DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No.2011-009 accepting and appropriating State Homeland Security Grant funds to Carlsbad Fire and Police Departments for emergency preparedness. ITEM EXPLANATION: On December 14, 2010, Council adopted Resolution No. 2010-268 authorizing Carlsbad Fire and Police Departments to apply for the FY 2010 State Homeland Security Grant (SHSG) Program for emergency preparedness. On December 20, 2010, San Diego County, which administers the SHSG Program for the region, announced that it had been awarded FY 2010 SHSG funds (Exhibit 1). The grant funds allocated to the City of Carlsbad are $204,970. Equipment is first purchased and paid for by the City. Paid invoices for SHSG-related purchases are then sent to the San Diego County Office of Emergency Services for full reimbursement to the City. Planning costs are similarly expended and reimbursed. The Fire Department will be administering the FY 2010 SHSG grant fund allocation to the City. FISCAL IMPACT: No matching funds are required for State Homeland Security Grants. There are no on-going costs associated with these purchases. SHSG is a reimbursement grant and all grant-related expenditures are 100% reimbursable. Staff requests that the City Council appropriate the $204,970 grant award to the Fire Department's General Fund budget for the planned expenditures. The General Fund will be reimbursed by periodic grant reimbursements. All grant reimbursements are anticipated to be completed before the close of FY 2010/11. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this grant application does not constitute a "project" within the meaning of CEQA and therefore, does not require and environmental review. WOOD, City Clerk COUNTY OF SAN DIEGO NEWS RELEASE FOR IMMEDIATE RELEASE December 20, 2010 Contact: Tammy Glenn, (619) 890-0778 STATE AWARDS COUNTY $7.7 MILLION FOR HOMELAND SECURITY Funds Will be Used to help Prevent and Prepare for Terrorist Attack, Large Disasters The'County Office of Emergency Services has been awarded $7.7 million to coordinate local homeland security programs and prepare for other catastrophic events, such as wildfires and earthquakes. 'These funds help local agencies prepare for the possibility of a terrorist attack. We hope it never happens here. But if it does, we need the region to be ready to respond swiftly," said Board of Supervisors Chairwoman Pam Slater-Price. The County Office of Emergency Services administers the funds which go to local law enforcement, cities and other agencies and programs. One of the programs is the San Diego Regional Terrorism Threat Assessment Center, a multi-agency task force that focuses intelligence and information sharing. It will receive $1 million. Another $317,000 will go to the Metropolitan Medical Strike Team, which brings together health, law enforcement, hazardous materials crews and others to train to respond to an event involving weapons of mass destruction. "The County Office of Emergency Services coordinates regional responses to all types of emergencies, including the possibility of terrorism. We need to make sure that we have a comprehensive plan and that all agencies are trained," said Ron Lane, Director of the County Office of Emergency Services. The funds are provided by the federal Department of Homeland Security to the California Emergency Management Agency, and then distributed at the local level. Please begin incurring costs and submitting requests for reimbursement on items that do not need additional approvals, with exception to County Departments which may not incur expenses until approval by the Board of Supervisors (targeted for January llth or 25th). Please note signature authority and signed grant assurances must be on file with County OES before any reimbursement requests may be processed. Written approval is required for the following activities prior to incurring any costs: Aviation/Watercraft requests, Establish/Enhance Emergency Operations Center upgrades, projects requiring environmental & historic preservation (EHP) review at FEMA/DHS, and sole source procurement requests will require additional approvals from Cal EMA. Subgrantees are also required to obtain a performance bond for any equipment item over $250,000, or any vehicle, aviation, or watercraft (regardless of the cost) financed with homeland security dollars. Stockpiled food products, water, and basic medical supplies must have FEMA's approval of a viable inventory management plan, an effective distribution strategy, sustainment costs, and logistics expertise. As stated in the award letter from Cal EMA, there are performance milestones for Projects A, B, C, and G. Please refer to the attached award letter for amounts and deadlines. County OES plans on sending your agency or jurisdiction a finalized workbook with any items requiring further approvals highlighted. Select FY 2010/11SHSGP grant-related projects are on hold pending State approval of Environmental Historical Preservation (EHP) reviews. These reviews are necessary to ensure equipment or other expenditures reimbursed with federal grant funds do not harm the environment or historical buildings. Although no Carlsbad equipment or planning allocations are subject to EHP review, Carlsbad's request for reimbursement for its expenditures would not be processed by the County until all County holds are cleared. County OES thought this could take a number of months. All Carlsbad grant expenditures and reimbursements are now expected to be initiated, processed and completed in and before the close of FY 2011/12, as opposed to FY 2010/11 as is stated in AB #20,434.
