ITEM EXPLANATION:
The City of Carlsbad has a range of tools, resources, plans, and agreements in place in order to respond effectively to a natural or man-made disaster that impacts our citizens or City assets. The City is ready to respond to major events and to assist others under the Mutual Aid agreements.
City Basic Emergency Operations Plan: The City has a Basic Emergency Operations Plan that
addresses major emergencies with the application of the Standardized Emergency Management
System (SEMS) and the Incident Command System (ICs). The plan details the City’s response to
emergencies in an efficient and controlled manner. This basic plan is based on the “All Hazards”
concept that recognizes the response to many major emergencies is the same except for a few
specific types of incidents. While the causes of emergencies may vary, the potential effects of
emergencies do not. This means that the City can plan to deal with effects common to several
hazards, rather than develop separate plans for each hazard.
Mutual Aid: Mutual aid is a statewide system for sharing resources. With the current mutual aid
agreements in San Diego County, local agencies share resources during times of emergency when
the needs of an agency exceed their capabilities. There is no charge to agencies receiving mutual
aid. San Diego County and the 18 cities in the county comprise the San Diego Operational Area.
Operational Areas are the intermediate level in the State’s emergency services structure.
Unified Disaster Council: The Unified Disaster Council is the coordinating group that manages the
emergency management program for the San Diego Operational Area. The Unified Disaster Council
consists of all cities including Carlsbad and provides the City input in regional planning for emergency
preparedness. It allows for exchange of expertise and knowledge, and ensures that all of the member
cities’ plans interface smoothly. As a member, Carlsbad works as a partner in disaster preparedness
and response with the other cities in the County. The County Office of Emergency Services operates
the Operational Area Emergency Operations Center. This is where the City would request additional
emergency resources if needed during a disaster.
Ongoing Training and Education: Ongoing drills and exercises are conducted to ensure
responders’ skills are adequate. Public awareness is ongoing through presentations, publications and
personal contacts. Relationships have been developed with neighboring cities that enhance the City’s
response to incidents.
