provide at least 25 percent of the total projected overtime cost in cash. It is recommended that these matching funds come from the police asset forfeiture fund. With a block grant award of $40,237, the cash match must be $13,412; for a total overtime-funding amount of $53,649 for eligible non- supervisory sworn personnel. FISCAL IMPACT: The total projected overtime cost is $53,649; $40,237 would come from the overtime grant award. The required cash match of $13,412 would be appropriated from the police asset forfeiture fund. Per the requirements of the COPS Homeland Security Overtime Program, overtime funds must be expended prior to August 31, 2004. Only after August 31, 2004, will COPS reimburse the City with the awarded grant funds. Therefore, the Police Department is requesting the appropriation of these funds in advance of receiving the reimbursement. EXHIBITS: 1. Resolution No. 2004-117 DEPARTMENT CONTACT: Lynn Diamond, (760) 931 -21 70, Idiam@ci.carlsbad.ca.us .1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2004-1 17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING AND APPROPRIATING THE HOMELAND SECURITY OVERTIME PROGRAM GRANT FUNDS WHEREAS, the City Council of the City of Carlsbad, California wishes to accept the Community Oriented Policing Services (COPS) Homeland Security Overtime Program Grant fund; and WHEREAS, the grant was awarded to the Carlsbad Police Department and is recommended for acceptance by the Carlsbad City Council; and WHEREAS, the grant of forty thousand two hundred and thirty seven dollars ($40,237) from the COPS Homeland Security Overtime Program will be appropriated to the Carlsbad Police Department; and WHEREAS, the cash match of thirteen thousand four hundred and twelve dollars ($13,412) will be appropriated from the police asset forfeiture fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City does hereby accept the grant from the COPS Homeland Security Overtime Program Grant Fund totaling a value of forty thousand two hundred thirty seven dollars ($40,237). 3. That the Finance Director is hereby directed to appropriate $53,649 for overtime costs related to Homeland Security training, and appropriate the cash match of $13,412 from the police asset forfeiture fund.
